Matrix federation lets people using different Matrix homeservers take part in the same chat room. Each participating homeserver keeps a local copy of the room’s events and state, then exchanges updates with the others. A room therefore is not simply a chat hosted on the one server named in its address: it can be shared across independently operated servers, with room permissions—not server ownership alone—governing who may do what.
What federation means in everyday use
Matrix is a protocol for communication between servers, not just a single chat service. A homeserver hosts accounts and connects its users’ clients to Matrix. The server name is part of a Matrix user ID, identifying the homeserver that allocated that account. For example, the address format can look like @alice:example.org.

When people on different homeservers join the same room, those servers federate: they exchange room events and state so their users can participate in a shared conversation. A person using one homeserver can message someone whose account is hosted elsewhere without either person moving accounts or both joining the same server.

Federation does not mean every server is run by the same organization, nor that one operator controls every room.

What a homeserver, room, ID, and alias each do
Several Matrix terms sound interchangeable but describe different things. Keeping them separate helps answer the common question of whether a room “belongs” to a server.
| Term | What it identifies or does | What it does not mean |
|---|---|---|
| Homeserver | Hosts user accounts and handles their clients’ connections to Matrix. It communicates with other homeservers for rooms its users participate in. | It is not necessarily the sole host or owner of every room its users join. |
| Room | A shared conversation represented by events and state, such as messages, membership, and permissions. Participating homeservers maintain local copies. | It is not necessarily confined to the server named in its room ID or alias. |
| Room ID | An internal identifier for a room. Its domain is part of the identifier’s namespace. | The domain does not establish that the room resides exclusively on that domain’s homeserver. |
| Room alias | A human-readable address, such as #community:example.org, that resolves to a room ID and can provide server information for joining. |
It is not the same thing as the room ID or proof that only one server holds room data. |
In short, a server name in an address helps identify an account or a room reference; it does not by itself describe the full set of servers involved in a conversation.
How messages travel between homeservers
A message is an event in Matrix. The sender’s client communicates with its own homeserver using the Client-Server API. That homeserver accepts and signs the event, adds it to the room’s history, and sends it to other homeservers participating in the room. Those destination servers authenticate the exchange, validate the event and its authorization, and update their own copies of the room.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors- A user sends a message. Their Matrix client submits it to the homeserver that hosts their account.
- The sending homeserver creates and signs an event. The event becomes part of the room’s history, subject to the room’s authorization rules.
- The homeserver federates the event. It communicates with the other homeservers whose users are in the room using the Server-Server API.
- Receiving servers check it. They authenticate the server exchange, validate the event and its authorization, then add the event to their local room copy.
- Users see the update through their own servers. Their clients receive room updates from their respective homeservers.
Matrix room history is an event graph, and synchronization is eventually consistent. Servers can briefly have different views while updates propagate; federation is not a guarantee that every server displays every change at precisely the same instant. The Server-Server API also handles more than visible messages: it distinguishes persistent room events, ephemeral updates, and request-and-response queries. Federation requests use HTTPS, and the specification describes server authentication using public-key signatures at transport and HTTP authorization layers.

The Server-Server API documentation cited here is version 1.15 and identifies itself as an older version; the Matrix Specification v1.17 architecture page provides the current high-level framing. Those version details matter if you are implementing a server: consult the current stable specification for implementation-specific behavior rather than treating an older API page as the latest reference.
Does the room belong to one server?
Not in the simple sense that a conventional single-server chat might suggest. When homeservers participate in a Matrix room, each keeps a local copy and synchronizes room events and state with the others. The domain inside a room ID is a namespace element, not a reliable map of every server holding room data. A readable alias may be associated with one domain while the room itself is shared across several homeservers.
That shared copy also does not make every participating server administrator the room’s owner. Matrix uses room state and event authorization to govern changes. Power levels specify which members can perform actions such as changing settings or managing membership. A homeserver administrator who merely alters a local database copy does not thereby make an unauthorized change valid for the shared room; other servers can reject changes that do not meet the room’s authorization rules.
This is not a promise that server operators have no influence over anything. Operators control the service and accounts they run, and implementations may provide administration mechanisms. The narrower point is that changing a local copy alone is not equivalent to making an authorized room-wide change.

What federation means for privacy and data location
Federation can spread room data beyond the homeserver where a message was first sent. A participating homeserver may hold a local copy of room events and state, and each server is independently operated. As a result, room information may be stored under different operators and in different jurisdictions. A community should not assume that deleting information from one server removes every copy held elsewhere.
The Matrix.org Foundation’s privacy notice describes how this works for the Matrix.org service: messages and files may be copied to participating homeservers beyond the Foundation’s control. Its notice also discusses the possibility that participants who join later can receive room history depending on the room’s settings. This is a description of Matrix.org’s service policy, not a universal policy for every homeserver; operators may have different retention, deletion, and privacy practices.
History visibility changes who can see older messages
Matrix room history visibility settings include joined, invited, shared, and world_readable. They affect which history a person may access in relation to room membership and invitation status. In particular, world-readable history may be visible outside Matrix and indexed by search engines. Communities should check the actual setting on each room rather than assuming that a room is private because it is used for chat.

Bridges, bots, and widgets add other data paths
Federation is not the only way room content can reach another system or service. Bridges can duplicate content to external platforms. Bots and widgets that participate in a room may also be able to access room content, as described in the Matrix.org Foundation’s notice. Before sharing sensitive information, check which integrations are present, what they can access, and what service receives the bridged content.

Federation and end-to-end encryption are different
Federation describes how servers communicate and share room data. End-to-end encryption describes protection for message content: when enabled, content is encrypted so that homeserver operators are not simply given the keys needed to read it. Turning on encryption does not stop federation or make the participating servers irrelevant; encrypted room events can still be stored and synchronized.
The Matrix.org Foundation’s privacy notice says encrypted content stored on its service is encrypted and that relevant keys are held by users’ devices or in an optional encrypted backup. It also warns that losing access to keys can mean losing access to messages. That is the Foundation’s description of its service, not a blanket guarantee about every operator, client, device, or room.
- Encryption does not make a room’s public history private. Check history visibility separately.
- Encryption does not eliminate all metadata or remove the need to trust the devices and clients people use.
- Users need to preserve access to their encryption keys and understand their recovery options.
- Bridges or other integrations can create additional disclosure paths; check their behavior rather than assuming room encryption answers every privacy question.
How to choose a setup for a community
A community can use a homeserver operated by someone else or arrange a server it controls. Users can choose which homeserver hosts their account, and federation enables people on different homeservers to communicate in the same room. The protocol facts alone do not establish a best provider, a hosting price, or a particular level of service; those need to be assessed with the operator’s current terms and capabilities.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →1. Decide who should operate the accounts
Consider whether members should use accounts on a server operated by another party or whether the community wants to arrange a server it controls. Ask who administers accounts, handles service operations, and sets the operator’s data practices. Self-arranging a server changes who is responsible for operating it; it does not remove the need to consider other servers in federated rooms.
Best Value
2. Find out where room data can go
Ask which homeservers will receive room history as members join, what retention and deletion practices apply, and where those operators are based. Since participating servers are independently run, the homeserver that hosts a community’s preferred alias may not be the only operator holding room information.
3. Set room permissions deliberately
Decide who may invite or remove members, redact events, change room settings, and manage power levels. These are governance choices: room authorization and power levels determine which actions are permitted. Make sure the people given those roles are appropriate for the community and its moderation needs.
4. Review history and integrations before sensitive use
Check the room’s history visibility, and inventory any bridges, bots, or widgets. Confirm which accounts or services can access content and whether a bridge copies it to another platform. A room’s intended audience and its actual visibility can differ if settings or integrations are not understood.
5. Treat encryption and key recovery as an operating choice
If the community uses end-to-end encryption, determine how members will preserve key access and recover when they change or lose a device. Explain the limits: encryption concerns message content, while federation still governs server-to-server synchronization and room metadata or integrations need separate consideration.
Quick Recap
Common misunderstandings to avoid
- “The room name shows where all of its data lives.” A room ID’s domain is a namespace, and a room can be replicated across participating homeservers.
- “One server’s administrator owns every room its users join.” Room actions are governed by authorization and power levels, not simply by which server hosts a participant’s account.
- “Federation means every server is instantly identical.” Synchronization is eventually consistent, so servers can briefly differ as events propagate.
- “Encryption means nothing leaves the home server.” Encrypted rooms still federate; encryption and server-to-server communication address different concerns.
- “A private-feeling room is necessarily inaccessible to outsiders.” History visibility, bridges, bots, and widgets affect access and disclosure; inspect the room’s actual configuration.
