What Security Controls Do AI-Agent Payments Need?

Secure AI-agent payments by enforcing delegated authority outside the model: authenticate user and agent separately, bind every request to a mandate, minimize credentials, log decisions, monitor drift and keep a human-controlled shutdown path.

AI-agent payments need controls that make delegated authority explicit and enforce it outside the model’s reasoning. A safe implementation authenticates the human, agent and payment request separately; limits what the agent may do; protects payment credentials; verifies fresh, transaction-bound messages; records an auditable trail; continuously tests and monitors behavior; and gives a named human owner the power to stop the system.

The exact obligations depend on the payment architecture and its PCI DSS scope. The protocols discussed below provide useful patterns, but no single, universally adopted standard yet defines every control.

Why agent-paid transactions require a different control model

In ordinary online shopping, a person selects an item, reviews a checkout page and submits payment. An AI agent can instead search, negotiate, choose a seller and submit payment with little or no contemporaneous human interaction. That changes the security question from “Was this card transaction authenticated?” to “What authority did the person delegate, what did the agent actually do, and did the payment stay within that authority?”

The Bank for International Settlements (BIS) says delegated commerce raises the risk of unintended purchases and requires more extensive trust mechanisms and guardrails than agent-assisted shopping, where the user still makes the final decision. Its October 5, 2026 analysis also warns that fraud models trained on human behavior may not transfer directly to agent payment patterns; rules may need recalibration. Controls therefore have to cover the whole chain: the person granting authority, the software acting on it, the tools and data the software can reach, the payment message sent to a merchant or provider, and the evidence retained if something goes wrong.

1. Define exactly what the agent is allowed to do

Separate recommendation from execution

Start by deciding whether the agent can only research and fill a cart, or whether it may select the final item and pay. These are materially different risk levels. A policy that permits “find a suitable laptop” should not silently become permission to buy any laptop at any price.

Write the delegation as enforceable constraints rather than relying on a natural-language prompt. Useful fields include the task, permitted merchants or categories, maximum amount, currency, payment instrument, shipping destination, expiry time and whether a human confirmation is required at checkout.

Use open and closed mandates deliberately

The Agent Payments Protocol (AP2) describes an open mandate for constraints established before a specific cart exists and a closed mandate for a finalized checkout or transaction. Its documentation represents these mandates as tamper-evident, cryptographically signed digital credentials. These are protocol concepts, not universal regulatory requirements; an implementation still has to map them to its own payment and compliance environment. AP2 documentation

A closed mandate should identify the exact amount, merchant, goods or service, payment instrument and validity period. If any of those values change, the authorization should be re-evaluated or obtained again instead of being stretched to cover the new transaction.

2. Authenticate the person, the agent and the operation separately

Human authentication does not prove agent authority

A strong login proves that a particular person authenticated; it does not prove that an agent currently speaking to a merchant is genuine or that the person approved this purchase. Use phishing-resistant authentication for the delegating user where the payment environment supports it. The FIDO Alliance describes its agent work as separating user-initiated and agent-initiated actions while preserving secure, private delegation. FIDO Alliance announcement, April 28, 2026

Andrew Shikiar, FIDO Alliance executive director and CEO, summarized the requirement: “To scale this safely, people need to trust that these actions are secure, authorized and truly reflect their intent.”

Establish the agent’s identity and provenance

The merchant or payment service should be able to determine which agent is connecting, which organization or developer operates it, which user it represents and whether its credentials are still valid. Keep those identities distinct in records; an authenticated user, an approved agent software instance and a payment service provider are different principals with different permissions.

Bind authorization to the requested operation

Authorization should answer a narrow question: may this identified agent perform this identified operation for this identified user under this mandate? Do not treat possession of a valid agent credential as blanket permission to buy anything.

3. Protect request integrity and block replay

When an implementation uses signed requests, verify more than the signature mathematically. Check the signing key, certificate or trust chain; the algorithm; the timestamp and allowed clock skew; a unique session or request identifier; the merchant domain; the operation; the amount and currency; and the mandate or authorization reference.

These checks prove defined properties of a message; they do not prove that the underlying shopping choice was wise, that upstream product data was trustworthy or that a model was not manipulated. A signed request from a compromised agent can still be harmful, so cryptography must be combined with policy, monitoring and a rapid disablement path.

4. Apply least privilege to payment credentials, tools and data

Minimize what the agent can reach

Give the agent only the APIs, accounts, merchant domains and data needed for its task. Separate product search, cart management and payment submission where possible, and require an explicit policy transition before a low-risk tool can call a high-risk payment function. Do not expose account balances, unrelated transactions or a reusable payment credential merely because the agent can technically access them.

Tokenize and constrain payment credentials

The PCI Security Standards Council identifies payment tokens and single-use primary account numbers (PANs) as ways to reduce exposure. It also mentions, as additional risk-reduction measures beyond PCI requirements, limiting a token’s total spend or frequency, merchant use or lifetime. Whether those limits exist depends on the issuer or processor; verify the actual capability instead of assuming every token supports every restriction. PCI SSC, “AI Principles: Securing the Use of AI in Payment Environments”

Keep secrets out of prompts, model context and ordinary logs. Store them in a dedicated payment vault or provider-controlled token service, and pass only the minimum token or transaction reference needed for the next step. Protect payment data both at rest and in transit under the applicable PCI DSS requirements.

5. Make execution resistant to manipulation

Agents consume web pages, messages, product feeds and tool responses that may contain malicious instructions. Treat all external content as data, not as authority. A product page saying “ignore your spending limit” must never alter the mandate. Enforce policy in a separate authorization service that the model cannot rewrite.

Use allowlists for payment and fulfillment tools, schema validation for tool arguments, bounded quantities, confirmation for unusual changes and isolation between browsing and payment execution. A high-risk action should fail closed when required fields are missing, a domain changes, a price exceeds the mandate or a session becomes stale.

6. Build an audit trail that can reconstruct intent

Record the delegation, the policy version in force, the agent identity, the user identity, tool calls, approvals, final request and payment result. Link each event with a transaction or mandate identifier and protect logs against alteration. The goal is to answer, after the fact, what the user authorized, what the agent requested, what the merchant received and what the issuer processed.

PCI SSC recommends logging and monitoring AI actions so activity can be traced to the system and a human can be held responsible. Where feasible, logs should support auditing prompt inputs and the reasoning leading to an output. Sensitive prompts and payment data require access controls, encryption and a retention policy consistent with privacy obligations; the available guidance does not set one universal retention period. AP2 presents cryptographic auditability as a protocol objective. AP2 documentation

7. Validate continuously, monitor behavior and retain a kill switch

Test before and after deployment

AI outputs can be nondeterministic, and systems can drift as models, tools, prompts or data change. PCI SSC points to PCI DSS Requirements 6 and 11 as relevant references for secure development and testing, while emphasizing that its AI article is high-level guidance rather than an exhaustive control catalogue. Applicable PCI DSS requirements still apply when an AI system is in scope.

Monitor for agent-specific signals

Alert on repeated authorization failures, rapid merchant switching, unusual spending velocity, attempts to expand permissions, mismatches between mandate and cart, replayed identifiers, tool calls outside an allowlist and changes in model or policy versions. There is no universal threshold or monitoring interval in the cited guidance; set thresholds through risk analysis and tune them using observed agent behavior rather than human-only baselines.

Prepare to stop and recover

Provide an independent disablement mechanism that can revoke the agent, keys, sessions and tokens without relying on the agent itself. An incident plan should cover malicious prompts, compromised tools, credential theft, internal misuse, erroneous purchases and notification or dispute obligations. Preserve the relevant evidence before rotating or deleting credentials.

8. Design for fraud disputes and human accountability

Keep a named owner responsible for the deployment, even when decisions are automated. AP2 identifies accountability across the user, developer, merchant, issuer, payment service provider and orchestration layer as an unresolved trust question. BIS says technical standards could improve shared understanding of buyer intent and agent behavior in disputes, while liability arrangements remain unsettled and existing e-commerce frameworks may need adaptation. Neither source establishes that the agent itself carries legal responsibility.

A practical dispute package should include the signed mandate, authentication event, policy evaluation, agent and tool identities, request signature, merchant response and any human intervention. Compare those records with the final authorization to determine whether the agent exceeded authority, the merchant processed a different request or the payment credential was misused.

Implementation sequence for a payment team

  1. Map the flow and scope. Identify every agent, tool, merchant, payment service and data store. Determine which components handle cardholder data and the organization’s actual PCI DSS scope.
  2. Write the delegation policy. Define permitted tasks, merchants, instruments, amounts, currencies, destinations, expiry and confirmation rules. Express them in machine-enforceable fields.
  3. Separate identities. Register the user, agent instance, operator, keys and service providers. Require phishing-resistant user authentication where appropriate.
  4. Issue bounded credentials. Prefer tokenized or single-use payment credentials when supported, and set merchant, amount, frequency or lifetime limits that the issuer actually provides.
  5. Sign and verify each sensitive request. Bind the message to the merchant domain, operation, mandate, amount, session and freshness window; reject stale or replayed requests.
  6. Isolate execution. Keep browsing and payment tools separate, validate schemas and enforce policy outside the model context.
  7. Log the complete chain. Capture delegation, approvals, tool calls, policy decisions and payment results with tamper-evident controls and privacy safeguards.
  8. Exercise controls continuously. Test adversarial inputs, drift, key revocation, replay, tool compromise and emergency shutdown before launch and after material changes.
  9. Assign ownership and rehearse incidents. Name the accountable human, define escalation paths and practice revoking agents, keys and tokens.

How the emerging specifications compare

The following comparison uses capabilities described by the organizations themselves. It is not a universal certification or scorecard.

Work or framework What it emphasizes Maturity and qualification
AP2 Open and closed mandates, signed verifiable digital credentials, checkout and payment mandates, and cryptographic auditability Open protocol documentation; standardization is continuing through FIDO working groups
Visa Trusted Agent Protocol Agent identification and transaction-specific signatures with timestamps, session identifiers, domain and operation binding Visa describes the work as in development and deployment; availability depends on implementation
FIDO Alliance agent work Phishing-resistant authentication and privacy-preserving delegation with clear user-versus-agent action boundaries Working-group standards activity announced April 28, 2026; not a finished universal payment standard
NIST AI Agent Standards Initiative Interoperable protocols, agent authentication, identity infrastructure and security evaluations Initiative page updated August 14, 2026; work is ongoing
Mastercard Agent Pay Trust Framework Five pillars: identity, intent, controls, trusted execution and intelligence Mastercard’s framework, not an independent certification or neutral industry standard
PCI SSC AI principles Applying existing PCI DSS obligations, protecting data in transit and at rest, logging, monitoring, validation and human accountability High-level guidance; applicability depends on the payment environment and PCI DSS scope

NIST’s initiative page is available at NIST AI Agent Standards Initiative. Mastercard describes its framework at “What is agentic commerce trust? Inside Mastercard’s new framework”.

Control checklist

  • A written mandate states what the agent may buy, from whom, with which instrument and for how much.
  • User authentication, agent identity and transaction authorization are verified as separate events.
  • Requests are signed or otherwise integrity-protected, fresh, session-bound and operation-specific.
  • Payment credentials are tokenized or minimized, with only verified issuer or processor limits relied upon.
  • External content cannot rewrite policy, grant permissions or bypass confirmation.
  • Logs connect user intent, agent actions, approvals and the processed payment.
  • Monitoring detects drift, replay, unusual velocity and mandate mismatches.
  • Keys, tokens, sessions and the agent can be revoked independently and quickly.
  • A named human owns the system, its PCI DSS assessment and incident response.
  • The deployment is described accurately as using proposed, in-development or deployed specifications rather than implying universal adoption.
