The phrase has no single definition established by the sources cited here: it can mean enterprise-wide technology operations broadly, or, in a narrower IT service-management context, the practices used to manage IT services through their lifecycle.
What does enterprise systems management mean?
In this article, the term means the organization-wide work of ensuring that technology systems and the services built on them are operated, connected, supported, and governed. The boundary depends on how an organization uses the phrase. A broad use may include oversight across its technology landscape; a service-management use focuses on planning and delivering services that meet user needs and business goals.

A historical 1999 NIST-hosted conference paper quoted a glossary definition of enterprise systems management as “a set of tools and processes designed to help control and operate complex technology in applications it supports.” That wording offers historical context, not a current authoritative definition. | Term | What it describes | How it relates |
|---|---|---|
| Enterprise systems management | Oversight and operation of systems and services across an organization; the exact scope varies by use. | The broad term used here for coordinated operational management. |
| Enterprise architecture | The configuration and integration of an enterprise’s information systems, their interfaces with the environment, their support for the mission, and their contribution to security posture. NIST glossary | Describes the technology landscape and its relationships; it is not a complete synonym for the work of operating and managing systems. |
| IT service management (ITSM) | Planning, implementing, managing, and optimizing IT service delivery to meet user needs and business goals. IBM’s ITSM explainer | A narrower service-focused interpretation. IBM uses enterprise service management (ESM) for extending service-management practices to other departments; this is vendor terminology, not a formal standards definition. |
| Service management system (SMS) | The management system used to direct, monitor, and control service-management activities, including lifecycle policies, objectives, plans, processes, interfaces, documentation, and resources. ISO/IEC 20000-2:2019 | A standards-based structure for service management, not a universal definition of enterprise systems management. |
NIST also defines an enterprise service more specifically as one or more applications and middleware hosted on computer hardware that provide standard information-system capabilities to end users and hosted mission applications or services. NIST glossary This is a definition of a service, not of the management discipline.

What does service management cover?
When the term is used in its ITSM sense, management spans a service’s lifecycle: planning, design, transition, delivery, and improvement. ISO/IEC 20000-1 is designed to apply generically across organizations and services. ISO/IEC TS 20000-15:2024
Practices named in the UK Government’s Digital and Data Technology Standard DDTS-84, version 1.00, published and updated on 22 January 2025, show what this work can involve: UK Government Digital and Data Technology Standard
- Incident and major-incident management: respond to service disruption and restore service.
- Change enablement: manage changes to services and their supporting systems.
- Problem management: address recurring causes behind incidents.
- Service-request management: handle routine user requests.
- Service-catalogue management: organize and present available services.
- Knowledge management: maintain useful information for service delivery and support.
- Service-level management: define and manage service expectations.
- Continual improvement: identify and pursue improvements in services and practices.
What standards can help define the service-management scope?
ISO/IEC 20000-2:2019 is guidance on applying a service management system based on ISO/IEC 20000-1. ISO states that the 2019 edition was reviewed and confirmed in 2024 and remains current. Its abstract says: “This document provides guidance on the application of a service management system (SMS) based on ISO/IEC 20000-1.” ISO’s standard page The guidance is relevant when interpreting or implementing an SMS, but it does not define every use of “enterprise systems management.”
For terminology and the relationships among parts of the ISO/IEC 20000 series, IEC describes ISO/IEC TR 20000-10:2013 as an overview of concepts and terminology. IEC: ISO/IEC TR 20000-10:2013 ISO lists ISO/IEC 20000-2:2019 for purchase; whether to obtain it depends on whether the reader needs the standard’s implementation guidance. ISO publication information

How to choose a useful interpretation for your organization
Start by stating what is in scope rather than assuming the phrase has one fixed meaning. For an initiative focused on delivering IT services, a service-management scope may be enough. If it spans systems and services across the organization, make that broader operational remit explicit. Compare the scope, lifecycle coverage, governance and controls, integration with existing systems, and the practices or frameworks being used. The cited sources establish possible scope and practices, but do not rank software products or prescribe one universal operating model.
