The Software Engineering Institute (SEI) is a federally funded research and development center (FFRDC) managed by Carnegie Mellon University and sponsored by the Department of War. It conducts applied research and engineering in software, cybersecurity, and artificial intelligence, aiming to advance software as a strategic advantage for national security.

What does SEI stand for?

SEI stands for Software Engineering Institute. It is an FFRDC: a research center established to address complex public-interest challenges and operated by a university or another eligible organization under a federal sponsorship relationship. In SEI’s case, Carnegie Mellon University manages the institute, and the Department of War sponsors it through the Office of the Under Secretary of War for Research and Engineering. Its headquarters are at Carnegie Mellon in Pittsburgh, Pennsylvania, with an additional office in Arlington, Virginia. SEI: About

What does the Software Engineering Institute do?

SEI researches challenging problems in software engineering, cybersecurity, and AI; develops and evaluates technologies; and helps move mature solutions into practice. Its work connects government, university research labs, and industry, with a particular focus on Department of War mission partners. Current areas include software engineering, acquisition transformation, cybersecurity, and AI engineering. The institute describes its mission this way: “We establish and advance software as a strategic advantage for national security.” SEI: About

CERT is part of SEI

The CERT Division is a cybersecurity research and engineering group within SEI—not a separate name for the whole institute. CERT researchers study software vulnerabilities, develop approaches and tools to counter sophisticated cyber threats, and work with government, industry, law enforcement, and academia to improve the security and resilience of computer systems and networks. When was SEI founded?

The Department of Defense established SEI in 1984, and the institute began operations in early 1985. These are distinct milestones: establishment came first, followed by the start of operations. SEI’s history also highlights work in software process assessment and improvement, software architecture, and cybersecurity. The Software Capability Maturity Model was published in 1991, and the CERT Coordination Center was created following the 1988 Morris worm incident. SEI: History of Innovation

Does SEI offer training or credentials?

Yes. SEI offers professional training in online, live-online, classroom, and on-site formats, along with certificates and authorization programs. Course topics draw on the institute’s research and work with mission partners. Course schedules and prices can change, so check the current SEI Education page for available offerings.

These programs are professional development, not academic degree coursework. SEI says its courses do not earn credit toward a degree, and a course-completion certificate is not an official academic credential.

Can the public access SEI research and tools?

Some SEI materials are available at no charge. The institute reports that more than 100 tools are freely available on GitHub and that thousands of its publications can be downloaded for free. Those are SEI’s own figures, and the selection available may change. Start at the SEI website to find its tools, publications, educational materials, events, and training.
