What Is the AI Infrastructure Investment Cycle, and How Does It Affect Prices?

AI infrastructure investment is driving demand for chips, data centres and electricity. Its effect on prices depends on bottlenecks, contracts and local power markets.

The AI infrastructure investment cycle is the rapid expansion of data centres, computing equipment and the electricity systems needed to run them. When technology companies invest heavily in AI capacity, demand rises for chips, memory, servers, construction and power. If supply or grid connections cannot keep pace, some costs can rise or projects can be delayed. Those pressures may reach cloud contracts, equipment prices or electricity customers, but the effect varies by product and location; there is no evidence that AI investment automatically raises every cloud bill or household power bill.

What the AI infrastructure investment cycle includes

This is a buildout of physical infrastructure, not just a rise in software spending. It encompasses specialised processors and high-bandwidth memory, servers and data-centre facilities, plus the generation, transmission and distribution systems that supply them with electricity.

The cycle can reinforce itself: investment adds computing capacity; more capacity makes it possible to train and run more AI; growing use can then encourage further investment. The International Energy Agency (IEA) says capital expenditure by five large technology companies exceeded $400 billion in 2025 and is expected to increase by a further 75% in 2026. The 2026 figure is an estimate, not completed spending. The IEA also cautions that not every proposed project will be built, and says capital markets will be important alongside company balance sheets as data-centre investment grows. That makes the pace of construction sensitive to expected returns and financing conditions. IEA, Key Questions on Energy and AI

How large is the data-centre power demand?

The IEA reports that data-centre electricity demand grew 17% in 2025, while electricity use at AI-focused data centres grew 50% that year. In its central projection, total data-centre electricity consumption rises from 485 terawatt-hours (TWh) in 2025 to 950 TWh in 2030. These are the IEA’s estimates and projection; the 2030 value is not an observed outcome. For a separate historical reference, the IEA’s earlier report attributed 415 TWh, or about 1.5% of global electricity consumption, to data centres in 2024. That 2024 figure uses a different year and baseline from the later report’s 2025 estimate. IEA, 2026 executive summary; IEA, Energy and AI

Where investment can put pressure on prices

Chips, memory and equipment

Demand for advanced accelerators, high-bandwidth memory, servers and electrical equipment can outstrip supply when manufacturers cannot expand production quickly enough. The IEA says bottlenecks in energy supply chains and advanced chip manufacturing have tightened, and expects a shortage of high-bandwidth memory to persist at least through the end of 2027. That is an assessment of supply conditions, not a guarantee that every supplier will raise prices or that every buyer will face shortages. IEA, Key Questions on Energy and AI

LSEG reports that wholesale electronic-component prices rose 28% over the 12 months covered by its analysis, while prices for computer software and accessories rose nearly 14%. These are broad price movements, not a measure of AI’s standalone contribution: LSEG describes investment demand as one contributor and notes that productivity gains could become disinflationary over a longer horizon. LSEG, AI infrastructure emerges as a new macro cycle

Electricity and grid capacity

Data centres create concentrated demand in the places where they are built. A mismatch in timing can matter: the IEA says a data centre can be operational in two to three years, while energy infrastructure often takes longer to plan and build and requires substantial upfront investment. If generation, grid connections or electrical equipment lag, a region may have less capacity available for new facilities, and the cost of adding or delivering power may come under pressure. Those pressures do not translate mechanically into every customer’s electricity rate. Retail prices vary by location and customer class and reflect generation costs, grid investment and regulation, among other factors. The US Energy Information Administration’s (EIA) preliminary 2025 annual averages show that difference across customer classes and states:

EIA preliminary 2025 US average Retail electricity price
Residential customers 17.30 cents/kWh
Commercial customers 13.41 cents/kWh
Industrial customers 8.62 cents/kWh
North Dakota, all-sector state average 8.20 cents/kWh
Hawaii, all-sector state average 35.72 cents/kWh

The EIA figures describe US prices, not the portion caused by AI. They also show why a national average cannot establish what is happening in a particular utility territory. EIA, Prices and factors affecting prices

A separate EIA forecast made in January 2025 expected average US residential electricity prices to be 2% higher in 2025 than in 2024 and the wholesale prices it tracked to average $40/MWh, 7% higher. That was a forecast, not a statement of observed 2025 results. The EIA also noted that retail-rate changes can lag supply-cost movements because utility regulators review and approve rates in many areas. EIA, January 2025 electricity-price forecast

In March 2026, the White House announced that Amazon, Google, Meta, Microsoft, OpenAI, Oracle and xAI had signed a Ratepayer Protection Pledge. The fact sheet describes a commitment to build, bring or buy new generation and cover power-delivery upgrades required for their data centres, using separate rate structures. This is a policy commitment; the announcement does not establish its implementation results or demonstrate that household bills will not rise. White House fact sheet, March 2026

Cloud and AI-service contracts

A provider’s higher infrastructure costs do not by themselves prove that customers’ cloud prices have increased. A provider can absorb costs, seek efficiencies, change discounts or contract terms, pass through some costs in new agreements, or defer investment. List prices, negotiated enterprise rates, reserved-capacity terms and the amounts customers actually pay are different measures.

Microsoft’s FY2026 fourth-quarter earnings call reported $41 billion in quarterly capital expenditure, including the impact of higher component pricing. CFO Amy Hood said Microsoft was working on efficiency to preserve customer value and that newer contracts allowed pricing to reflect capacity costs while aiming to keep value for customers. This is one company’s account of its approach, not evidence of a market-wide cloud-price increase. The available sources do not provide a comprehensive cross-provider series linking customer cloud bills to the infrastructure cycle. Microsoft FY2026 Q4 earnings call

How to judge whether a price change is related to AI investment

Before attributing a price increase to the buildout, check what price is being measured and where. A rise in one category does not establish a matching rise in another: a wholesale component index is not a cloud tariff, and a national electricity average does not show the effect in a particular utility territory.

  • Product: Is the change in chips or memory, data-centre equipment, cloud compute contracts or electricity?
  • Market level: Is it a wholesale input price, a provider’s internal cost, a contracted enterprise price or a household retail bill?
  • Geography: Does the evidence concern global supply chains, a country, a state or a particular grid?
  • Time horizon: Is the pressure a near-term component shortage, a multi-year facility and grid buildout, or a longer-run productivity effect?
  • Evidence type: Is the number a measured price, a forecast, company commentary or a policy commitment?

What could moderate the pressure over time?

Higher costs are not the only possible outcome. New manufacturing capacity and grid investment can ease specific bottlenecks, while more efficient hardware, data-centre operations or AI software could reduce the resources needed for a given workload. Productivity improvements may also lower some costs over time. LSEG identifies potential longer-run disinflationary effects from productivity, but their size and timing are uncertain; they are not a guarantee of near-term savings or lower prices.

Conclusion

The investment cycle can raise costs where demand for chips, memory, equipment, power or grid connections grows faster than supply. Whether that pressure reaches a particular customer depends on the product, contract, location and timing. The evidence supports a large and accelerating buildout, but it does not establish a universal increase in cloud prices or household electricity bills caused by AI.
