What Is Operational Technology Security? Common Risks and Safeguards

Operational technology security protects systems that monitor or control physical processes. Learn the common risks and practical safeguards for OT environments.

Operational technology (OT) security protects programmable systems that monitor or control physical processes. It combines cybersecurity with the safety, reliability, and availability needs of the equipment and services those systems support. OT includes factory controls, but also building automation, transportation, physical access systems, and environmental monitoring.

What counts as operational technology?

OT is defined by what technology does: it senses, monitors, or changes conditions in the physical environment. A programmable controller operating industrial equipment is one example; systems managing a building, transport infrastructure, or physical access can also be OT.

That makes OT broader than industrial control systems alone. It may include sensors, controllers, operator interfaces, communications equipment, and the software and services needed to monitor or control a process. The relevant boundary depends on the site: identify systems by their role and dependencies, not just by whether they are located on a factory floor.

NIST frames its guidance around this operating context: “This document provides guidance on how to secure operational technology (OT) while addressing their unique performance, reliability, and safety requirements.” The quotation is from NIST’s Guide to Operational Technology (OT) Security, SP 800-82 Rev. 3.

How is OT security different from IT security?

OT and enterprise IT share security concerns, but their operating priorities can differ. An office computer can often be restarted or updated on a routine schedule; interrupting a controller or communications link may affect a physical process, service, or safety function. Some OT equipment also has long service lives or relies on vendor-specific configurations, making immediate patching or replacement impractical.

That does not mean OT should be left unprotected. It means security decisions need to account for consequences and operating constraints. NIST SP 800-82 Rev. 3, published in September 2023, is the current final edition identified on NIST’s publication page and supersedes Rev. 2. NIST posted an initial public draft of Rev. 4 on September 21, 2026; as of October 7, 2026, that is a draft, not a replacement final edition. The draft’s comment deadline is November 30, 2026, according to the publication information.

CISA and international partners’ October 1, 2024 guide, Principles of Operational Technology Cybersecurity, describes six principles intended to help organizations recognize how business decisions can adversely affect OT cybersecurity and the risks associated with those decisions.

What are the common OT security risks?

Risk pattern Why it matters in OT
Uncontrolled IT-to-OT pathways If enterprise IT is compromised and boundaries are weak, an incident may reach OT systems through unregulated communication.
Unnecessary exposed services Ports, protocols, accounts, remote access, or services that are not operationally needed can create additional routes to unauthorized access.
Unpatched, unsupported, or misconfigured assets Unaddressed vulnerabilities and configuration drift can increase exposure. A uniform office-IT patch schedule may not suit equipment with safety or availability constraints.
Limited OT-aware monitoring Monitoring that does not recognize relevant assets, industrial protocols, or expected control traffic may miss suspicious internal communications or changes.
Unpreparedness for disruption A cyber incident can interrupt service or affect safe operation if the organization has not planned for loss of IT or OT access and recovery.

How do you secure an OT network?

Build the program around a clear picture of the site, controlled communication, carefully managed changes, and the ability to respond safely when prevention fails. CISA’s OT monitoring considerations and joint guidance emphasize asset awareness, controlled boundaries, monitoring, and preparation for disruption.

  1. Inventory the environment. Record OT assets, their owners, criticality, dependencies, communication paths, and maintenance constraints. Include the systems and enterprise services an OT process depends on; an asset list without those relationships can miss important routes and single points of failure.
  2. Control boundaries and communications. Segment enterprise IT from OT, then organize OT into logical zones based on operational need and consequence. Define which communications are permitted between zones. Use a demilitarized zone (DMZ) or equivalent controlled boundary where appropriate, rather than allowing unregulated connections.
  3. Manage vulnerabilities and changes by risk. Prioritize assets and exposures using criticality, exploitability, operational impact, vendor guidance, and safe maintenance windows. Validate patches and configuration changes against vendor requirements and operational safety before deployment; track approved changes so unexpected drift can be investigated.
  4. Reduce unnecessary access and services. Identify ports, protocols, accounts, remote access, and services that are not operationally necessary, then restrict or disable them through controlled procedures. Do not make changes directly on production equipment without considering their effect on the process.
  5. Prepare for safe operation and recovery. Plan for loss of IT services as well as OT access. Define isolation decisions, dependencies, safe operating modes, manual controls where available, and recovery steps. Exercise incident response and continuity procedures so people know how to act under operational constraints.

What should OT monitoring be able to do?

Monitoring should be based on how the site normally operates, not solely on patterns typical of office networks. CISA’s monitoring considerations point to capabilities that help teams maintain that operational context:

  • Keep an updated inventory of critical OT assets.
  • Establish expected communication baselines, including relevant devices, protocols, and traffic patterns.
  • Identify suspicious communications and unexpected connections, both external and within the OT environment.
  • Alert on unauthorized configuration changes or unexpected software.
  • Use OT-relevant threat intelligence and connect alerts to the organization’s response process.

Evaluation dimension Question to ask
Asset and protocol coverage Does it recognize the assets and communications used in this environment?
Baselines Can it establish and update an expected-behavior baseline as operations change?
Detection Can it surface unexpected external or internal connections, configuration changes, and software?
Response integration Can the team investigate alerts and carry out an appropriate response within operational constraints?
Architecture and standards fit Does it fit the site’s architecture and applicable standards without introducing unacceptable operational impact?

These are evaluation dimensions drawn from CISA’s monitoring considerations, not a product ranking or endorsement. Tool fit depends on the assets, protocols, architecture, and response capability at the individual site.

How should an organization prioritize safeguards?

There is no universal sequence for every facility, but decisions should be assessed against the consequences of failure and the organization’s ability to maintain and monitor the control. A safeguard that is technically strong but incompatible with existing equipment or safe operation may be unsuitable without engineering changes.

  • Safety impact: Could the change affect people, equipment, or a controlled process?
  • Operational availability: What interruption or degradation could result, and when can work be performed safely?
  • Risk reduction: Which exposure or consequence does the control address?
  • Maintainability and compatibility: Can the organization support the change with existing equipment, vendor requirements, and staff capability?
  • Monitoring and response: Can the organization tell whether the safeguard is working and respond when it is not?

Segmentation, remote access, and patching are site-specific engineering and risk decisions. Apply them with an understanding of operational dependencies rather than as blanket recipes borrowed from office IT.
