Jaywan is the UAE’s domestic card scheme, operated by Al Etihad Payments (AEP), a subsidiary of the Central Bank of the UAE (CBUAE). It sets the rules and standards for card payments; it is not a bank and is not the same thing as the switching infrastructure that carries transaction messages.
For domestic point-of-sale payments, Jaywan enables local routing through UAESWITCH. Licensed financial institutions are expected to issue Jaywan cards in debit, prepaid and credit forms. A mono-badge card is intended for local and GCC use, while a co-badged card adds an international network for payments outside that footprint. The exact card, fees, eligibility and availability depend on the issuing institution.

What Jaywan is — and what it is not
A card scheme is the operating framework behind card payments. The CBUAE rulebook defines it as a set of rules, practices and standards that enables card-based transactions within the UAE. Those rules cover how participants interact, how transactions are accepted and processed, and the standards that allow an issuer, merchant and payment infrastructure to work together.

The distinction matters because “scheme” and “switch” describe different layers:
- Jaywan: the domestic card-payment rules, standards and participation framework.
- UAESWITCH: the switching infrastructure used to route eligible domestic transactions between participants.
- Issuing financial institution: the licensed bank or other institution that provides a particular card and sets its customer terms.
- Merchant and acquirer: the businesses and payment providers that accept the card and submit transactions for settlement.
Calling UAESWITCH “Jaywan” would blur those roles. Jaywan defines how the card ecosystem operates; the switch is part of the infrastructure that moves transaction messages through it.
How a domestic Jaywan payment is routed
For a typical UAE point-of-sale purchase, the process can be understood as a sequence of hand-offs. The exact implementation can vary by issuer, acquirer and terminal, but the scheme-level path described by the CBUAE is local routing through UAESWITCH.
Recommended Free Tools
- The cardholder presents a Jaywan card. The card may be debit, prepaid or credit, depending on the product issued by the financial institution.
- The merchant terminal captures the payment request. The terminal or checkout system sends the authorization request through the merchant’s acquiring arrangements.
- The transaction is identified as domestic. The participating systems apply the relevant Jaywan rules and determine the route for a UAE transaction.
- UAESWITCH carries the local routing. The switch connects the participating parties so the request can reach the appropriate issuer and a response can return to the merchant.
- The issuer responds. The issuing institution applies its own account, credit, fraud and authorization controls, then approves or declines the transaction.
- The transaction is completed and settled. The terminal displays the result, and the participants complete the post-authorization processing under the applicable scheme and issuer arrangements.
This local path is the central practical difference between a domestic scheme and a transaction that must be handed to an international network for processing. It does not mean that every technical data element in every payment is guaranteed to remain in the UAE, nor does it by itself establish a particular security outcome. The CBUAE’s published description is narrower: Jaywan localizes debit-card processing and keeps payment data within the UAE as a scheme characteristic.
Which channels can use Jaywan?
The official scheme announcement describes Jaywan cards as supporting three broad payment channels:
- ATMs: cash access and other supported card services, subject to the issuer and participating-machine arrangements.
- Point of sale: in-store payments, where the CBUAE specifically describes local routing through UAESWITCH for domestic transactions.
- E-commerce: online checkout acceptance where the merchant, acquirer and issuer support the relevant Jaywan card and authentication flow.
“Supported by the scheme” does not mean that every ATM, terminal or online merchant accepts every Jaywan card. Acceptance depends on participation, the card’s badge configuration, the issuer’s product settings and the merchant’s acquiring setup. A cardholder should check the issuer’s current acceptance information for the specific card being offered.

What local processing and UAE-dirham denomination mean
The CBUAE Annual Report 2024 describes Jaywan as localizing debit-card processing and keeping payment data within the UAE. It also identifies UAE-dirham denomination as a scheme characteristic. In practical terms, the domestic scheme is designed around UAE payments and local currency rather than requiring every domestic debit transaction to be processed through an overseas card network.
That design can support national control over payment infrastructure and may help the UAE develop a locally rooted alternative for domestic transactions. The launch materials describe lower transaction costs as an aim, but they do not establish a guaranteed saving for an individual cardholder. Your total cost can still depend on the issuer’s annual charges, account package, foreign-exchange terms, cash-withdrawal fees, merchant arrangements and other product conditions.
Likewise, local routing should not be read as a blanket statement that all payment information, all transactions or all related services always stay inside the UAE. The published claim concerns the scheme’s localization of debit-card processing and payment data; it does not provide a technical guarantee about every data element or every transaction scenario.
Jaywan card forms: debit, prepaid and credit
AEP and the CBUAE announcement says licensed financial institutions will provide Jaywan cards in debit, prepaid and credit forms. The scheme defines the payment framework, while the issuing institution determines the customer-facing product, including eligibility, limits, fees, billing and benefits.
| Card form | What the scheme announcement establishes | What you must verify with the issuer |
|---|---|---|
| Debit | Jaywan debit cards are among the forms licensed financial institutions can provide. | Linked account, eligibility, daily limits, fees, cash access and any issuer benefits. |
| Prepaid | Prepaid cards are included among the announced Jaywan forms. | How the card is funded, reload rules, balance limits, expiry, fees and online or ATM use. |
| Credit | Credit cards are included among the announced Jaywan forms. | Approval criteria, credit limit, annual and other charges, repayment terms, interest or profit structure and rewards. |
The existence of a scheme-level card form does not prove that every bank offers all three forms, or that a particular card is currently available to consumers. Issuer product pages and account agreements are the authoritative source for a specific offer.

Mono-badge Jaywan cards
A mono-badge card carries the Jaywan scheme designation without an additional international payment-network brand. The announcement describes these cards as intended for use in the UAE and the GCC. That makes them the more locally focused option, but the exact list of accepting countries, merchants, ATMs and online services remains dependent on participation and the issuer’s product configuration.
Co-badged Jaywan cards
A co-badged card combines Jaywan with an international payment network. The Jaywan badge supports the domestic scheme path, while the second network provides a route for international use where that network is accepted. The two badges do not mean that every transaction can use either route at the cardholder’s choice; routing depends on the transaction, merchant acceptance and the participating institutions.
When comparing a mono-badge and co-badged offer, ask whether the second network is enabled for foreign purchases, online transactions and cash withdrawals, and check the issuer’s foreign-exchange and cross-border fees. A co-badge expands potential reach, but it does not automatically make every merchant or country available.

In its 10 March 2025 announcement, Visa described a specific routing arrangement for co-badged Jaywan cards:
- Domestic transactions: routed through UAESWITCH.
- Cross-border transactions outside the GCC: routed through VisaNet.
This is the clearest published example of how a co-badged card can combine a domestic route with an international one. A UAE purchase can use the Jaywan path, while a qualifying purchase abroad or with an overseas online merchant can use the international network, subject to the card, merchant and issuer supporting that transaction.
Visa’s announcement said customers would be able to “pay securely in the UAE and at Visa’s more than 150 million merchant partners across 200 countries and territories while traveling abroad or shopping online.” That is Visa’s stated reach claim in the 10 March 2025 announcement, not an independently verified current acceptance count. It should not be treated as proof that every Jaywan–Visa card was already available, or that every merchant in those locations accepts every card product.

The launch announcement also named partnerships involving other international networks. Those announcements establish intended ecosystem relationships, not a complete list of cards currently issued to consumers. The detailed domestic-versus-cross-border routing evidence available here applies specifically to the announced Jaywan–Visa arrangement.
What happens when you use Jaywan in common situations?
| Situation | Likely scheme-level path | Important qualification |
|---|---|---|
| Purchase at a UAE shop | Domestic Jaywan transaction routed locally through UAESWITCH. | The merchant terminal and both financial institutions must participate and accept the card. |
| UAE online checkout | Jaywan supports e-commerce as a channel. | Acceptance, authentication and the payment route depend on the merchant, acquirer and issuer. |
| Cash withdrawal at an ATM | ATMs are among the channels described for Jaywan cards. | Availability and fees depend on the card, ATM operator and issuer. |
| Purchase elsewhere in the GCC with a mono-badge card | The announcement describes mono-badge cards as intended for local and GCC use. | Actual acceptance depends on participating networks and the card’s terms. |
| Purchase outside the GCC with an announced Jaywan–Visa card | Cross-border transactions outside the GCC are described as routing through VisaNet. | The specific card must be issued and enabled for that use, and foreign-exchange or other fees may apply. |
How to evaluate a Jaywan card from a bank
Because licensed financial institutions issue the cards, the useful comparison is between issuer offers rather than between Jaywan and a retail product. Before applying, work through these checks:
- Identify the card form. Confirm whether it is debit, prepaid or credit and understand how funds, billing and limits work.
- Check the badges. Determine whether the card is mono-badge Jaywan or co-badged with an international network.
- Confirm acceptance needs. If you mainly pay in the UAE, a domestic option may meet your needs. If you travel or buy from overseas websites, ask exactly where the international route applies.
- Read the fee schedule. Look for issuance, replacement, annual, ATM, foreign-exchange, cross-border and late-payment charges where relevant.
- Verify eligibility and limits. Ask about residency, age, income or account requirements, transaction limits, reload limits and credit approval.
- Check channels. Confirm support for the ATMs, terminals and online merchants you actually use, rather than relying only on the scheme name.
- Review issuer benefits. Rewards, instalments, alerts, controls and customer support are issuer-level features, not automatic Jaywan benefits.
No single official source provides a complete, current bank-by-bank fee table, eligibility list or live acceptance directory. Treat the issuing institution’s current terms as controlling, especially where a product launch announcement and a later consumer offer may differ.
Common misconceptions about Jaywan
“Jaywan is a new UAE bank.”
No. AEP operates Jaywan as a domestic card scheme. Banks and other licensed financial institutions issue the cards.
“Jaywan and UAESWITCH are the same thing.”
No. Jaywan is the rule and standards framework. UAESWITCH is the infrastructure used for local transaction routing.

“Every Jaywan card works internationally.”
No. The announcement describes mono-badge cards for local and GCC use and co-badged cards for local and international use. International access depends on the additional network, issuer configuration, merchant acceptance and applicable fees.
Best Value
“Local routing guarantees lower personal fees.”
No. Lower transaction costs are a stated objective, not a published guarantee that every cardholder will pay less. Your issuer’s schedule and the transaction type determine what you are charged.
“A named partnership proves cards are already available everywhere.”
No. A partnership announcement describes the intended arrangement. It does not establish a complete list of currently issued cards, participating merchants or consumer eligibility.
Why the scheme matters to UAE payments
Jaywan gives the UAE a domestic card-scheme framework that can sit alongside international networks. It supports local processing, a UAE-dirham basis and a nationally governed set of card standards, while co-badging can preserve access to international acceptance where an issuer chooses that model.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsCBUAE Assistant Governor for Banking Operations and Support Services and AEP Chairman H.E. Saif Humaid Al Dhaheri described it this way: “Jaywan is a key step toward strengthening the UAE’s financial infrastructure, offering a locally rooted payment solution that supports economic growth and digital transformation.” The practical significance for an individual cardholder, however, still comes down to the product issued by a licensed institution: its badge, channels, acceptance, fees and terms.
Bottom line
Jaywan is the UAE’s domestic card scheme, while UAESWITCH is the local switching infrastructure used to route domestic transactions. Licensed financial institutions issue Jaywan debit, prepaid and credit cards. Mono-badge cards are positioned for UAE and GCC use; co-badged cards add an international network, with the announced Jaywan–Visa arrangement routing domestic payments through UAESWITCH and qualifying cross-border payments outside the GCC through VisaNet. To choose correctly, compare the issuer’s actual fees, eligibility, acceptance and international terms rather than relying on the scheme name alone.
