It means Cloudflare reached out to the website’s origin server—the hosting server running the site—but that server refused the connection. The origin may be offline, or it may be running while a firewall, security tool, rate limit, port mismatch, or TLS configuration rejects Cloudflare’s request.
This is normally a server-side problem, not a fault with your browser, computer, or internet connection.

What Error 521 means
Cloudflare operates as a reverse proxy and CDN between a visitor and the site’s origin. A request normally travels from the visitor to Cloudflare, then from Cloudflare to the origin. Error 521 occurs on that second leg: Cloudflare cannot establish an accepted connection because the origin refuses it.

Cloudflare’s page labels the condition “Error 521: Web server is down.” That wording is a useful alert, not proof that every service on the host is offline. A web server can be powered on and still reject Cloudflare’s IP addresses or listen on a port Cloudflare is not using.

Cloudflare’s current description is documented at its Error 521 reference.
Which category does Error 521 belong to?
- Broad category: the HTTP-style 5xx server-error family.
- Platform category: a Cloudflare-generated error.
- Operational category: an origin-server connectivity or connection-refusal failure.
- Typical responsibility: the site owner, hosting provider, origin administrator, or origin-side security control.
It is displayed like an HTTP status, but it is not normally an application response generated by Apache, Nginx, PHP, WordPress, or another site application. Cloudflare distinguishes errors it generates from 5xx responses produced by an origin and passed through to the visitor; see Cloudflare’s error-response reference.
Why Error 521 happens
Cloudflare identifies two primary causes: the origin web-server application is offline, or the origin is blocking or refusing Cloudflare requests. Those conditions can result from several failures.

The web server or host is unavailable
- The hosting instance, virtual machine, container, or managed account is down.
- The web-server process crashed, stopped, or is repeatedly restarting.
- CPU, memory, connection, or other resource exhaustion makes the service unavailable.
- A load balancer or reverse proxy marks all backend servers unhealthy.
Firewall and security controls reject Cloudflare
A host firewall, cloud security group, WAF, intrusion-prevention system, Fail2ban rule, hosting security layer, or CMS security plugin may block or rate-limit Cloudflare’s distributed edge IPs. Geo/IP restrictions and connection-rate limits can create the same symptom.
The service is listening on the wrong port
Cloudflare’s documented port requirement depends on the SSL/TLS mode:

| Cloudflare SSL/TLS mode | Origin requirement |
|---|---|
| Flexible | HTTP service listening on port 80 |
| Full or Full (Strict) | HTTPS service listening on port 443 |
If the origin is bound only to another port, Cloudflare cannot connect as configured.
TLS or intermediary configuration problems
An HTTPS listener, certificate, reverse proxy, CDN layer, network firewall, or managed hosting gateway between Cloudflare and the application can refuse the connection. The relevant evidence may therefore be in an intermediary’s logs rather than the application log alone.
What visitors should do
A visitor usually cannot repair a refused origin connection. Try this short path:
- Refresh once after waiting briefly.
- If the failure is intermittent, try again later.
- Check the site’s official status page or support channel.
- Report the problem to the site owner with the full URL, approximate time and time zone, a screenshot or exact message, and the Cloudflare Ray ID if one appears.
Clearing cookies, reinstalling the browser, or changing DNS does not normally fix an origin that is refusing Cloudflare’s connection.
How website owners diagnose and fix Error 521
1. Confirm that the origin is running
Check the hosting dashboard, virtual machine, container, or managed account. Confirm the web-server process is active and inspect application and web-server logs for crashes, restarts, and resource exhaustion. Review load-balancer health status as well.

2. Verify the listening port
Use the port required by the selected Cloudflare mode. On a Linux server, these environment-dependent examples can show listening sockets and service status:

sudo systemctl status apache2
Service names and commands differ by operating system, web server, container platform, and host.
3. Review firewall and security rules
Inspect host firewalls, iptables or nftables, cloud security groups, WAF policies, Fail2ban or other intrusion-prevention rules, hosting security tools, CMS plugins, rate limits, and geo/IP restrictions. Cloudflare recommends allowing its published IP ranges when appropriate. Use the current ranges at Cloudflare’s official IP page, not an old copied list.
Allowlisting should be limited to the services and ports you need, and existing rate-limit and intrusion-prevention exceptions should be reviewed. Do not disable security controls permanently just to make the error disappear.
4. Check SSL/TLS mode and the origin
With Full or Full (Strict), the origin must accept HTTPS on port 443 and have a certificate compatible with that mode. An Origin Certificate or another certificate meeting the mode’s requirements may be used. A TLS failure at a later stage can instead produce Cloudflare’s dedicated 525 or 526 errors, so do not assume every certificate problem is a 521.

5. Inspect intermediary infrastructure
Check reverse proxies, load balancers, network firewalls, managed gateways, additional CDN layers, and origin-routing rules. Compare their health and access logs with the timestamp of the failure.
6. Give the host actionable evidence
When contacting the hosting provider, send the exact code and message, full failing URL, time and time zone, Ray ID, whether the issue is continuous or intermittent, and any recent firewall, DNS, SSL, deployment, or server changes. The provider may control infrastructure and logs you cannot access.
Error 521 compared with nearby Cloudflare errors
| Code | Cloudflare meaning | Key distinction |
|---|---|---|
| 520 | Unknown, empty, or unexpected origin response | Cloudflare received a response it could not interpret properly. |
| 521 | Origin refused Cloudflare’s connection | The connection was actively refused. |
| 522 | Connection timed out | The origin did not respond within the relevant connection or acknowledgement period. |
| 523 | Origin unreachable | Cloudflare could not reach the origin network address. |
| 524 | Timeout after connection | Cloudflare connected, but the origin did not respond in time. |
| 525 | SSL handshake failed | The connection reached TLS negotiation, which failed. |
| 526 | Invalid SSL certificate | Cloudflare could not validate the origin certificate under the selected mode. |

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. When a 521 is intermittent or direct access works
An intermittent 521 can indicate an application that crashes or restarts, resource exhaustion, temporary rate limiting, a firewall that periodically bans Cloudflare IPs, an overloaded load balancer, or inconsistent settings across origin servers. Match error timestamps against origin, firewall, and load-balancer logs rather than treating one successful refresh as a resolution.
If the origin works when accessed directly but fails through Cloudflare, that pattern points— as a diagnostic inference—toward a Cloudflare-to-origin policy or path issue such as blocked Cloudflare IPs, different Host-header or TLS handling, a port mismatch, or edge-request rate limits. It is not, by itself, proof of one specific cause.

Check the error page before diagnosing
Cloudflare Custom Errors can change the appearance of a default page. Verify the numeric code, wording, Cloudflare branding, response headers, and Ray ID instead of relying only on the page’s design. Also check hosting-provider and Cloudflare status pages, plus recent DNS, SSL, network, firewall, and deployment changes. Cloudflare’s broader troubleshooting guidance is at its 5xx errors page.
Frequently asked questions
Is Error 521 my internet connection?
Usually no. The defining failure is between Cloudflare and the origin server. Your connection can be working normally while the site’s origin refuses Cloudflare.
Is it the same as a normal 500 error?
No. Both are in the 5xx family, but 521 is typically generated by Cloudflare when the origin connection is refused; a 500 is generally produced by the origin application or server.
Recommended Free Tools
Should the owner disable Cloudflare?
Not as a first-line fix. Temporarily testing an alternate path may help isolate the fault, but it is not a production remedy and can expose the origin or bypass protections.
How do I fix it in WordPress?
Check the host and web-server process, then review the host firewall, Fail2ban, WAF, and WordPress security plugins for Cloudflare IP blocks or rate limits. WordPress itself is only one possible layer in the connection path.
