ROM means read-only memory: nonvolatile memory designed to keep information when power is off. In traditional ROM, normal operation reads the contents rather than rewriting them. Modern devices may instead store firmware in electrically updateable flash memory or EEPROM, so “ROM” does not always mean permanently unchangeable.
In Android discussions, “ROM” often means the operating-system image, not a memory chip. Whether you can change that software depends on the exact device and whether its manufacturer supports bootloader unlocking and flashing.

What is ROM in a computer or phone?
ROM is a type of nonvolatile memory: it retains stored information without power. The name describes its traditional role—information is read during normal operation, not routinely rewritten like data in working memory. ROM can hold low-level code that helps a device start or operate.
But the label alone does not tell you whether the contents can ever be updated. Some devices use fixed read-only memory for boot code; others store firmware in flash ROM or EEPROM, which can be electrically updated through a controlled process. And in Android conversation, “ROM” has a separate, informal meaning: the system software image installed on a phone.

So when someone asks, “What is ROM in a computer or phone?” the answer depends partly on context. In a hardware discussion, ROM means a kind of memory and the information stored in it. In a conversation about an Android phone, “installing a ROM” usually means replacing the system software. The same word is being used for different things: a storage technology in one case and a software image in the other.
It also helps to separate nonvolatile from unchangeable. Nonvolatile means that information remains stored when power is off. It does not by itself say how the information can be written or updated. A chip may retain data without power and still allow electrical updates under specific conditions. Conversely, code in true read-only memory may be fixed when the chip is manufactured.
ROM, RAM, firmware, and Android “ROM” are different things
| Term | What it means | Can it change? |
|---|---|---|
| ROM | Nonvolatile memory traditionally intended to be read rather than routinely rewritten. | True fixed ROM is not rewritten in ordinary use; some memory called flash ROM can be updated electrically. |
| RAM | Working memory used while a device is running; its contents are generally lost when power is removed. | It changes continually as programs run, but it is not the same as stored firmware. |
| Firmware | Low-level software that controls or initializes hardware, often stored in flash memory or EEPROM in modern devices. | Sometimes, through a manufacturer-controlled update path. The process depends on the device. |
| Android “ROM” | Common shorthand for an Android system image, especially an alternative or custom system image. | Only if the particular device supports unlocking and flashing the relevant software. |
ROM and RAM are easy to confuse because both are types of memory, but their roles differ. RAM is working space that changes as programs run and generally loses its contents when power is removed. ROM is nonvolatile; it keeps its information without power. Firmware is software, not a synonym for a particular memory chip: it may be stored in updateable flash memory or EEPROM, for example. And an Android “ROM” is a colloquial name for system software, not a claim that the phone’s physical memory is being replaced.
The distinction matters because asking whether you can “change ROM” can mean three different things: alter a memory chip, update firmware, or replace Android system software. Those actions have different requirements and risks. The first may not be possible at all if the code is in fixed ROM; the second, when available, follows the device maker’s update path; the third depends on Android bootloader support for the particular model.
Can you change ROM in a computer?
There is no universal yes-or-no answer for every computer. Some boot code is stored in true read-only memory and cannot be changed after manufacture. SEGGER’s technical documentation describes that specific case: “As the code is in read-only memory, it is programmed into the chip once during production by the manufacturer before being shipped to the customer. After that, it cannot be changed.” That statement applies to code placed in true ROM, not to all firmware.

Many modern computers store firmware in updateable flash ROM or EEPROM. HP explains that these technologies let manufacturers update firmware. Updateable does not mean freely editable: the update is normally controlled by the manufacturer’s tools and protections, and the exact process varies by computer. Chromium OS documentation, for example, describes platform firmware residing typically on SPI ROM and using write-protection mechanisms for protected regions; that is an example of one platform, not a universal description of every PC.
These examples show why the word “ROM” is not enough to determine what a computer owner can change. In an embedded device, code placed in true ROM may be programmed once during production. In modern laptops, firmware may be kept in flash ROM or EEPROM so the manufacturer can issue an update. On the Chromium OS platform described in its documentation, firmware is typically on SPI ROM and protected regions use write-protection mechanisms. The exact storage and protections vary; it would be incorrect to conclude that every computer has the same chip arrangement or update method.

An official BIOS/UEFI update replaces firmware through a supported update mechanism. It is not the same as opening a firmware image and freely changing the underlying boot code. The cited manufacturer and platform references do not establish a single computer-wide update procedure, so use the exact model’s support page and instructions rather than applying steps written for another computer.
A manufacturer-provided update is a controlled route for changing firmware where the system supports it. That does not make firmware an ordinary file that can be safely edited at will, nor does it imply that every part of a computer’s startup code is updateable. Some code may be fixed; other firmware regions may have protections. A computer’s update instructions are therefore specific to its manufacturer and model.
- Identify the computer’s exact manufacturer and model before looking for firmware instructions.
- Use the manufacturer’s documented update path and firmware intended for that model.
- Do not assume that a firmware chip described as “ROM” is either permanently fixed or safely user-editable; the storage and protection design differ by device.
These are identification and compatibility checks, not a universal flashing recipe. The sources do not support one set of steps for all computers, and the correct procedure depends on the device’s firmware design and manufacturer instructions.

Can I change the ROM on my Android phone?
If you mean replacing Android system software, sometimes—but only on a device that supports the required bootloader-unlocking and flashing process. Android Open Source Project documentation says most Android devices ship with a locked bootloader, which prevents users from flashing the bootloader or device partitions by default. A custom system image is therefore not a generic install that works across phones.
Recommended Free Tools
Where a device supports unlocking, the process changes its security state and is designed to reset the device. Google also warns that modified system software may cause improper operation, data corruption, or security risks. Whether a particular image and procedure are supported depends on the precise phone model and the instructions for that model.
That makes “Can I change the ROM on my Android phone?” a model-specific question, not a general Android capability. The fact that one phone can be unlocked does not show that another phone from the same manufacturer—or even another variant in the same product family—can be unlocked or use the same image. Check support for the exact model and follow the instructions written for it.
Why Android controls the process
Android Verified Boot is designed to check that software loaded during startup is authentic. Android documentation describes the manufacturer’s private root-of-trust key signing Android versions intended for distribution; a corresponding public root of trust is embedded in tamper-resistant storage and used by the bootloader to check authenticity. Unlocking changes the trust assumptions that normally protect the device’s startup chain. That is why Android flashing requires explicit device support and why replacing system software can affect security and reliability.
In other words, the restriction is part of the phone’s startup security, not merely a technical inconvenience. A locked bootloader prevents flashing the bootloader or device partitions by default. Where unlocking is supported, it changes the device’s state so that a different image can be installed, but it also changes the normal security assumptions. The manufacturer’s signing key and the public root of trust help the bootloader check software authenticity; modified software may not have the same status as the manufacturer’s intended distribution.

Checks to make before considering a replacement
- Confirm the exact model variant, not just the phone’s product family or marketing name.
- Check the manufacturer’s documentation to establish whether bootloader unlocking is supported for that model and region.
- Verify that the system image and instructions are intended for that exact device. An image for another model may not be compatible.
- Understand that unlocking is designed to erase the device; protect any data you need before proceeding.
- Consider whether you accept the possibility of malfunction, data corruption, or reduced security with modified system software.
Each check addresses a different pitfall. A device can be Android-based yet ship with a locked bootloader. A model name alone may not identify the precise variant. And an image that is available for one phone is not evidence that it will work on another. The reset is a consequence of the supported unlock process, so data you want to keep should be protected beforehand.
Because compatibility and steps are model-specific, a single flashing recipe would be unsafe to apply to Android phones generally. Follow instructions published for the exact device, and do not treat a successful unlock as proof that every replacement image is safe or supported.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Which kind of change are you trying to make?
| Your goal | What it usually means | Practical answer |
|---|---|---|
| Install an official computer firmware update | Update firmware stored in flash memory or EEPROM. | Often possible through the manufacturer’s supported process; follow the instructions for the exact computer model. |
| Edit fixed boot code | Change code stored in true read-only memory. | Not changeable through normal updating; in the fixed-ROM case described by SEGGER, the code is programmed during manufacture and cannot later be changed. |
| Install a different Android system image | Replace the operating-system software, colloquially called a ROM. | Possible only on devices whose unlocking and flashing procedures support it, with a reset and security or reliability risks to consider. |
This comparison is a useful first decision point. If your goal is to keep a computer current, look for an official firmware update for the exact model, not a generic “ROM changer.” If your goal is to alter fixed boot code, ordinary update tools cannot rewrite true ROM. If you mean an Android replacement system image, first establish that the exact phone supports unlocking and that the image and procedure are intended for it.
What to remember
- ROM is nonvolatile memory, but modern firmware storage may be updateable flash or EEPROM rather than permanently fixed ROM.
- A firmware update is a controlled update process, not unrestricted editing of a device’s boot code.
- On Android, “ROM” commonly means system software. Replacing it depends on model-specific bootloader support and carries consequences including a device reset and possible security or reliability problems.
There is no single tool or product that applies to all of these meanings. ROM programmers are specialist electronics tools, computer firmware processes vary by model, and Android flashing utilities are device-specific and can invite risky modification. For an ordinary reader, the useful next step is to identify which meaning of “ROM” applies and consult the relevant manufacturer or device documentation.

Frequently Asked Questions
Is ROM the same as storage on a phone?
Not necessarily. In hardware, ROM refers to nonvolatile memory intended traditionally to be read rather than routinely rewritten. In Android conversations, “ROM” commonly means the operating-system image. The word does not mean that the phone’s ordinary user storage is being replaced.
Can I update ROM on a computer?
You may be able to update firmware stored in flash ROM or EEPROM using the manufacturer’s supported process. That is different from freely editing boot code, and true fixed ROM cannot be changed through a normal update. Check the exact computer model’s instructions; there is no universal procedure.
Can I install a custom ROM on any Android phone?
No. Most Android devices ship with a locked bootloader, and flashing is possible only where the particular device supports unlocking and the relevant image. Verify the exact model and instructions rather than relying on steps or files for another phone.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Will unlocking an Android bootloader erase my data?
Android’s documented unlock process is designed to reset the device. Protect data you need before proceeding, and also consider Google’s warnings that modified system software may cause improper operation, data corruption, or security risks.
The Bottom Line
ROM can mean fixed nonvolatile memory, updateable firmware storage, or—in Android conversations—a system image. Whether it can be changed depends on which meaning applies and on the protections and support for the exact device. Use the manufacturer’s instructions for computer firmware, and treat Android unlocking and flashing as model-specific actions with reset, compatibility, and security consequences.
