Steam coal, also called thermal coal, is coal burned to produce electricity, steam, or process heat. Coking coal is selected for a different job: making coke for blast-furnace ironmaking. The terms describe intended use and performance requirements, not two points on a single universal coal-quality scale.
What steam coal means
The U.S. Energy Information Administration (EIA) defines steam coal as coal burned primarily in boilers to generate steam for electricity or process heating, as well as coal used directly as process heat. In its glossary, EIA also uses the category for coal not classified as coking, or metallurgical, coal. EIA’s steam coal definition

In practice, the term covers fuel for utility power stations, industrial boilers that supply process steam or heat, and some direct-heating processes. It does not mean that every kind of coal can be used in every boiler: suitability depends on the coal’s measured properties and the plant’s requirements.
Rank, grade, and quality are different things
Rank describes coal’s position in a geological progression from lignite, the least carbonaceous rank, to anthracite, the most carbonaceous. EIA says rank is assessed using properties including fixed carbon, volatile matter, heating value, and agglomerating character. Grade, by contrast, refers to coal quality and its suitability for a particular use. “Steam coal” is therefore a use category, not a rank. EIA’s coal and coal grade glossary
#1 Best Overall
- 10 raw anthracite coal pieces per divided plastic box, preserving their natural luster and hard texture.
- High-carbon content (90%+), distinguishing it from other coal types, perfect for energy or geology studies.
- Shiny black surface with conchoidal fracture, making it visually distinct for collectors or classroom displays.
- Suitable for demonstrating fossil fuel formation or as a reference sample in mineralogy courses.
- GeLaozee’s strict sourcing ensures each piece is authentic anthracite, free from low-grade coal impurities.
For thermal coal, calorific value—the heat released when the coal is burned—and impurity content are central considerations. Buyers and operators may also assess moisture, ash, sulfur, and trace elements. A broad grade label alone does not provide a complete specification for a particular plant or transaction.
How thermal-coal grades are described
There is no single universal set of grade labels or thresholds for steam coal. For its 2025 market price analysis, the International Energy Agency (IEA) groups thermal coal by calorific value as follows:

| IEA Coal 2025 category | Calorific value |
|---|---|
| Low-CV | Below 4,200 kcal/kg |
| Mid-CV | From 4,200 through 5,700 kcal/kg |
| High-CV | Above 5,700 kcal/kg |
These are the IEA’s categories for its 2025 price analysis, not universal engineering limits or a promise that a coal will work in a given boiler. The IEA notes that producers and users commonly blend higher- and lower-grade coals to meet quality requirements, and that some substitution between grades is feasible. Actual interchangeability depends on the fuel specification and plant. IEA, Coal 2025: Prices and costs

Steam coal versus coking coal
| Comparison | Steam or thermal coal | Coking coal |
|---|---|---|
| Main purpose | Burned to produce electricity, steam, or process heat. | Carbonized to make coke for ironmaking. |
| Key quality concern | Calorific value and impurity content. | Caking behavior, coke strength or resistance, and impurities. |
| Typical process | Combustion in a boiler or direct use for heat. | Carbonization in coke ovens, followed by coke use in a blast furnace. |
Coking coal is not simply “higher-grade steam coal.” Its value for ironmaking depends on whether it can form coke with the properties needed to support the blast-furnace charge of iron ore and limestone. EIA notes that coking coal must have low ash and sulfur and that two or more bituminous coals are usually blended to make coke. The IEA also distinguishes coking coal by its role in coke production and blast-furnace use. EIA glossary; IEA, Coal 2020 Annex

- Bituminous coal sample approximately 1" (3cm) in size
- Bituminous coal is mined heavily around the world
- Perfect size for use in classroom identification labs and exercises, correlates well to Next Generation Science Standards Evidence Statements
- Students can get a close look at a material that powers the world
- Specimen comes in clear labeled and barcoded bag for ideal storage
Where the categories overlap
Some specialized classifications sit between the simple labels. The IEA identifies semi-soft coal as high-quality steam coal that can be mixed with coking coal to produce coke. It also describes pulverized coal injection, in which high-quality steam coal is injected into a blast furnace to reduce coke use. These cases do not make ordinary steam coal interchangeable with coking coal: the intended process and required performance still matter. IEA, Coal 2020 Annex

For a meaningful comparison, look beyond the label and check the intended end use, calorific value and its measurement basis, impurity limits, and—if coke production is involved—the caking and coke-strength requirements. There is no universal buying specification established by these broad categories; a buyer needs the applicable contract or plant specification. The European Union also defines steam and coking coal for statistical reporting, a reminder that classifications can be designed for a particular purpose rather than serving as universal product grades.
