What Records Should Nonprofits Keep to Document Grant Spending?

Build a traceable record trail from the grant award and approved budget through authorization, source documents, accounting, payment, and reporting. Federal retention generally runs three years from the relevant financial report, subject to exceptions.

Keep a connected record trail for every grant-funded cost: the award and approved budget, authorization, transaction support, accounting entry, payment, and required financial or program report. For a federal award, financial records must identify the amount, source, and expenditure of federal funds and be supported by source documentation. A ledger entry alone is not enough.

What should a nonprofit’s grant-spending file contain?

Organize records so a reviewer can trace each reported cost from the grant terms to the underlying transaction and back to the grant report. The exact requirements depend on the award, funder, and applicable rules; the items below form a practical checklist for U.S. nonprofits.

  • Award and budget: Keep the signed grant agreement or notice of award, approved application and budget, amendments, and applicable funder instructions. These show the project, authorized amount and period, conditions, and approved cost categories. Federal award records must also identify awards, authorizations, obligations, and balances. 2 CFR § 200.302
  • Accounting trail: Retain award-coded general-ledger or project-ledger reports, relevant fund codes or chart of accounts, receipts and disbursements journals, payroll journals, and reconciliations to grant reports. Preserve the source documents supporting accounting entries. Federal financial-management requirements
  • Purchases and direct costs: Keep invoices, receipts, paid bills, purchase orders, contracts or service agreements, vouchers, approval records, proof of payment such as bank or canceled-check records, and documentation showing how each cost was coded and allocated to the grant. IRS review materials ask organizations to show how vouchers or invoices were coded, allocated, recorded, and reflected in financial reports. IRS Publication 4883 and IRS Publication 4221-PC
  • Payroll and personnel: Keep payroll registers, time and attendance records, signed time sheets or other time-and-effort support where applicable, approval records, and allocation details for staff whose work is split across activities or cost centers. IRS Publication 4883 and OJP financial guidance
  • Travel: Retain travel authorization and approvals, receipts, and records that explain the amount and purpose of travel charged to the award. IRS Publication 4883
  • Matching funds and in-kind contributions: For cash match, retain evidence of the funds received and spent. For donated goods or services, document the donor’s identity and signature, what was contributed, when it was received, its value and valuation method, and who determined the value. Keep evidence verifiable from your own records. IRS Publication 4883
  • Financial status and reporting: Preserve records of obligations, unobligated balances, assets, expenditures, income, interest, bank activity, payment requests and withdrawals, cash on hand, and submitted financial reports. Keep evidence of who prepared, reviewed, and certified reports, and compare expenditures with the approved budget. 2 CFR § 200.302 and IRS Publication 4883
  • Program and outcome records: Keep required narrative and performance reports, supporting statistical records, and other program records relevant to the award. Federal and HRSA guidance cover both financial and programmatic records and their supporting documents. HRSA grant-management guidance and NIH record-retention guidance
  • Procurement, contractors, and subawards: Preserve applicable procurement policies, bids or other selection records, contracts and subaward agreements, payment evidence, and monitoring records needed to support the transaction and oversight. IRS Publication 4883
  • Tax substantiation: Keep records that support receipts and expenditures reported for federal tax purposes, including grant applications and awards, invoices, receipts, deposit slips, paid bills, and canceled checks. Organize supporting documents by year and by receipt or expense type. IRS recordkeeping applies even if the organization files Form 990-N or no return. IRS recordkeeping guidance and IRS Publication 4221-PC

How do you show that a grant expense is traceable?

For each cost, the file should make it possible to follow a straightforward chain: the award permits the activity and budget category; an authorized person approves the expense; an invoice, receipt, payroll record, or other source document supports it; the accounting system assigns it to the correct award; payment is evidenced; and the cost is included consistently in required reporting. This documents the transaction and its connection to the award, but does not by itself establish that a particular cost is allowable under every grant.

Use the same grant identifier in the accounting record and associated source documents where practical. Retain relevant correspondence and approvals with the transaction so the rationale and decision are not separated from the supporting evidence.

What receipts do you need for a grant audit?

There is no single receipt that proves every type of spending. Keep the source document appropriate to the transaction, together with evidence of approval, grant coding or allocation, and payment. For a purchase, that might mean an invoice or receipt, purchase order or contract, approval, and bank or canceled-check evidence. For payroll, it means payroll records and support for the time and allocation charged. Travel needs documentation of authorization, cost, and purpose. Match and donated contributions need their own evidence, including support for in-kind valuation.

What documentation supports payroll charged to a grant?

Keep the payroll register and records supporting attendance or time worked, plus the method and calculation used to allocate an employee’s cost to the award. When an employee works on multiple activities, the file should show how the charged portion relates to those activities. Retain applicable signed time sheets or other time-and-effort support, approvals, and accounting records showing the amount charged. Requirements can vary by award and agency; OJP guidance is one federal-program example, not a universal rule for every funder. OJP financial guidance

How long should nonprofits keep grant records?

For federal awards, the general period under 2 CFR § 200.334 is three years from submission of the final financial report. For awards renewed quarterly or annually, the period generally begins with the applicable quarterly or annual financial report. The rule includes exceptions: if litigation, a claim, or an audit begins before the period ends, records must be kept until the matter is resolved and final action is taken; written extensions and specified circumstances can also change the deadline.

Agency guidance may describe the trigger in award-specific terms. HRSA says to retain records for three years from final FFR submission and to extend retention when an audit, litigation, or other action remains active. NIH’s Grants Policy Statement, revised March 2026, describes three years from annual FFR submission, subject to 2 CFR § 200.334 exceptions. Check the actual award terms and applicable agency requirements before destroying records.

Do not assume the federal award period governs private, state, or local grants. IRS tax records must be retained as long as needed to document compliance with federal tax rules, and other legal requirements may apply. The cited guidance does not establish one schedule that covers every grant and record type; check funder terms and relevant state and local requirements as well.

How should you organize grant records?

A grant-level folder or electronic record structure can make the audit trail easier to follow. A practical layout is to separate award documents; budgets and amendments; accounting reports; transaction source documents; payroll and time records; procurement and contracts; match; program reports; and correspondence. This is an organizational method, not a folder structure mandated by the cited authorities.
