After you click “place order,” your data does several jobs. It pays for and delivers the purchase, and it handles returns, support and fraud checks. At many retailers it also feeds analytics, recommendations and advertising measurement. How far it goes depends on the merchant, your location and the type of data. The examples below come from the published privacy notices of Target, Walmart, Home Depot and Best Buy, plus FTC guidance. They are US-facing examples, not a survey of the industry.
The short version: four things happen to checkout data
- Operational use: payment, fulfillment, delivery, returns, customer service and fraud prevention.
- Disclosure to others: service providers, and sometimes marketplace partners, affiliates or advertising-related recipients.
- Analytics and advertising: purchase records may be linked to browsing or account activity.
- Retention: records are kept for stated business, legal or dispute purposes, for periods that vary.
No company notice reviewed here quantifies how many retailers do any of this, how much data they hold, or how long retailers typically keep it. Treat the named companies as examples of what a notice can say, not as a measure of “average” behavior.

Step 1: Fulfillment, payment and fraud checks
Order details are needed to take payment and get the item to you. Home Depot lists fulfilling and delivering orders, processing returns and preventing fraud. Best Buy lists order fulfillment, package delivery, customer care, payment processing and fraud detection. These are the companies’ own descriptions. They do not mean every retailer uses every data field for every purpose.

Target says it monitors user-experience information that can include login details, IP address, pages visited, ads clicked and specific actions such as information entered during checkout. It says it uses this to improve online shopping, identify fraud and help customer-service staff resolve purchase problems. It also says it can link activity across its website, app, stores, ads and emails. Target’s notice puts its scope broadly: it collects information you enter on its digital properties or give it in other ways, such as when you order on Target.com or buy in a store.

Step 2: Who else receives your information
Service providers
Target lists examples such as payment processors, hosting, analytics, customer-support and fraud-prevention providers, and product vendors. Home Depot names delivery partners, security and payment providers, shipping and mailing vendors, advertising partners and other third-party companies. Its overview says it is selective and discloses data only to select third parties for business or legal reasons.
Marketplace sellers and partners
Target says information shared with Target Plus partners is for fulfillment and guest-service purposes, and that those partners are prohibited from using it for marketing or advertising. Best Buy says marketplace companies receive personal information to support a transaction at the customer’s request, and it describes limits on their use. These are those retailers’ own terms. Another merchant may set different ones.

- SECURE YOUR WALLET FROM e-PICKPOCKETING: Prevent potential identity and financial theft through your contactless cards. This is the simplest and most effective prevention solution! Block RFID and NFC signals, protect your personal information, and enjoy peace of mind wherever your travels or business take you.
- JAMMING CHIP: An antenna and jamming chip makes up the main components of the card. The antenna will sense incoming radio waves and draw power for the chip to create a jamming signal. Lifetime usage as the card does not require battery.
- BROAD WORKING DISTANCE: With a 2.4” working distance, your entire wallet stays protected. The premium RFID blocking card helps secure cards within 1.2” on either side, providing reliable protection against electronic pickpocketing.
- ULTRA-THIN & COMPACT: At the size of a standard credit card and at only 0.03” thick, the card will fit into any wallet, purse or card case. Keep your wallet compact with no added bulk from this card. Best for travel, business, and everyday use.
- TEST THE CARD: Test the card is working at your local supermarket. At the self-service checkout machines, combine the card and a contactless card on the payment reader. Payment with the contactless card will be blocked and an error message should occur on the reader.
Why the label matters
A service provider processing your order, a marketplace seller fulfilling its own sale, an advertising partner and an independent business are different kinds of recipient. The policy’s definitions, and the privacy law that applies to you, determine what each may do. Disclosure for delivery is not the same as disclosure for advertising.
Step 3: Analytics, recommendations and ads
Here the practices diverge most.
- Target says it can combine interactions from its website, app, stores, online ads and email for personalized experiences, reporting and analysis. Its notice says identifiers may be shared with third parties including Google and Meta to coordinate advertising and reporting across devices and browsers, and that third-party tags may collect information on its digital properties.
- Best Buy gives examples of sharing browsing history, predicted interests, device identifiers or IP addresses to support relevant ads. It also describes sharing purchase history with social-media companies to assess ad performance. It notes that some recipients may combine information for their own purposes under their own privacy policies.
- Walmart categorizes commercial information, including purchase and transaction history. Its notice indicates that some categories may be used for targeted advertising or disclosed to vendors and business partners.
So yes, at some retailers a purchase record can feed advertising measurement or targeting. Whether yours does is something only its current notice can tell you.

Step 4: How long it is kept
There is no single retention period. Target says retention depends on factors including customer needs, business needs (fulfillment, personalization, marketing, fraud prevention), legal obligations, potential harm and the type of information. It says data is deleted, destroyed or deidentified at the end of the period. Walmart says it keeps information as long as necessary for its stated purposes, subject to what applicable law or internal policy requires or permits.
In practice, deleting an account may not erase every record. Some records may be retained for legal or business reasons the policy describes. Read the retention section for account, transaction, payment, analytics and marketing records separately.

What you can control
Retailer-level choices
- Access, correction and deletion requests: described by Target and Home Depot.
- Opt-outs of targeted advertising, cross-context behavioral advertising or sale/sharing: Target describes these, and says it treats Global Privacy Control browser signals as opt-outs for specified sale and advertising uses. Home Depot describes opt-outs for certain sale and targeted-advertising use.
- Direct-marketing preferences: Home Depot describes separate controls for email, calls, text, direct mail and catalogs.
Unsubscribing from marketing email is not the same as opting out of targeted advertising or sharing. They are often separate settings.
What federal law does and does not do
The FTC’s GLBA Privacy Rule guidance is narrower than a general retail privacy rule. It covers nonpublic personal financial information within the rule’s scope. It requires notice and opt-out for certain sharing with nonaffiliated third parties, with exceptions that include transaction processing and fraud prevention. The FTC says an opt-out direction stays effective, even after the customer relationship ends, until canceled in writing or, if the consumer agrees, electronically. That applies to the opt-out right described there, not to all retailer data practices. Nothing in this guidance gives everyone a universal opt-out from all retailer data use. Rights often depend on state law, your location and the type of data.

A practical checklist for any retailer
- Open the retailer’s privacy notice and your account’s privacy settings.
- Check the recipients: are advertising or social-media companies named?
- Check whether marketplace sellers or partners are limited to fulfilling your order.
- Look up the retention section and any exceptions to deletion.
- Separate marketing-preference settings from targeted-advertising or sale/sharing opt-outs, and use both if you want less.
- Turn on Global Privacy Control in your browser where the retailer says it honors it.
- If you want data reviewed or deleted, use the retailer’s listed request process and confirm which jurisdiction’s rights apply to you.
