When buying paddy seed, check the exact variety, lot number, germination and purity statements, relevant dates, treatment warnings, and who issued any certification tag. A certification mark applies to a particular seed lot under a particular scheme; it is not a universal guarantee of yield or suitability for your farm. Label rules and tag colours vary by jurisdiction, so verify them with the local authority rather than relying on a colour chart from elsewhere.
What to check on a paddy seed bag
Start with the crop and exact variety name. “Paddy” or “rice” identifies the crop, but not necessarily the variety. Confirm that the named variety suits your intended season, location, and production system using locally authoritative agronomic guidance; the label alone does not establish that it is right for your farm.

Then check the lot or batch number and the quality information stated on the package. FAO guidance recommends looking for technical details such as species, variety, germination, purity, contents, treatment information and warnings, lot number, year of production, date labelled, and certification validity where required. The legally required fields differ by country, so use this as a practical checklist rather than a universal legal template. FAO seed-label guidance
- Germination and purity: Read the stated percentages and compare them with the applicable local standard.
- Dates: Check production, testing, labelling, expiry, or certification-validity dates where provided or required.
- Treatment: Look for disclosure of chemical treatment and any handling or safety warnings; follow the package directions.
- Seller and producer: Note the responsible business and its contact details, as required locally.
- Package condition: A damaged, altered, detached, or mismatched label makes the lot harder to verify.
Requirements in one country should not be mistaken for requirements elsewhere. For example, the U.S. Federal Seed Act overview lists purity percentage, germination percentage, noxious weed seed count per pound, treatment if present, kind and varietal identification, and the interstate shipper’s name and address among primary U.S. interstate label requirements. These are U.S. rules, not a global checklist. USDA Federal Seed Act overview

What certification means—and what it does not
Seed certification is a formal process under a defined scheme, with checks intended to establish that a lot meets that scheme’s requirements. USDA describes certification as a way to assure buyers that varieties meet genetic-purity standards; its seed testing information also describes varietal verification and other quality tests. That is evidence of assessment under the named scheme—not a promise of a particular yield, field performance, or suitability for every location. USDA seed regulations and testing
Keep three kinds of information distinct: the commercial label identifies the product and seller; a certification tag records a claim tied to a certifying process; and a laboratory analysis reports tests performed on a sample. A test certificate is not automatically a certification tag. Check that the tag’s lot identifier matches the bag, and identify the issuer and the class or category stated under the applicable scheme.

How to interpret a tag colour or official mark
There is no universal certification-colour key. FAO notes that seed-label requirements vary between countries and that colour coding may distinguish seed generations. A colour has meaning only under the scheme and rules that define it. FAO seed-label guidance

One regional example appears in an East African Community regulation excerpt: white with diagonal violet stripes for parent material or pre-basic seed, white for basic seed, blue for first-generation certified seed, and red for second-generation certified seed and F1 hybrid seed. This example applies only where that regulation governs the package; it is not a general rice-seed legend. Confirm current applicability with the local authority. - DIAMOND RICE SEED FOR PLANTING – Grow rice from seed with Diamond rice, a warm-season grain variety suitable for farm, homestead and garden growing projects.
- GROW YOUR OWN RICE – Experience the entire growing process from germination and green rice plants to mature plants producing characteristic grain-filled panicles.
- WARM-SEASON GRAIN CROP – Rice grows best during warm weather with plenty of sunlight and consistent moisture throughout the growing season.
- THRIVES IN MOIST CONDITIONS – Well suited for properly managed moist growing environments and traditional paddy-style production. Rice appreciates consistent moisture but does not need to remain deeply submerged.
- FOR FARMS, HOMESTEADS & GARDENS – A distinctive grain crop for agricultural plantings, homestead projects, demonstration gardens and growers interested in producing rice plants themselves.
An official mark should connect to a named certifier or authority. If the logo, class, tag number, or issuer does not match the applicable scheme—or the lot number differs from the bag—ask the seller or local seed authority to check it before relying on the claim. A logo by itself does not establish that a particular lot is genuine.
How to verify a lot and compare seed options
- Match the crop and exact variety name to what you intend to plant.
- Compare the lot or batch number on the bag with the certification tag and any seller paperwork.
- Read the stated germination, purity, and relevant dates; check them against the standard and rules that apply where you are buying.
- Review treatment disclosures and warnings, and inspect the package for damage or signs that labels have been altered.
- Confirm the tag’s issuer and class with the certifier or relevant local authority. Use an official lot lookup if one is available, keeping its eligibility limits in mind.
For buyers in India, the Government of India’s SATHI portal says a bag tag can be used to trace lot details, with displayed detail applying to tags issued during or after Rabi 2022–23. That stated cutoff means the portal should not be assumed to cover every older tag, or seed sold in other countries. SATHI seed traceability portal

Compare two bags on the same points: variety identity and local suitability; certification class and issuer; matching lot details; germination and purity; dates; treatment disclosures; package integrity; and seller identity. Certification status alone does not establish which variety will perform better on a particular farm.
Do not confuse a testing-submission requirement with a retail standard
India’s PPV&FRA lists rice seed-submission figures for DUS testing of 80% germination, 11–12% moisture, and 98% physical purity. These are requirements for seed submitted for that testing purpose, not universal minimums for retail paddy seed or a general certification threshold. Check the applicable local retail rules instead.
