It can manage a device as a whole; mobile application management (MAM), by contrast, focuses on selected work apps and their data.
What does mobile device management mean?
NIST defines mobile device management as “the administration of mobile devices such as smartphones, tablets, computers, laptops, and desktop computers.” It is usually implemented through a third-party product with management features tailored to particular device vendors. NIST’s glossary describes the category; it is not one universal app or set of controls.

In an organization, MDM provides a central way to administer devices used for work. IT staff can set requirements, distribute supported settings or apps, and check whether enrolled devices meet organizational rules. The exact capabilities depend on the operating system, device, management service, and enrollment arrangement. Apple, Microsoft, and other platform providers use different management frameworks.

After a device is enrolled, it can receive management settings and communicate with the organization’s management service. Administrators use that connection to manage supported configuration and security requirements and to assess compliance. The NIST NCCoE enterprise mobility management reference describes provisioning configuration profiles, enforcing security policies, and monitoring compliance as common functions.

- Enrollment: Connects a device to an organization’s management service.
- Configuration: Applies supported settings or profiles, such as those used to configure device features or work access.
- Policy enforcement: Applies organizational security requirements to managed devices.
- Compliance monitoring: Checks whether devices meet the configured requirements.
- App and profile distribution: Delivers supported apps, settings, or profiles.
- Remote actions: Depending on platform and enrollment, administrators may be able to lock, erase, reset, or unenroll a device.
For example, Apple says its MDM framework can deliver profiles and commands, monitor compliance, update settings and software, and remotely lock or erase devices. Apple’s MDM deployment overview explains that these capabilities apply to devices owned by the user or the organization. Windows devices use their own enrollment and management components to communicate with an enterprise management server; see Microsoft’s Windows MDM documentation.
Can an employer manage a personal phone?
Yes. MDM can be used for organization-owned devices and for personally owned devices enrolled for work. Enrollment method and ownership model affect which management controls are available and how broad their scope is. NIST’s SP 800-124 Rev. 2, published May 17, 2023, addresses mobile-device security across deployment, use, and disposal, including organization-provided and personally owned deployments.

Apple documents different enrollment approaches, including user-approved enrollment and automated enrollment for organization-owned devices, in its MDM deployment guidance. These are platform-specific examples, not a universal description of how every personal device is managed.
Before enrolling a personal device, ask the organization what enrollment type it uses, what information administrators can see, which actions they can take, and what happens to personal data if the device is removed from management or erased. Do not assume a particular privacy boundary from the term “MDM” alone: it depends on the platform, enrollment, and organization’s configuration.

MDM versus MAM: what is the difference?
MDM applies management at the device level, including supported settings, apps, and data. MAM applies controls to selected work apps and the work data inside them, while leaving the rest of a personal device under the user’s control. Microsoft describes MDM as typical for organization-owned hardware and MAM as typical for bring-your-own-device (BYOD) use; the approaches can also be combined. See Microsoft’s MDM and MAM deployment guidance.
| Approach | Management focus | Typical use |
|---|---|---|
| MDM | The managed device and its supported settings, apps, and data | Often used for organization-owned devices |
| MAM | Selected work apps and the data within them | Often used for BYOD |
| MDM and MAM together | Device-level controls alongside controls for work apps and data | Used when an organization needs both scopes |
For someone using a personal phone for work, this is a meaningful distinction: device enrollment can bring more of the phone under organizational policies, while app-level management can focus on protecting work information inside designated apps. The actual boundaries depend on implementation.

What should an organization check before choosing an approach?
Start with the devices people use and the degree of control the organization actually needs. NIST, Apple, and Microsoft document platform and deployment differences; they do not establish a universally best MDM service. Compare the following practical requirements:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Platform and device support: Confirm the service supports the organization’s operating systems and device models.
- Ownership and enrollment: Check how it handles corporate devices and personally owned devices, including available enrollment methods.
- Scope: Decide whether whole-device MDM, app-focused MAM, or a combination fits each group of users.
- Controls and compliance: Verify that the settings, policies, and compliance checks needed by the organization are supported on its platforms.
- Remote actions: Establish which actions are available for each enrollment type and what they do to personal and work data.
- Data separation: Understand how the chosen setup separates work information from personal use, especially on BYOD devices.
MDM is a software and administration category. Its definition does not imply that users need to buy a particular phone, accessory, or physical tool.
