The label is used as an official category in franchise stories and summaries; myths and on-screen feats help explain what a particular Pokémon means or can do, but they do not create a shared eligibility test or a reliable strongest-to-weakest ranking.
How the anime uses the word “Legendary”
Official anime summaries sometimes identify a Pokémon directly as Legendary. In the Season 21 episode “Revealing the Stuff of Legend!”, Solgaleo is described as “one of the Legendary Pokémon of Alola.” The summary says Nebby evolves into Solgaleo after a ritual involving the Island Guardians.

That is a clear example of the category being named in an anime context. It does not supply a general checklist—such as a minimum level of strength, age, rarity, or number of appearances—that every Legendary Pokémon must satisfy.
Legendary and Mythical are distinct labels
Exceptional rarity or power does not make the two terms interchangeable. The official summary for Season 24’s “Showdown at the Gates of Warp!” calls Dialga and Palkia Legendary Pokémon, while identifying Arceus as Mythical. The wording shows that official anime material can distinguish the labels even when the story places these Pokémon in the same major crisis.

What lore and feats tell you—and what they don’t
Stories connect Legendary Pokémon to regional traditions and extraordinary abilities. That can explain why a character is important in a particular tale, but mythology is not itself a universal definition of Legendary status. For example, the official Pokémon Brilliant Diamond and Pokémon Shining Pearl story page discusses Sinnoh myths and beings associated with controlling time or distorting space. That is game-site context, not an anime-wide rule.
Likewise, an impressive event establishes what the story portrays in that scene, not a cross-series ranking. The Solgaleo episode summary ties opening an Ultra Wormhole to a new Z-Move. The Dialga-and-Palkia summary describes a space-time crisis and Arceus briefly quelling the conflict. Those are different narrative situations, not measurements taken on one shared scale.

How to compare “power levels” responsibly
In an anime discussion, “power” is best treated as episode-specific: the abilities attributed to a Pokémon, the scale of the event it affects, and the limits or circumstances shown. Keep comparisons on like terms—stated ability against stated ability, or story outcome against story outcome—and identify the region, episode, and conditions.
| Lens | What it can establish | What it cannot establish |
|---|---|---|
| Official category in an episode or franchise source | Whether that source calls a Pokémon Legendary or Mythical | A consistent numerical ranking |
| In-story lore and demonstrated feats | What a Pokémon represents or does in that story context | A universal rule for Legendary status or a definitive series-wide strength order |
No anime-wide comparative power dataset or named statistic is established by these sources. Game statistics should not be presented as measurements of anime strength.

Why some answers remain open
Pokémon Support explains that questions not already answered in the games, animated movies, or TV shows are intended to be left to fans’ imaginations and interpretations. The page attributes this approach to the Pokémon creators without naming an individual speaker. Its statement is: “It is the intent of the Pokémon creators that questions that have not already been answered within the video games, animated movies, or TV shows, be left to the imaginations and interpretations of Pokémon fans.” See Pokémon Support’s explanation of Pokémon origins, legends, and histories (updated January 30, 2026).
That guidance is a useful boundary for power debates: use what an episode explicitly says or shows, and treat broader rankings or explanations as interpretation unless the franchise states them directly.
