Specific absorption rate (SAR) is the rate at which radiofrequency (RF) energy is absorbed per unit mass of tissue. It is expressed in watts per kilogram (W/kg). A SAR figure only makes sense when read with its averaging mass, averaging time, exposure conditions, and regulatory context; it is not, by itself, a measure of harm or of your typical daily exposure.
What does specific absorption rate mean?
The U.S. Federal Communications Commission (FCC) defines SAR as a measure of the rate of energy absorption from exposure to RF electromagnetic energy. The European Union’s Directive 2004/40/EC likewise defines it as the rate at which energy is absorbed per unit mass of body tissue, measured in W/kg. In plain language, SAR describes absorbed RF power relative to the mass of tissue in question.

Under FCC rules, SAR is used to evaluate RF exposure from 100 kHz through 6 GHz. The FCC rule material is available in its 2019 Radiofrequency Radiation Exposure Limits proceeding.
What does a SAR number on a phone tell you?
A phone’s SAR compliance result reflects an evaluation under specified test conditions, not a reading of how much RF energy your body absorbs during ordinary use. FCC compliance can be evaluated through laboratory measurements or validated computational models with documented methods and exposure conditions. The rules also specify how exposure is averaged over time.
#1 Best Overall
- Detects: Magnetic fields, electric fields, and RF (20 MHz–6 GHz; includes most 5G but not experimental millimeter waves). Does not detect radioactivity.
- Displays EMF fluctuations fully: bars update instantly for fast digital signals, while RF and number averages refresh 4 times per second. Other meters over-average or filter field peaks, giving slower, less complete readings.
- Features: 3-axis magnetic, single-axis electric (with standard or weighted frequency responses), and single-axis RF readings (unweighted). Weighted readings emphasize effects on the human body.
- Measures: 4G and 5G cell phones, cell towers, WiFi routers, Bluetooth, AC Powerlines, and Smart Meters. The TF2 responds to RF very fast compared to other meters.
- Includes: Trifield TF2 meter, 9V battery, Quick-start Card, Detailed Instruction Manual, and soft-shell, zipper carry case.
That distinction matters: a maximum compliance-test result should not be read as a prediction of typical exposure, and a consumer gadget’s everyday reading is not automatically a formal SAR compliance measurement.
How to compare SAR figures
Before comparing two SAR values, check that they describe the same kind of quantity and test context:

- All-in-One Detection: RT-100S 3-in-1 EMF Reader measures Electric (EF), Magnetic (MF), and Radio Frequency (RF) fields to monitor radiation in your home, office, or outdoors.EF (Electric Field): Detects radiation from appliances like microwaves, refrigerators, and power lines.MF (Magnetic Field): Measures magnetic radiation from devices like motors, microwaves, and refrigerators.RF (Radio Frequency): Monitors radiation from Wi-Fi routers, cell phones, and 5G signals. It’s also great for paranormal investigations, detecting EMF changes linked to ghostly activity.
- Easy to Use: ERICKHILL Radiation Detector ready to measure instantly upon powering on—no complicated setup required. All three field strengths display directly on the screen, letting you see electric, magnetic, and RF readings at a glance. Ideal for users of all experience levels.
- Clear Color-Coded Screen: The large display features a three-color backlight indicator (green, orange, and red) that changes based on radiation levels, giving you instant visual feedback on EMF exposure to easily assess low, moderate, and high radiation zones.
- Triple Alarm Modes: Equipped with sound, screen, and light alerts that help you identify areas with higher radiation levels, this EMF meter ensures you’re always aware of your environment. You can easily turn off the sound alerts if preferred, while the visual and light indicators will still highlight areas with higher radiation, making it ideal for both indoor and outdoor use.
- Convenient and Energy-Saving Design: Our emf detector equipped with unit switching for customized readings, a Type-C charging port for fast, easy charging, and an automatic shutoff feature to save battery, this EMF detector is portable, energy-efficient, and made for frequent use.
- Jurisdiction and population: Identify the regulator and whether the limit applies to the general public or occupational/controlled exposure.
- Local or whole-body SAR: These are different exposure measures and should not be treated as interchangeable.
- Averaging mass: Note the tissue mass used for the spatial average, such as 1 gram or 10 grams.
- Averaging time: A value averaged over one period cannot be compared directly with one averaged over another.
- Device, application, and conditions: Phone testing, occupational exposure evaluation, and MRI assessment are distinct applications.
- What the number represents: Separate a regulatory threshold from a laboratory compliance result or an estimate of actual exposure.
Is a lower SAR number safer?
Not on its own. A lower figure does not establish a meaningful health benefit, because it may reflect a different averaging convention, test setup, or regulatory framework. Nor does a compliance result tell you your personal exposure in day-to-day use. SAR is an exposure measure, not a direct measure of harm or a health outcome.

Portable devices and more distant RF sources
The FCC uses SAR to assess portable transmitting devices used close to the body. For sources relatively far from the body, such as broadcast stations and base stations, it uses maximum permissible exposure (MPE) assessment instead. These approaches reflect different exposure situations.

Occupational FCC values
FCC occupational/controlled localized limits include 8 W/kg averaged over 1 gram of tissue for most body locations and 20 W/kg averaged over 10 grams for extremities, with a six-minute averaging period. These are occupational values, not general-public phone limits. A precise public-phone limit should be checked against the current operative FCC rule and its averaging convention rather than inferred from those occupational figures.
MRI criteria
MRI SAR criteria belong to a medical-device context and are not consumer-phone limits. FDA’s 2014 guidance for significant-risk investigations lists whole-body SAR greater than 4 W/kg averaged over 15 minutes and head SAR greater than 3.2 W/kg averaged over 10 minutes. MRI SAR characterization also uses application-specific standards: NEMA MS 10-2010 addresses local SAR for diagnostic MRI RF coils under specified conditions, while NEMA MS 8-2016 describes calorimetric and pulse-energy methods for whole-body MRI SAR characterization. Those MRI methods are not general phone-testing instructions.
