What Is Financial Distribution, and How Does It Work in India?

Financial distribution is how banks and other providers reach customers through branches, Business Correspondents and digital payment intermediaries. Here is how each channel works and where its responsibilities differ.

Financial distribution in India is the network of routes and intermediaries that brings financial services from banks and other providers to customers. It includes bank branches, bank-appointed Business Correspondents (BCs) and Business Facilitators (BFs), and digital payment intermediaries such as gateways and aggregators. The channel determines how a customer is reached, identified, onboarded, served and supported; it does not turn every intermediary into a bank or give every agent permission to offer every product.

The practical meaning depends on the provider, product, contractual arrangement and applicable regulation. A rural BC helping a customer open an account is performing a different job from a payment gateway routing an online card transaction, even though both are part of financial distribution.

Financial distribution: a plain-language definition

There is no single statutory definition of the exact phrase “financial distribution” in the Reserve Bank of India (RBI) material used for this explanation. In ordinary usage, it means the routes, intermediaries and service arrangements through which people and businesses access financial services.

Those services can include banking, payments, credit, insurance, pensions and investments. Distribution may cover several functions:

  • Executing deposits, withdrawals, remittances or payments where the arrangement permits.
  • Distributing specified third-party products, such as micro-insurance or pension products.
  • Providing follow-up, monitoring and money-management education.

These functions are not interchangeable. A bank branch is a direct channel staffed by the bank. A BC works under a bank’s arrangement and can perform only the activities allowed for that arrangement. A payment aggregator helps a merchant accept online payments; it is not automatically a deposit-taking bank. “Fintech” describes a broad group of technology-enabled businesses, not one licence or one set of permissions.

RBI material on the Business Correspondent model, its Master Directions, and digital payments therefore need to be read as descriptions of different channels rather than as one universal distribution rule.

Why distribution channels matter in India

Financial products have little practical value if customers cannot reach the provider, complete onboarding, transact reliably or obtain help when something fails. Distribution addresses that last-mile problem. A branch may be too far away for a customer who needs a small-value transaction; an authorised BC can provide a nearby touchpoint. An online merchant may not be able to connect separately to every payment method; a gateway or aggregator can provide the technical and operational connection.

Channels also divide work. Providers design and hold the financial product, while intermediaries may educate customers, collect information, initiate transactions or pass instructions to the provider. The division can reduce distance and processing friction, but it also means a customer should know which entity is responsible for the account, payment or policy and which entity is only facilitating access.

How the main channels operate

Bank branches and other bank outlets

A branch is the bank’s direct physical service channel. Customers deal with bank employees for account services, cash transactions, lending support and other activities offered at that location. Branches remain important for complex requests, identity verification, complaints and services that require bank staff or specialised infrastructure.

RBI working-group material published in 2016 discussed “banking outlets” as fixed-point service units operated by bank staff or a BC. That material is useful for understanding the policy idea of extending service points, but its historical outlet criteria should not be treated as current requirements without checking the latest RBI directions.

Business Correspondents and Business Facilitators

RBI permitted banks in January 2006 to use intermediaries as Business Facilitators or Business Correspondents to broaden outreach and support financial inclusion. The model allows a bank to serve customers away from its own premises through an authorised intermediary operating under the bank’s arrangement.

A BC’s work can go well beyond handing out cash. RBI’s description includes customer awareness about savings, identifying borrowers, helping with preliminary loan applications, submitting applications, supporting self-help or joint-liability groups, monitoring and follow-up, and providing money-management education.

The RBI directions also describe categories that may include small-value credit disbursal, collection of small-value deposits, remittances and distribution of specified third-party products such as micro-insurance, mutual funds and pension products. The list describes activities that can be permitted under the relevant directions and arrangement; it does not mean that every BC offers all of them.

Digital payment gateways and aggregators

Online payment distribution has a different chain. A customer chooses a payment method at checkout; a gateway provides the technical connection that transmits payment information; a payment aggregator can collect payments for merchants and arrange settlement, subject to the applicable framework. Banks, non-bank payment companies, technology providers and e-commerce marketplaces can all participate in the process.

The RBI’s 17 September 2019 discussion paper on payment gateways and payment aggregators is useful background for these roles. It is not a substitute for checking current operative directions when assessing a provider’s present compliance obligations.

Fintech and other digital participants

RBI material on digital financial inclusion describes an ecosystem involving banks, non-banks, fintech businesses, regulators and government. Technology firms may support digital payments, onboarding, credit processes or other services, but “fintech” is not a single regulatory category. The permissions and responsibilities come from the product, the entity’s legal status and its arrangement with a regulated provider.

What happens from provider to customer

A distribution arrangement usually breaks the service into a series of hand-offs. The exact sequence differs by product, but the logic is consistent.

  1. Product and responsibility are defined. A bank, insurer, pension provider, mutual-fund provider or payment company determines what it is offering and which regulated entity remains responsible for the service.
  2. A delivery channel is selected. The provider may use a branch, a BC/BF, a digital platform, a payment gateway, an aggregator or a combination of channels.
  3. The customer is reached and informed. An intermediary may explain features, eligibility, documentation and risks. Awareness activity does not by itself authorise the intermediary to approve a loan or alter product terms.
  4. Onboarding or application takes place. The channel may collect an application and supporting information. The provider performs the checks and decisions required for the product and arrangement.
  5. The transaction or service instruction is executed. Examples include a permitted deposit collection by a BC, a remittance instruction, a loan-related step or an online payment routed through a gateway.
  6. Funds and records are reconciled. Digital participants pass transaction data through the payment chain, while the responsible provider records the customer’s account, policy or investment position.
  7. Support and escalation follow. The intermediary may provide local assistance, but complaints and unresolved issues must be directed through the provider’s stated grievance process and any applicable regulatory route.

Channel comparison

Channel Who operates or supervises it Access format Typical functions Important qualification
Bank branch Bank staff under the bank’s own operations Physical location Account service, cash handling, lending support, complaints and other bank services Services depend on the branch and bank; historical 2016 outlet criteria are not current requirements by themselves.
Business Correspondent Intermediary appointed under a bank arrangement Agent or fixed-point location away from bank premises Customer awareness, application support, permitted small-value deposits or credit activity, remittances and follow-up Only activities allowed by the applicable directions and the specific bank arrangement are available.
Business Facilitator Intermediary working for a bank in a facilitation role Local or assisted channel Customer education, borrower identification, preliminary processing and group support Facilitation is not the same as being the lender or account-holding bank.
Payment gateway Payment technology provider connected to banks and payment participants Online checkout or application interface Technical transmission and authorisation flow for a customer payment The 2019 RBI discussion paper supplies background; current obligations must be checked against operative directions.
Payment aggregator Bank or eligible non-bank payment intermediary Online merchant acceptance and settlement Collecting customer payments for merchants and arranging settlement Its role is payment facilitation, not automatically banking or deposit taking.

What a BC may do—and what the label does not prove

The BC model is often misunderstood because the same local outlet may display a bank’s branding while being operated by an intermediary. The label establishes a relationship with a bank, not a blanket licence for every financial activity.

Activities described in RBI material

  • Explaining savings products and encouraging customers to use formal accounts.
  • Identifying potential borrowers and supporting preliminary loan processing.
  • Submitting applications and helping self-help or joint-liability groups.
  • Monitoring borrowers and following up after an application or disbursal.
  • Providing financial-literacy or money-management education.
  • Handling permitted small-value deposits, credit disbursal or remittances.
  • Distributing specified third-party products where the arrangement allows it.

Limits customers should understand

  • A BC is not the bank that holds the customer’s deposit or makes the final credit decision.
  • An activity listed in RBI directions may still be absent from a particular agent’s contract, technology or service area.
  • A person claiming to be an agent should be identifiable through the bank’s authorised channel; customers should not rely solely on a signboard or verbal claim.
  • Requests for money, documents or credentials should be checked against the bank’s official instructions and receipt process.

How online payment distribution differs

For an online purchase, the customer, merchant, gateway, aggregator, acquiring bank, issuing bank and payment network may each have a distinct role. The customer starts the payment; the gateway carries the technical request; the relevant banks and payment participants authorise it; and the merchant receives settlement through the arrangement.

This chain explains why a failed payment may show different symptoms: the checkout page may time out, the issuer may decline the transaction, or settlement may be delayed even though the customer’s account was debited. The correct complaint path depends on where the failure occurred and which entity supplied the transaction reference. A payment intermediary can facilitate collection without becoming the customer’s bank.

Financial inclusion data: useful context, not a channel scorecard

RBI’s Financial Inclusion Index was 64.2 in March 2024, compared with 53.9 in March 2021, according to the RBI’s financial-inclusion bulletin: RBI Bulletin, financial inclusion and digital financial inclusion. The dated comparison indicates broader progress in inclusion dimensions measured by the index.

It does not measure the performance of one branch, BC, gateway, aggregator or fintech company. The index should therefore be used as national context, not as proof that a particular distribution channel is faster, cheaper, safer or more effective than another.

How to assess a distribution channel as a customer

Before using a channel, identify the product owner and the intermediary’s role. These checks reduce confusion without requiring specialist knowledge:

  1. Name the service. Is it a bank account, deposit, loan, insurance policy, pension product, investment or payment?
  2. Identify the responsible provider. Confirm which regulated institution will hold funds, issue the policy, manage the account or make the credit decision.
  3. Confirm the intermediary’s authority. Ask whether the outlet is an authorised BC/BF, payment participant or another approved service provider for that specific product.
  4. Use traceable records. Keep the application number, transaction reference, receipt and date. Do not treat an agent’s handwritten note as the only proof.
  5. Use the correct support route. Start with the provider’s stated customer-care or grievance channel; escalate only after recording the response and reference number.

Common misconceptions

  • “Financial distribution is one product.” It is a delivery concept covering channels and intermediaries.
  • “Every agent can provide every service.” Permissions depend on the bank arrangement, product and applicable directions.
  • “A payment gateway is a bank.” A gateway generally provides a technical payment connection; banking and settlement responsibilities belong to the relevant participants.
  • “Fintech is one regulated licence.” Fintech businesses can occupy different legal and operational roles.
  • “A higher inclusion index proves one channel works best.” The index is national context and is not a channel-specific performance test.

What the model means for providers

For a financial provider, distribution is an operating design decision. A branch offers direct control and face-to-face service but requires premises and staff. A BC can extend reach through a local presence, while the bank must define permitted activities, oversight and escalation. Digital intermediaries can support scale and convenience, but the provider must map data flows, settlement responsibilities, customer support and applicable payment rules.

The right comparison is therefore not “physical versus digital” in the abstract. Examine who supervises the channel, what service is being delivered, which transaction or product is involved, how the customer is authenticated, where records are kept and which current regulation governs the arrangement.
