A flood emergency kit should cover three days of basic needs, help you receive alerts, and be ready to carry if you must evacuate. Start with water, food, light, first aid, sanitation and a radio; then add the medicines, documents, clothing and supplies your household depends on. FEMA and Ready.gov recommend one gallon of water per person per day for at least three days as a baseline.
Start with supplies for three days
Use FEMA and Ready.gov’s basic emergency supply checklist as a starting point. Store the essentials together where you can reach them quickly, and adapt quantities and contents to the people and pets in your household.

- Water: one gallon per person per day for at least three days, for drinking and sanitation.
- Food: at least a three-day supply of non-perishable food. Include a manual can opener if you pack canned food.
- Alerts and light: a battery-powered or hand-crank radio with NOAA Weather Radio alert capability, a flashlight and extra batteries.
- First aid and signaling: a first-aid kit and a whistle.
- Protection and shelter: a dust mask, plastic sheeting and duct tape.
- Sanitation and tools: sanitation supplies and a wrench or pliers.
- Navigation: local maps.
Adapt the kit to your household
FEMA’s additional emergency supply checklist highlights items that may be essential for particular people, pets or circumstances. Think through what each household member would need if leaving quickly or being away from home.

- Medicines and vision: prescription medicines and glasses.
- Babies and young children: infant formula and diapers.
- Pets: pet food and water.
- Important records and money: family records in a portable waterproof container and cash.
- Warmth and clothing: sleeping bags or warm blankets, a complete change of clothing and sturdy shoes.
- Personal care: hygiene supplies and other personal items your household needs.
Make the supplies usable during evacuation
Some supplies support staying informed or meeting basic needs; others are personal essentials that cannot be replaced easily. Keep the kit organized so you can take critical items when time is short. Store important records in a waterproof container and make password-protected digital copies. A portable waterproof document pouch can help keep paper records together, but no container should be assumed floodproof without verified specifications.

For a radio, verify that the model receives NOAA Weather Radio alerts rather than relying only on a general product description. Local alerts and evacuation orders determine what to do; the kit does not replace them.
Follow flood-specific safety guidance
- Follow local alerts and evacuation orders, and take critical supplies and documents when evacuating.
- Do not walk, swim or drive through floodwater. It can contain dangerous debris and other hazards.
- After flooding, do not assume tap water is safe. Check with your local health department.
- During cleanup, use protective clothing, gloves and boots. Use an appropriate face covering when cleaning mold or debris.
Local evacuation routes, shelter information and water advisories can change, so rely on current local guidance. Ask a health professional about individual medication needs and how to plan for them.
