Before buying refurbished or clearance electronics, check the exact item and seller, the return policy for that listing, the written warranty, and the device’s condition and compatibility. The label alone does not tell you what was tested or what remedy you will have if something is wrong. Policies and consumer laws vary by seller and location; the guidance below focuses mainly on U.S. federal consumer guidance, with iPhone and Verizon examples.
Use this checklist before you pay
- Identify the item and seller. Verify the exact model, configuration, storage, included accessories, and who is actually selling it. Check whether images show the specific unit or a stock photo. Review seller contact details and establish who handles returns and disputes. The FTC’s marketplace guidance recommends examining the listing and contacting the seller when details are missing.
- Ask what “refurbished” means. Find out what was inspected, what failed parts were repaired or replaced, whether battery condition is tested or guaranteed, and what accessories are included. A certification is only as informative as the process it describes. The FTC cautions that terms such as “refurbished,” “used,” “as is,” or “close-out” can indicate that an item is not in top condition.
- Read the listing-specific return policy. Confirm the return window, eligible reasons, steps to open a return, refund method, who pays return shipping, and any restocking fee. Check whether clearance or refurbished items have different terms. Do not assume a marketplace’s general policy applies to every seller or product.
- Get warranty terms in writing. Identify whether the warranty comes from the manufacturer, seller, or refurbisher. Check its duration, covered failures, exclusions, remedy, claim contact, and any labor or shipping costs. Save the warranty, receipt, full listing, and seller messages. The FTC says warranty terms must be available before purchase; its warranty guidance also explains what to review.
- Check device condition and usability. For a phone, confirm it powers on and charges, its battery condition, account and activation-lock status, and network compatibility with your intended carrier. For other electronics, inspect the parts and functions most important to your use.
- Compare the delivered price with likely ownership costs. Compare equivalent models and configurations, condition, battery and repair disclosures, support prospects, warranty, return terms, and shipping or other charges. The FTC recommends considering expected lifespan, likely failures, and repair difficulty—not just the sticker price.
- Use a payment method with applicable protections. Pay through the marketplace checkout or another method that offers relevant buyer protections. The FTC warns that paying outside a marketplace can cost you site protections, and advises against paying for purchases with gift cards, wire transfers, or cryptocurrency.
What refurbished, clearance, and similar labels do—and do not—tell you
“Refurbished,” “open-box,” “used,” “as-is,” “close-out,” and “clearance” are not, by themselves, a standardized inspection report. A label does not establish which components were checked, whether a defect was repaired, or how much wear to expect. Read the complete condition description and ask the seller for specifics when it is vague.

For a refurbished item, ask what tests the seller performs and what happens when a test fails. For clearance or close-out stock, establish whether the item is new, open-box, used, or otherwise marked down, then check the return and warranty terms attached to that exact listing. A sale price does not establish that ordinary return rules apply.
How to check the seller, return route, and delivery terms
Know who is responsible if there is a problem
On a marketplace, the site name may not be the seller’s name. Identify the actual seller and determine who accepts returns, issues refunds, and handles disputes. Look for a working contact method. Searching the seller’s name alongside terms such as “complaint” or “review” can add context, but reviews are only one signal—not proof of reliability.

Read the exact return terms before checkout
Record the deadline and how to start a return. Check whether the policy permits returns for a change of mind, defects, or items that differ from the description; whether return shipping is your responsibility; whether a restocking fee applies; and how refunds are issued. Marketplace protection may cover only certain items or sellers, and claim deadlines can be short.
Keep the listing, seller’s written answers, receipt, and return instructions. If the item arrives damaged or materially different from its description, save packaging and tracking information, document the condition, and contact the seller promptly while the return or claim window is open.

Understand the U.S. shipping rule
For U.S. online orders, FTC guidance says a seller must ship within the time it promised. If it gave no shipping time, the federal rule generally requires shipment within 30 days after receiving your name, address, and payment or authorization to charge you. If the seller cannot meet the deadline, the rule provides for notice and an opportunity to cancel for a refund. This is a fallback legal deadline, not an estimate of when your particular order will arrive. See the FTC’s online-shopping guidance.
How to evaluate the warranty and repair prospects
Separate the included warranty from a paid service contract
Read the written warranty for the specific device before buying. Check what failures it covers, what it excludes, whether the remedy is repair, replacement, or refund, how to file a claim, and who pays shipping or labor. Keep the paperwork with your proof of purchase. Warranty rights and implied-warranty rules can depend on state law and the seller’s terms; outside the United States, consult the consumer protections that apply where you live.

- Fully unlocked and compatible with any carrier of choice (e.g. AT&T, T-Mobile, Sprint, Verizon, US-Cellular, Cricket, Metro, etc.).
- Inspected and guaranteed to have minimal cosmetic damage, which is not noticeable when the device is held at arm's length.
- Successfully passed a full diagnostic test which ensures like-new functionality and removal of any prior-user personal information.
- The device does not come with headphones or a SIM card. It does include a charging cable that may be generic.
- Tested for battery health and guaranteed to have a minimum battery capacity of 80%.
An optional extended warranty or service contract costs extra and is separate from the included warranty. Before paying for one, compare its total cost, deductibles or service fees, exclusions, repair coverage, and claims process with the protection you already have. The FTC explains these trade-offs in its extended-warranty and service-contract guidance.
Estimate whether a repair would still make sense
For an older or inexpensive device, look into its expected usable life, common failures, availability of parts and repair services, and difficulty of repair. A low purchase price can be poor value if a likely repair is costly or the device is difficult to service. The FTC’s right-to-repair guidance discusses repair access and the factors consumers may encounter.

What to inspect on a refurbished or used phone
For a pre-owned iPhone
Apple recommends checking the seller’s return policy and certification process, physical condition, battery health, and parts and service history. Most importantly, do not buy an iPhone if Activation Lock is enabled: the prior owner’s account can prevent you from activating it. Apple’s instructions are in “If you want to buy a preowned iPhone”.
Inspect the screen and body for damage, examine the connector, and confirm that the phone powers on and charges. Where available, check battery health and Parts and Service History in Settings. What information appears depends on the iPhone model, operating system, and replacement part; missing history is not proof that the battery is healthy or that all parts are original. Check that the phone is not carrier-locked and can be activated on the network you intend to use.

For any used phone
Confirm that the previous owner’s accounts and activation locks have been removed, and check compatibility with your intended carrier or network before the return window expires. Test charging, display, connectivity, speakers, microphones, buttons, and essential software functions. Verizon’s pre-owned phone checklist includes charging and battery condition, ports, display, connectivity, speakers, microphones, buttons, and software. That describes Verizon’s stated checklist, not an industry-wide certification standard.
If you can inspect the device in person
A compatible charger and the device’s own diagnostics may be enough for a basic check. A USB-C power meter can optionally show charging behavior on compatible USB-C devices, but it cannot establish battery capacity, ownership, repair history, or overall condition. It is not useful for every device and is not a substitute for the checks above.
Compare qualifying listings side by side
Once you have ruled out listings with unclear condition or no workable return route, compare the remaining options on the factors that affect ownership—not discount percentage alone.
| What to compare | What to confirm |
|---|---|
| Model and configuration | Exact model number, storage, included accessories, and whether the specifications match your needs. |
| Condition and inspection | Physical and functional condition, whether photos show the actual unit, and what testing or repairs the seller describes. |
| Battery and repair history | Any battery disclosure or guarantee, parts or repair information, and availability of parts and service. |
| Seller and support | Who sells the item, how to contact them, and who handles returns, warranty claims, and disputes. |
| Warranty and returns | Warranty duration and coverage, return deadline, eligible reasons, shipping costs, fees, and refund terms. |
| Compatibility and support | For phones, account-lock status and carrier compatibility; for all devices, realistic software and repair support. |
| Total delivered cost | Item price plus shipping and any other charges, considered alongside the likely cost of repairs or a paid service contract. |
There is no universal discount that makes a refurbished or clearance item a good deal. The value depends on the specific device, its condition, the support available, and whether you can return it if it does not match the listing.
