What to Ask Contractors Before a Commercial Heating-System Conversion

A practical checklist for commercial building owners and facility managers preparing to convert an existing heating system and compare contractor proposals.

Before comparing bids, ask every contractor to document the building’s existing system, heating loads, operating requirements, and constraints—and to price the same clearly defined scope. A conversion may involve an air-to-water heat pump, VRF, a heat-recovery chiller, a hybrid arrangement, or another approach; the right choice depends on the building, climate, electrical service, and project goals. Use the questions below to make proposals technically comparable before choosing on price.

Start with the building, its loads, and your goals

A credible proposal should explain what the contractor found, what information supports the design, and which assumptions remain unverified. The U.S. Department of Energy (DOE) advises improving building efficiency before replacing or modifying a boiler and sizing equipment to the building’s loads. Ask bidders to show how they reached their capacity estimate rather than presenting equipment size without a basis.

  • What heating equipment and distribution system are on site? What records, measurements, or investigations support that description?
  • What peak heating demand and load profile are you using, and how were they calculated?
  • How could planned envelope or efficiency improvements change the required capacity?
  • What temperatures does the existing distribution system need? State your assumptions for supply- and return-water temperatures.
  • Which goals are driving the design: replacement timing, lifecycle cost, electrification, emissions compliance, comfort, resilience, or another requirement?

Ask the contractor to identify gaps in available operating data and explain whether additional investigation is needed. Load selection depends on both peak demand and how demand varies; DOE notes that modular boilers may suit highly variable loads. The relevant question is not simply whether proposed equipment can meet a peak, but whether the design fits the building’s operating pattern.

Ask which system strategies were evaluated

Do not assume that every boiler conversion has the same answer. DOE’s Large Commercial Building Boiler Electrification Guide discusses strategies for existing fossil-fuel boiler buildings, including air-to-water hydronic heat pumps, VRF heat pumps, and heat-recovery chillers. ASHRAE’s commercial and multifamily heat-pump guidance addresses climate-zone application, sizing, configurations, electrical requirements, and controls. Ask bidders to explain why a configuration suits—or does not suit—your building.

  • Suuwer S701 Single Stage Non-Programmable Digital Thermostats for Home 1 Heating and 1 Cooling Single-Stage Systems. ( Dual powered by 24VAC power or 2 AAA batteries, No common wire (c-wire) required on most systems).
  • Easy-to See and Read: Display with blue backlight, large clear backlit digital display, very suitable for middle-aged and elderly people.
  • Which configurations did you evaluate, and what building conditions support or rule out each one?
  • Did you assess air-to-water hydronic heat pumps, VRF, heat-recovery chillers, or a staged or hybrid strategy where appropriate?
  • How will the design meet required water temperatures, local climate conditions, and occupant comfort?
  • What happens during extreme weather, peak loads, equipment outages, or periods when electrical capacity is constrained?
  • What are the proposed controls and operating sequence, and how will new equipment interact with the existing system?

DOE notes that a heat pump may provide heating and cooling while an existing system supplies additional heat during extreme weather or when electrical capacity is limited. That is one possible arrangement, not a default design: ask bidders to state what backup or supplemental heat is included, when it operates, and what existing equipment must remain.

Verify electrical, physical, and hot-water feasibility

Electrical and building constraints can change both the design and the price. DOE warns that heating electrification often requires added electrical capacity. It also identifies hydronic-system retrofit needs, space constraints, water-temperature requirements, cost, contractor training, and occupant disruption as challenges in central-boiler electrification.

Honeywell TH8320R1003 Honeywell VisionPro Heat/Cool Digital Thermostat, White
  • Stages up to 3 Heat / 2 Cool
  • RedLINK wireless communication
  • Precise temperature control (+/- 1° F) for reliable and consistent temperature
  • Package weight of the Product: 9.6 Ounces
  • Has the building’s electrical capacity been checked against this design? Who will coordinate with the serving utility?
  • What electrical service, distribution, metering, or controls upgrades might be required, and when will their cost be confirmed?
  • What space, structural, acoustic, ventilation, piping, hydronic, or access changes are included?
  • Which site conditions could trigger a change order after equipment or piping is opened up?
  • Do water-temperature or domestic/service hot-water requirements affect equipment selection or system layout?

Ask the contractor to separate verified conditions from allowances and unresolved assumptions. If a utility review, structural check, or investigation of the existing hydronic system has not been completed, the proposal should say who will complete it and how its outcome could affect scope, schedule, or cost.

Require a project-specific cost and compliance basis

Initial cost alone cannot establish whether a conversion makes sense over its operating life. DOE reports that stakeholders cited lifecycle cost and energy savings, regulation, incentives and rebates, sustainability goals, occupant comfort, and maintenance savings as motivations for natural-gas hot-water electrification. Those are reported motivations, not a guarantee of savings for an individual building.

  • Can you provide a lifecycle-cost comparison with stated assumptions for energy use, utility rates, demand charges, maintenance, replacement timing, and fuel and electricity prices?
  • What performance does the estimate assume at this building’s operating temperatures and in the local climate?
  • Which costs are firm, which are allowances, and what conditions could change the price?
  • Have you checked current local building and emissions rules, permits, utility requirements, and incentive conditions? Who will document that review?
  • Does the financial case assume a federal tax provision? If so, what project dates and eligibility assumptions does it rely on?

DOE’s 179D page reports that the One Big Beautiful Bill Act, enacted July 4, 2025, added a provision ending the deduction for property whose construction begins after June 30, 2026. Because the project date and the applicable rules matter, verify the current statute, project facts, and tax advice before including any 179D benefit in a bid comparison.

Check contractor capability, construction planning, and aftercare

DOE recommends speaking with several firms and obtaining multiple quotes because price and scope can vary. For complex design work—including heat-pump conversion, capacity expansion, and equipment sizing—consider whether the bidder has the staff and bandwidth to handle the work. Ask each bidder to identify who is accountable from design through operation.

  • What training will building staff receive? What warranty, response time, maintenance plan, and performance verification are included?
  • Can you separate the base scope, alternates, exclusions, and contingencies so proposals can be compared consistently?

Make sure the bid names the commissioning responsibilities and the handover information the facilities team will receive. Training and occupant disruption are recognized challenges in boiler electrification; a proposal that leaves them undefined may shift real work and risk to the owner.
