It can appear beside the code, in generated API references, or in repository-level files such as a README; it is not limited to comments.
What does source code documentation mean?
In practical terms, source code documentation describes and explains a software project’s source code for the people who use, maintain, or contribute to it. IBM gives the same broad definition in its article “What Is Code Documentation?”, published October 20, 2025, and updated April 6, 2026. This is a useful working definition, not a formal definition established by a standards body.

Documentation may explain a single function, introduce a package, describe how to run a project, or record system and operational details. Its location and format depend on its audience and purpose.
What forms can it take?
| Form | Typical scope and audience | Purpose |
|---|---|---|
| Implementation comments | A code block or decision; mainly maintainers | Explain intent, rationale, constraints, or behavior that is not apparent from the implementation |
| Documentation comments or docstrings | A function, method, class, or module; often API users and maintainers | Describe intended use and the element’s interface |
| Generated API reference | Public classes and members; developers using an API | Provide organized reference material, such as purpose, parameters, return values, and exceptions |
| README and project documentation | A repository or package; visitors, users, and contributors | Introduce the project, explain how to get started, and direct readers to more detail |
| Other engineering documents | A system, workflow, or operational task; relevant team members | Record architecture, instructions, or operational context |
These categories can overlap. A docstring may be used to generate an API reference, while a README may link to fuller user or team documentation. The Software Engineering Guide recommends keeping documentation in version control with code and reviewing it through the same pull-request process.

How are comments different from documentation?
A comment is a form of documentation only when it helps a reader understand something the code does not already make clear. A well-named function and a clear signature may need no explanation; a useful comment adds context, such as why an unusual choice was made or which constraint the implementation must preserve.
Documentation comments and docstrings are usually attached near declarations and describe how a code element is intended to be used. Their syntax and the tools that recognize them vary by language. For example, Oracle’s JDK 26 Javadoc specification describes documentation comments as stylized comments near the declarations they document. The standard doclet recognizes them for generating HTML API documentation.
What is a README file for?
A README is a project- or directory-level introduction, rather than a detailed explanation of every line of code. Google describes it as a short summary of a directory’s contents. GitHub says a repository README commonly tells visitors what the project does, why it is useful, and how to get started. It can also point to fuller guides, API references, or contribution instructions.

A README does not need to duplicate all of the project’s design or API details.

What makes source code documentation useful?
- Write for the intended reader. Explain what a user of the API needs to know differently from what a maintainer needs to understand.
- Describe what cannot be inferred. Add purpose, contract, assumptions, constraints, or rationale that names and code do not already communicate.
- Be specific about interfaces. Where relevant, document parameters, return values, exceptions, and expected use.
- Keep it aligned with the code. Update the explanation when behavior or interfaces change so it does not mislead readers.
- Use the right level of detail. Keep a README orienting and navigational; put declaration-level details in API documentation and broader system information in suitable project documents.
Google’s code documentation guidance emphasizes writing for humans and spans meaningful names, inline comments, and class or method documentation. LLVM’s commenting standards advise explaining what code is trying to do and why, while avoiding information already evident from an API name or signature.
