What does the World Wide Web Consortium do?
W3C develops open standards, guidelines, and supporting material for web technologies. Its work is intended to help keep the web interoperable, available to all, and beneficial and safe for users. Its stated priorities include accessibility, internationalization, privacy, and security. These principles guide standards work; they do not mean that W3C operates or controls the web itself. W3C’s mission and principles describe these aims.

Who participates in W3C standards work?
Most W3C standards and related materials are produced by member-chartered working groups, with member representatives and invited experts participating. W3C says the process is conducted openly and seeks consensus, with technical direction and standards receiving member review. The public can also contribute through the consortium’s processes. The procedures are set out in the W3C Process Document, dated 18 August 2025.

How is W3C governed?
Standards development and corporate governance are connected, but they are not the same activity. The Board of Directors governs W3C as a nonprofit and is responsible for strategic direction and fiduciary matters. Members contribute to standards work and elect some organizational bodies. W3C’s leadership page describes these roles.

Tim Berners-Lee founded W3C in October 1994 at the Massachusetts Institute of Technology’s Laboratory for Computer Science, in collaboration with CERN and with support from DARPA and the European Commission. The consortium was established to coordinate web standards and provide a consistent technical architecture as the web grew. For most of its first 28 years, it used a hosted administrative model involving partner institutions. In January 2023, it became its own public-interest nonprofit organization while continuing its member-oriented standards mission. W3C’s history recounts its founding and organizational transition.
