A system uses defined agent skills and interaction requirements to identify eligible agents, then applies rules such as availability, workload, proficiency, or queue priority to select one. The approach is commonly called skills-based routing (SBR).
How is skills-based routing different from basic call distribution?
An automatic call distributor (ACD) manages calls using configured routing instructions. A basic rule might send a call to the next available agent in a queue. Skills-based routing adds another consideration: whether an agent is suited to the caller’s need. The U.S. government’s Digital.gov guidance describes routing to the next available agent with a specific skill set as one option an ACD can support (Digital.gov’s contact-center guidance).

The two concepts are not alternatives: skills-based routing is one strategy an ACD or contact-center platform can use. For example, Genesys describes identifying the skills an interaction needs and routing it to the most available qualified agent, while Microsoft describes matching work items to representatives with the necessary skills while taking workload into account (Microsoft Dynamics 365 documentation).
What counts as a skill?
Skills commonly include product knowledge and language fluency. Depending on the platform and how an organization configures it, the system may also use attributes such as location or timezone. A skill profile can therefore represent either expertise or another attribute relevant to handling a particular interaction.

- Padded Comfort: Comfortable headphones with adjustable headband features swivel-mounted, leatherette ear cushions for hours of comfort and is easy to clean
Some systems account for proficiency or skill priority, but the available options vary by product. Zendesk, for example, documents assigning skills to agents and defining conditions that require them; it also allows attributes such as location or timezone to be treated as skills (Zendesk’s skills-based routing documentation).
How does a skills-based call get routed?
A typical setup connects three things: agents’ skill profiles, the skills required by an interaction, and rules for selecting among eligible agents. Vonage’s setup documentation outlines this pattern: create skills, assign them to agents, tag interactions with required skills, and configure an ACD applet as a skills-based router (Vonage’s setup documentation).

- Define and maintain agent skills. Administrators record which agents can handle particular languages, products, or other relevant categories. Skill data needs to reflect changes in agents’ responsibilities and abilities.
- Determine what the interaction requires. Requirements may be attached to an entry point or inferred from information such as an IVR response. Digital.gov notes that ACD instructions can use caller or called number information and responses gathered through IVR.
- Choose an eligible agent. The routing rules combine the skill match with factors such as availability, workload, proficiency, and queue rules. Platforms differ in how they weigh and order those factors.
- Apply a fallback if configured. If no agent meets every requirement, the platform may wait, broaden the eligible pool, or use another configured route. The exact behavior depends on the system.
What does it look like in practice?
- Language and product match: A Spanish-language question about a particular product can require both Spanish fluency and knowledge of that product. Microsoft uses an Xbox inquiry from Spain to illustrate matching an interaction to multiple skills (Microsoft’s example).
- Voice and digital contacts: Skills-based routing can apply to calls and digital interactions where the platform supports those channels. Cisco documents routing both voice and digital contacts in Webex Contact Center (Cisco Webex Contact Center documentation).
- Ticket assignment: In a ticketing workflow, routing can use an agent’s skills or attributes to identify suitable assignees. Zendesk documents skills for ticket routing, including location or timezone attributes (Zendesk’s documentation).
What happens when no agent has every required skill?
Fallback rules determine whether a call waits for a fully qualified agent or becomes eligible for a broader group. Cisco documents a configurable skill-relaxation option for Webex Contact Center, which can reduce or remove requirements after a set interval (Cisco’s configuration documentation).

Relaxing requirements can make more agents eligible, but it also changes the match: the agent selected may not meet every original criterion. Administrators should decide which requirements are essential, which can be relaxed, and what happens if the broader pool is still unavailable.

What should an organization check before setting it up?
- Skill model: Which skills and attributes can be defined? Can the system represent proficiency or priority?
- Interaction classification: How does the system learn what a call, chat, or ticket needs—through an entry point, IVR responses, tags, or another rule?
- Selection logic: How do skill match, agent availability, workload, and queue priority interact?
- Fallback behavior: Can requirements be relaxed, and after what conditions or interval? What is the next route if no exact match is available?
- Channel support: Which voice and digital channels are supported in the specific product and configuration? Do not assume that support for one channel means support for all.
- Profile maintenance: Who updates agent skills, and how are changes reflected in routing? Microsoft documents updating agent skills associated with work items (Microsoft’s documentation).
What benefits can you reasonably expect?
The intended outcome is to connect interactions with agents qualified to handle them and use agent skills in routing decisions. Actual results depend on the accuracy of skill profiles, interaction classification, queue configuration, and agent availability. The documentation cited here defines features and configuration examples; it does not establish a universal numerical improvement in resolution time, transfers, or customer satisfaction.
