Solar-panel efficiency is the percentage of incoming sunlight that a photovoltaic (PV) device converts into usable electricity under stated test conditions. A higher percentage generally means more rated electrical output from the same module area, but it does not by itself predict your annual generation, bill savings, payback period or lifetime value.
There is no universal efficiency percentage at which a panel suddenly becomes worthwhile. Treat a threshold as a comparison milestone—such as moving from 20% to 22%—and then ask whether the extra power density solves a real roof-area constraint under comparable measurements and acceptable system costs.

What solar-panel efficiency actually measures
The U.S. Department of Energy defines PV conversion efficiency as “the percentage of the solar energy shining on a PV device that is converted into usable electricity.” You can read the definition in the DOE’s Solar Photovoltaic Performance and Efficiency Basics explainer.

The percentage belongs to a defined object and a defined test. A laboratory cell, a finished module and an installed rooftop system are different measurement objects. Their figures should not be placed in one ranking as if they were interchangeable.
Efficiency is a density measure, not a savings promise
If two modules are tested under the same irradiance and temperature, the more efficient one can produce more rated power from each square metre. That density matters when usable roof area is scarce, when setbacks leave only a small mounting zone, or when a homeowner wants a larger system without expanding the array footprint.
The percentage does not include your roof orientation, shading, weather, inverter losses, wiring, soiling, degradation, electricity tariff or financing. Those factors determine energy production and economics. Efficiency is one input to system design, not a complete financial forecast.

Why there is no universal “20% threshold”
The phrase crossing a threshold is useful only when the threshold is defined for a particular decision. A homeowner with abundant roof space may value a lower-cost module more than a denser one. Someone with a small, shaded roof may need every watt per square metre and accept a higher price for a more efficient module.
For example, if otherwise identical modules are rated at 20% and 22% under the same conditions, the 22% module has a 22 ÷ 20 = 1.10 ratio, or 10% more rated conversion per unit area. That is a real comparison of nameplate density. It is not a promise of 10% more annual household energy, because both modules will operate through changing irradiance, temperature, shade and dirt.

Use a threshold as a design milestone
- Define the constraint: available roof area, maximum array size, planning setbacks or a target system capacity.
- Set a comparison band: for example, compare modules around 20% with modules around 22%, rather than treating one number as universally superior.
- Check the same basis: verify that the figures refer to complete modules and comparable test conditions.
- Price the whole system: include mounting, inverter capacity, electrical work, labor and any roof upgrades.
A threshold matters when the additional density changes what can physically fit or makes a defined system requirement achievable. It does not become a scientific or financial tipping point merely because a percentage is crossed.
Compare cells, modules and systems separately
The first question when reading a specification is: what exactly was measured? The following categories answer different questions.
| Measurement object | What the percentage describes | How to use it |
|---|---|---|
| PV cell | Conversion performance of an individual photovoltaic cell | Useful for technology and laboratory comparisons; not a direct retail-module rating |
| PV module or panel | Conversion performance of the packaged panel, including its cell layout and construction | The relevant nameplate efficiency for most equipment comparisons |
| Whole installed system | Electricity delivered by an array and its balance-of-system equipment over time | Use for energy yield and financial analysis, not as a substitute for module efficiency |
NREL’s Solar Module Efficiency Table Guide describes accredited testing and standard test conditions. Examples include irradiance of 1,000 watts per square metre and a cell temperature of 25°C. A quoted efficiency should be read alongside the test method, measurement date and whether the result is a certified module value or a research-cell result.
Standard conditions are a comparison tool
Standard test conditions create a common reference. They do not describe every hour on a roof. Real modules heat up, receive changing sunlight and may be partially shaded or dirty. Two panels with the same laboratory rating can therefore deliver different amounts of electricity at a particular site if their temperature behaviour, mounting, orientation or shading differs.
What the familiar commercial percentages mean
A DOE PV primer published on December 3, 2019, said the best commercial panels had efficiencies of “around 18% to 22%.” That is historical context from 2019, not a 2026 market survey or a guarantee that every product sold today falls within that band. The statement appears in PV Cells 101: A Primer on the Solar Photovoltaic Cell.

Where sunlight is lost before it becomes electricity
Solar cells cannot use every incoming photon equally. Photon wavelengths carry different amounts of energy, and several loss mechanisms operate at once.
Spectral and optical losses
- Some light reflects from the cell surface instead of entering the absorber.
- Some photons pass through because their energy is below the absorber’s bandgap.
- Photons with more energy than the bandgap can lose the excess as heat rather than electrical energy.
Anti-reflection coatings and textured surfaces reduce reflected light. They improve the amount of light entering the cell but do not eliminate the other spectral limits.
Recombination losses
Light creates mobile electrons and holes. If they recombine before reaching the electrical contacts, their energy is not collected as useful current. DOE explains that direct recombination is fundamental, while impurities, crystal defects and interfaces can create additional, indirect recombination paths.

Temperature losses
Higher temperature can produce a slight current increase but a larger voltage decrease, so electrical power and efficiency generally fall as the cell gets hotter. Extreme heat can also damage cells and module materials. Mounting design and airflow therefore matter even when two modules have identical laboratory ratings.
Outdoor losses and energy yield
DOE separately identifies heat, dirt and shade as causes of reduced conversion efficiency in outdoor operation. It also distinguishes energy yield—the electricity produced over a period of time—from conversion efficiency, which is a percentage measured under stated conditions. A module’s nameplate percentage cannot by itself predict annual kilowatt-hours without location, orientation, weather, shading and system information. The distinction is covered in the DOE efficiency explainer linked above.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What the Shockley–Queisser limit does—and does not—say
The often-cited Shockley–Queisser figure is not the maximum efficiency of every solar panel. DOE’s Multijunction III-V Photovoltaics Research overview places the approximately 33.5% theoretical value in the context of a single-bandgap cell under non-concentrated sunlight.
A single junction is a compromise. Photons below its bandgap are not absorbed, while photons above the bandgap lose excess energy as heat. A multijunction device stacks absorbers with different bandgaps so that separate layers can use more of the solar spectrum.
Some multijunction III-V cells have exceeded 45% under concentrated sunlight. Concentration changes the operating condition and hardware, so that result must not be presented as an ordinary rooftop-module rating or as a universal ceiling for all PV technologies.

How to evaluate an efficiency claim
- Identify the product level. Confirm whether the number belongs to a cell, a complete module or an installed system.
- Read the test basis. Look for the irradiance, temperature, certification or accredited test centre, and the date of measurement. NREL’s guide uses 1,000 W/m² and 25°C as examples of standard conditions.
- Check the unit and denominator. Module efficiency is a percentage of incident sunlight over the module area; do not confuse it with power in watts or annual energy in kilowatt-hours.
- Compare like with like. Put modules measured by the same method side by side. Do not compare a laboratory cell record with a commercial module rating.
- Map the area constraint. Measure usable roof area after setbacks, vents, skylights, access paths and shade. Higher efficiency is most valuable when that area limits the required capacity.
- Model operating conditions. Ask how heat, dirt, shade, orientation and mounting affect the proposed array at your site.
- Compare total installed cost. Include the inverter, racking, labor, electrical upgrades, permits and any roof work. A higher percentage does not establish a lower cost per delivered kilowatt-hour.
- Use energy yield for the final decision. Request site-specific production estimates and assumptions rather than inferring annual output from the efficiency percentage alone.
When a higher-efficiency panel is worth considering
Small or irregular roofs
When only a limited, usable area is available, higher conversion density can allow more nameplate capacity without adding rows of modules. This is the clearest practical reason to pay attention to an efficiency threshold.
Large electricity needs on a fixed footprint
A household with high loads, an electric vehicle or a heat pump may have a target array size that cannot fit with lower-density modules. Efficiency can help meet the physical target, provided the roof and electrical design support it.
Sites where other specifications dominate
If area is plentiful, temperature coefficient, shading behaviour, warranty terms, degradation assumptions, mechanical dimensions and price may matter more than a small efficiency difference. The best choice is the module and system combination that meets the site requirement, not automatically the one with the highest percentage.

- Calling 20% a universal cutoff: treat it as a comparison point, because no universal scientific or financial threshold is established.
- Using a 2019 market range as a current survey: label DOE’s 18%–22% statement as historical context from December 2019.
- Equating efficiency with annual generation: use a site-specific yield model that includes weather, orientation, shade, temperature and system losses.
- Comparing a cell record with a retail panel: keep laboratory-cell, module and field-system figures in separate categories.
- Ignoring concentrated-light conditions: label multijunction results above 45% as concentrated-sunlight results, not standard rooftop performance.
- Focusing only on the percentage: evaluate total installed design and cost, because efficiency alone does not establish payback or lifetime value.
How efficiency records should be read
The DOE/NREL efficiency record chart collects confirmed research-cell results across technology families. Such records show what a specific cell architecture achieved under a defined laboratory condition. They are valuable for understanding technology progress, but they are not ordinary commercial-module claims.
For a purchase decision, use a verified module efficiency measured under comparable conditions, then translate that specification into a system design for the actual site. Keep record-cell figures, module ratings and field energy yield visibly separate at every step.
The practical bottom line for a threshold decision
Crossing from one efficiency band to another matters when it changes the amount of generation capacity that can fit in a constrained space. Under identical test conditions, the higher percentage represents more rated conversion per unit area. It does not guarantee a particular energy yield, savings amount or payback period.
Use the percentage to screen options, use standardized module measurements to compare them, and use site-specific production and total-cost analysis to choose the system. That approach preserves what efficiency can tell you without asking it to answer questions it was never designed to answer.
