Smartphone vendor control is the practical authority a phone maker or platform provider has over the device’s software environment and connected services. It affects which operating-system features outside developers can use, where apps can be installed, which settings are defaults, what happens to user data, and how easily someone can switch services or phones. It is not a single legal term or a claim that every restriction is improper; the specific power and its effect matter.
What does smartphone vendor control include?
Control is best understood in layers. A company may set rules for the operating system, app distribution, defaults, and data movement. Those powers can differ between services and regions, so “open” or “closed” alone rarely tells the whole story.

Operating-system features
The platform provider decides which capabilities the operating system exposes to third-party apps and services. That can shape whether outside developers can offer functions comparable to built-in services. Under the EU Digital Markets Act (DMA), designated gatekeepers must provide third parties access to certain operating-system features available to the gatekeeper’s own services, subject to defined conditions. The European Commission explains this duty and the possibility of safeguards for OS or hardware integrity at its DMA overview.

A vendor can determine whether users install apps only through a first-party store or can also use alternative marketplaces or other distribution methods. Distribution rules influence which apps can reach users, while review and security requirements can affect what is accepted. Apple says its App Store review process is intended to support safety, security and quality; that is Apple’s stated rationale, not proof that every review decision has the intended result. Defaults and choice architecture
Defaults influence what happens when a user taps a link, searches the web, or uses a particular service. Choice screens and settings can make alternatives easier or harder to select. To assess this kind of control, ask whether users can identify and change the default, and whether the available alternatives are presented in a usable way.
Data portability and switching
Moving to another app or phone may depend on whether data can be exported in a usable form, imported by the destination service, and transferred without losing important information. Portability is not the same as a promise of a seamless switch: compatibility, service policies and implementation affect what actually moves. The Commission describes DMA data-portability work as a way to help users move important data when changing devices or apps; its current materials are at the DMA site.

What does the EU Digital Markets Act cover?
The DMA is an EU regulation aimed at making digital markets fairer and more contestable. The European Commission’s factsheet, published 11 May 2026, describes it as “an EU regulation designed to make the digital sector fairer and more contestable.” It applies obligations to designated gatekeepers for specified core platform services; it does not mean that every phone manufacturer is a gatekeeper or that the same duties apply worldwide. The Commission’s DMA overview explains the regulation and its scope.
For mobile platforms, the Commission has identified Google’s Android and Apple’s iOS/iPadOS among operating systems covered by gatekeeper designations. Apple reports that the Commission designated it for iOS, the App Store and Safari on 5 September 2023, and for iPadOS on 29 April 2024. The Council of the European Union describes the DMA’s gatekeeper designation thresholds and obligations, including requirements intended to improve choice and contestability, in its Digital Markets Act overview. The rules target concerns such as network effects, scale, vertical integration and end-user lock-in; the exact obligations depend on the designated service and the applicable rules.

- OS access: Which capabilities can third-party apps use, and are comparable capabilities available to the platform provider’s own services?
- Distribution: Can users install apps from alternative stores or other sources, and what conditions or review processes apply?
- Defaults: Can users select alternatives, and are those choices easy to find and change?
- Data and switching: Can users export and transfer relevant data in a form another service or device can use?
- Geography and rules: Does a local law such as the EU DMA apply to this provider and service, or is the user relying on the vendor’s general policy?
- Security rationale and effect: What risk does the vendor say a restriction addresses, and what does the restriction mean in practice for user choice and competition?
There is a real policy trade-off. Restrictions may be presented as protections against unsafe software or threats to system integrity, but they can also limit alternatives and competition. The Commission says integrity safeguards under DMA interoperability duties may be allowed when strictly necessary, proportionate and duly justified. That standard calls for examining both the claimed risk and the practical impact rather than treating every restriction as either automatically harmful or automatically necessary.
