What Metrics Should Data Centers Report for Energy Use and Emissions?

A useful data-center report shows facility and IT energy alongside PUE, water, renewables, energy reuse, and distinct Scope 1 and Scope 2 emissions, with clear boundaries and methods.

A credible data-center report should pair absolute facility energy use with IT energy and efficiency metrics, then separately disclose water, renewable-energy sourcing, energy reuse, and greenhouse-gas emissions. PUE alone cannot show a facility’s total demand or carbon impact. Every figure needs a clear site boundary, reporting period, location, unit, and calculation basis.

Which energy and sustainability metrics belong in the report?

Publish the underlying quantities alongside ratios so readers can see both the facility’s scale and how it operates. The EU’s facility-level framework in Commission Delegated Regulation (EU) 2024/1364 names several of these measures; the emissions accounting layer is addressed separately below.

Metric What to disclose What it tells readers
Facility energy, EDC Annual total energy used by the data center, including electricity, fuels, and other energy sources used for cooling, in consistent units. State the measurement boundary and meters or estimation method. The site’s absolute energy demand.
IT energy, EIT Annual energy consumed by IT equipment, measured on a basis consistent with EDC. The energy used by the computing load within the reported facility boundary.
PUE Report EDC and EIT, then show PUE = EDC / EIT. Facility energy overhead relative to IT energy. A lower PUE does not by itself mean lower total energy use or emissions.
Water input and WUE Report water input and WUE with the applicable measurement category and method, water source, site context, and units. Water use and its relationship to data-center operations; local context matters when interpreting the result.
Renewable energy and REF Report renewable-energy input and REF, identifying whether the energy comes from on-site generation, procurement, or another basis, and what evidence supports the claim. The renewable-energy contribution and the basis on which it is counted.
Energy reuse and ERF Report energy reused and ERF, describing what energy or heat is delivered and to whom or which system. Whether otherwise unused energy is put to use beyond the facility.
Installed IT power and IT load State installed IT power demand and the actual IT load for the reporting period; include utilization or a service-output denominator if publishing intensity metrics. The operating context needed to interpret consumption and compare facilities.

Use the applicable published method for WUE, REF, and ERF and identify its version. These indicators are not interchangeable with one another or with PUE.

How should data centers report emissions?

Keep direct emissions separate from emissions associated with purchased energy. The GHG Protocol Scope 2 Guidance addresses emissions from purchased or acquired electricity, steam, heat, and cooling; it is an accounting framework, not a substitute for reporting facility energy consumption.

Emissions category What to report Important context
Scope 1 Direct emissions in tonnes of carbon-dioxide equivalent (tCO2e), with the gases included, emission factors, organizational and facility boundary, and period. Keep this total distinct from emissions associated with purchased energy.
Scope 2, location-based Purchased-energy emissions in tCO2e using applicable grid-average emission factors. This view reflects the average emissions intensity of the grids supplying the consumed energy.
Scope 2, market-based Where qualifying contractual instruments are available, report a separate market-based total in tCO2e, along with the relevant supplier, product, and contractual data. This view reflects applicable contractual choices and evidence; do not combine it with the location-based result.

Alongside both Scope 2 totals, disclose the energy consumed and relevant purchase details. That lets readers distinguish a change in energy demand from a change in supply or accounting claims. The GHG Protocol initiated a public consultation on proposed guidance revisions in 2025–26; organizations should verify which version applies to their reporting period and methodology.

  • ⚡ LOWER YOUR ELECTRIC BILL: SEM-Meter measures real-time spending and gets actionable notifications to understand where savings can be made, both to lower your electric bill and to conserve energy and protect the planet’s resources. Be an environmentalist.
  • ⚡ REAL-TIME ENERGY DATA: Connect SEM-Meter device via 2.4GHz WiFi to monitor energy usage, with an accuracy range of 1%. View usage in real time through Android/Apple software. Statistics of power usage in now/day/week/month/year format: the validity period of hourly exported data is 90 days, and the exported data of day/month/year data is permanent, available at any time Export from application.
  • The organizational boundary and the physical facility boundary covered, including how shared or campus infrastructure is treated.
  • The reporting period, location, facility type and size, and whether the data covers a full year or a shorter operating period.
  • Units, meter locations, measurement categories, calculation methods, emission factors, and methodology versions.
  • Whether values are measured or estimated, and the relevant estimation method or data-quality limitations.
  • For intensity metrics, the denominator and its definition, such as IT load, utilization, or service output.
  • For renewable-energy claims, the procurement or generation basis and supporting evidence; for Scope 2, the contractual instruments and purchase details used.

When comparing sites, first align their boundaries, periods, and methods. Then consider absolute energy and emissions, PUE alongside IT load and utilization, water use alongside local conditions, the renewable-energy accounting basis, and the amount and destination of reused energy. A PUE-only ranking can obscure differences in scale, workload, energy sourcing, and emissions.

What does the EU reporting framework require?

Commission Delegated Regulation (EU) 2024/1364 establishes an annual common reporting scheme for covered data-center operators. Reporting is for the immediately preceding calendar year. A facility that operated for less than a year reports its actual operating period and states that period. The framework reports by distinct physical location and identifies individual data centers separately, including those in a campus.

The regulation’s KPI areas include energy consumption, power utilization, temperature set points, waste-heat utilization, water use, and renewable energy. Its sustainability indicators include PUE, WUE, ERF, and REF. Commission material describes the database as collecting energy and water-footprint information and publishing it in aggregated form. Applicability and implementation details should be checked against the Commission’s current Reporter Guide and FAQ; the EU scheme should not be mistaken for a complete corporate greenhouse-gas inventory.

For official aggregates, the EU indicators are weighted by total energy consumption. A simple unweighted average of site ratios may therefore differ from an official aggregate and can misrepresent a portfolio of sites with very different sizes.

How should published PUE figures be interpreted?

EU figures illustrate why comparisons need a stated population and method. The European Commission’s 2026 assessment reported national average PUE values ranging from 1.15 to 1.66. Separately, a European Commission Joint Research Centre calculation reported in that assessment found that average PUE among more than 400 EU Code of Conduct participants fell from 1.8 to less than 1.3 over 2010–2024. Those participants covered different data-center types and sizes and are not the full population of data centers; their cohort result is not directly interchangeable with the national averages.

The Commission’s 2026 assessment also states that electricity typically accounts for over 90% of direct data-center energy use. Treat that as Commission-reported context, not a universal engineering constant. The absolute energy figures and operating conditions at an individual facility remain necessary to understand its impact.
