The NC Reference Profile was a historical baseline specification for network computers: a set of open standards and guidelines intended to give devices from different manufacturers a common foundation. It described capabilities such as web access, email, networking and Java support—not one required computer design—and it did not require persistent local storage.
What the NC Reference Profile meant
The archived text defines it this way: “The NC Reference Profile consists of a set of open standards and guidelines that form the basis of an NC.” (Flinders University archive) In practical terms, it was an interoperability baseline: manufacturers could build different products while supporting a shared set of core capabilities.

A contemporaneous newspaper account described the profile as a starting blueprint that manufacturers could build on, rather than a fixed design every network computer had to copy. (Newspaper account)

The initial profile, referred to as NC Reference Profile 1, covered both user-facing hardware and software expected for network-oriented computing. The archived requirements included:
#1 Best Overall
- Professional version of our popular DKK Card with n-Chrome coated color targets
- The color patches are 100% coated with DGK's n-Chrome process, allowing for a much higher level of color saturation, luminance, and accuracy, while getting rid of metamerism.
- Includes 2 DKC-Pro Cards - Each with Precision 12% and 18% Gray reference for white balance plus 18-Color patches for superior digital color correction
- For use with software such as Adobe Photoshop and Lightroom
- A display resolution of at least 640 × 480 pixels, or equivalent.
- A mouse or other pointing device, and a keyboard or other text-input method.
- Sound capability.
- Networking support, including TCP/IP, UDP and SNMP.
- Web-browser support for HTTP and HTML.
- Email support for SMTP, IMAP4 and POP3.
- Common multimedia formats, including JPEG, GIF, WAV and AU.
- A Java virtual machine, runtime environment and class libraries.
The resolution is a technical minimum stated in the archived profile; the retrieved record does not establish the archive’s publication year. (Flinders University archive)
Did a network computer need a hard drive?
No. Persistent local storage was explicitly not required by the initial profile. That distinction matters: the profile defined a set of shared capabilities, not a rule that every device must store files locally. It does not, by itself, establish how a particular NC product handled temporary data or what optional storage it offered. (Flinders University archive)

When the profile appeared
A Group of 77 institutional report dates the release of the preliminary NC Reference Profile 1 specification to May 20, 1996. It describes the goal as common features across a broad range of network computers while leaving room for product variation. (Group of 77 report)

How the mobile specification related to it
On June 23, 1997, Toshiba announced a Mobile Network Computer Reference Specification and described it as an extension of the NC Reference Profile. The mobile version addressed security, availability, performance, total cost of ownership and interoperability in the context of mobile devices. Toshiba also said the earlier blueprint had been adopted by The Open Group as an industry consensus standard; that is a claim in the 1997 announcement, not evidence of present-day standards maintenance. The sources establish the profile as historical context, not as a currently maintained buying specification or a present-day certification program. The retrieved records do not provide a currently maintained official copy of the original profile. Treat its requirements as a description of the network-computer era, rather than as a checklist for choosing a computer today.
