A passkey is one kind of FIDO credential, while a hardware security key is one optional authenticator—not another name for the whole system.
What FIDO means
FIDO stands for Fast Identity Online. The FIDO Alliance develops authentication specifications based on public-key cryptography. FIDO is an umbrella for related standards and implementations, not a single device or sign-in method. The Alliance describes its specifications and terminology in its User Authentication Specifications overview.

How FIDO authentication works
Registration creates a service-specific credential
When a person registers a FIDO credential with a service, an authenticator creates or accesses a cryptographic key pair for that account and service. The service, known in FIDO terminology as the relying party, stores the public key. The private key stays with the authenticator or the credential provider.

-
The authenticator uses the private key to sign a response to the challenge.
-
The service verifies the response with the public key registered for that credential.
The service verifies possession of the credential rather than receiving the private key. FIDO Alliance describes this public-key and challenge-response model in its User Authentication Certification Programs information. Local verification helps control use of the credential; it does not mean the service receives the biometric itself.

How FIDO2, WebAuthn, and CTAP fit together
FIDO2 combines two complementary standards. WebAuthn, a W3C web authentication API, lets a website request creation or use of a public-key credential. CTAP—the FIDO Client to Authenticator Protocol—lets a client platform or browser communicate with an external authenticator, such as a phone or security key. In a typical web sign-in, the site uses WebAuthn and the client handles the connection to the authenticator through the relevant platform support.
CTAP supports external authenticators over USB, NFC, and Bluetooth Low Energy (BLE). The FIDO Alliance’s CTAP 2.2 Proposed Standard specifies the protocol for this interaction. A proposed standard is not a guarantee that every device, browser, or service supports every feature; check the current specification catalog and product compatibility for implementation decisions.
FIDO terms that are easy to confuse
| Term | What it means |
|---|---|
| FIDO | Fast Identity Online: the broader family of authentication specifications and ecosystem. |
| FIDO2 | The combination of WebAuthn and CTAP. |
| WebAuthn | The web API used by sites to create and use public-key credentials. |
| CTAP | The protocol for communication between a client/platform and an external authenticator. |
| Passkey | A user-facing term for a FIDO credential. Depending on implementation, it may sync across devices or be device-bound. |
| Authenticator | The component that holds or accesses credential material and performs authentication. It can be built into a device or be external. |
| Relying party | The website, app, or service that registers a credential and verifies the response. |
The FIDO Alliance’s U.S. Government Guidance, revised March 14, 2025, distinguishes synced passkeys from device-bound passkeys. The difference concerns how the credential is available across devices; “passkey” alone does not tell you which arrangement a particular service uses.

Are FIDO authentication and passkeys the same thing?
No. FIDO authentication is the broader standards-based approach; a passkey is a credential used within that ecosystem. Nor are passkeys the only FIDO option: earlier specifications and security-key use cases can support other sign-in patterns. FIDO U2F, for example, can be used as a second factor. FIDO2 can support passwordless sign-in, second-factor use, and multi-factor experiences, depending on how a service implements it. The Alliance’s specifications page covers the specification family; consult the relevant service’s setup instructions to learn which flow it offers.
Does FIDO require a hardware security key?
No. An authenticator may be built into a phone or computer, or it may be an external device such as a hardware security key. A key is useful when a person or organization wants a separate authenticator, but it is not a prerequisite for FIDO authentication. Before choosing one, check that the service supports security keys, that the operating system and browser work with the key, and that its transport—USB, NFC, or BLE—matches the devices it must connect to. The FIDO Alliance describes authenticator categories and transports in its FIDO User Authentication Specifications.
What security and privacy properties does FIDO provide?
-
Service-specific credentials: the public-key design uses a credential associated with the service, rather than a shared password that can be reused elsewhere.

These are properties of the FIDO design as described by the Alliance, not a guarantee that every implementation or every part of an account’s security is flawless. Account recovery, device security, service configuration, and other sign-in methods still matter. See the Alliance’s specifications overview for its explanation of domain binding and privacy properties.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What FIDO does not tell you by itself
The name FIDO alone does not establish whether a service supports passkeys, whether a passkey syncs, which authenticators it accepts, or whether a particular implementation meets a required certification or assurance level. These are service-, platform-, and implementation-specific questions. For development or procurement, use the Alliance’s Authentication Specifications catalog and Functional Certification: Servers information to check the applicable specification and certification status. The Alliance’s server requirements page references WebAuthn Level 3 and CTAP2.3 requirements dated February 26, 2026; specification versions and program requirements can change, so verify the active catalog before relying on a version.
