What Is Earth System Governance? Goals, Actors, and Institutions

Earth system governance describes the rules, institutions, and actors shaping society’s responses to environmental change at local and global levels.

Earth system governance is the connected set of rules, institutions, and actors that shape how societies respond to environmental change—from local communities to international bodies. It is not a world government or a single organization. The term describes how public authorities and non-state participants make, apply, and contest decisions about human relations with the Earth system in the context of sustainable development.

What does earth system governance mean?

The Earth System Governance Project defines the concept in terms of interrelated formal and informal rules, rule-making arrangements, and actor networks operating at every level of society. Their purpose includes steering responses to environmental change and Earth system transformation within sustainable development. The project’s definition therefore covers more than environmental regulation: it also draws attention to the political and social choices that influence who decides, who benefits, and who bears costs.

“Governance” is broader than government policy made through a single hierarchy. It can include state institutions and binding rules, but also decentralized arrangements, self-organization, and participation by businesses, NGOs, scientists, Indigenous communities, cities, and international organizations. Governments remain important; they are simply not the only actors shaping outcomes. The project’s foundational plan discusses this wider scope in its research framework.

What goals does it pursue?

Earth system governance is concerned with how societies prevent, mitigate, and adapt to environmental change while pursuing sustainable development. These aims are connected: a policy can affect environmental conditions while also distributing authority, risks, resources, and opportunities among people and communities.

The term does not imply that every arrangement achieves those aims. It is a way to analyze how institutions and actors respond, where their decisions conflict or reinforce one another, and how governance might change. Nor is it limited to climate policy: the framework addresses environmental change more broadly.

How does the research framework organize the questions?

The Earth System Governance Project is an interdisciplinary research network, not a global policy authority. Its 2018 Science and Implementation Plan organizes research around five paired lenses and four contextual conditions. These are analytical tools for asking questions, not a binding program or a checklist that every institution meets.

Research lens Question it helps examine
Architecture and agency How do institutions and rules fit together, and how can actors influence them?
Democracy and power Who holds decision-making power, and how does participation work?
Justice and allocation How are costs, benefits, access, and recognition distributed?
Anticipation and imagination How do forecasts, expectations, and visions of the future shape present decisions?
Adaptiveness and reflexivity Can governance learn from experience and adjust as conditions change?

The plan situates these lenses in relation to transformations, inequality, the Anthropocene, and diversity. Together, they help researchers explore how institutions and actors shape sustainability transitions, without assuming that one model of governance fits every place.

Which institutions and actors are involved?

There is no single institution that constitutes earth system governance. It emerges through interactions among arrangements at multiple scales. States and intergovernmental bodies may set policy or rules, while local governments, businesses, civil society organizations, researchers, and affected communities can also shape decisions and their consequences.

A useful way to understand a particular arrangement is to ask:

  • Coordination: Do institutions at different scales work together, or do their rules conflict?
  • Agency and participation: Which actors can shape decisions, and whose voices are absent?
  • Accountability and legitimacy: Who can explain or challenge decisions, and why should affected people regard them as legitimate?
  • Justice and allocation: How are access, costs, benefits, and recognition distributed?
  • Adaptability: Can institutions respond to new knowledge and changing conditions?

These questions build on earlier Earth System Governance frameworks, which treated architecture, agency, adaptiveness, accountability and legitimacy, and allocation and access as research problems. Power, knowledge, norms, and scale were cross-cutting themes in that earlier framing. The foundational research framework and the later 2018 plan are related, but they are distinct formulations of the field’s agenda.

What is the Earth System Governance Project?

The Earth System Governance Project is a global interdisciplinary research network and a core project of Future Earth. It studies governance arrangements; it is not itself a regulator, treaty body, or world government. Its website describes research activity including working groups and taskforces, and lists the 20th Conference on Earth System Governance for 20–24 September 2027 in Uppsala, Sweden. Those activities are examples of the project’s work, not a complete inventory of environmental institutions worldwide.

The project also identifies the Earth System Governance journal as an open-access research venue. For a specialist synthesis, its book Agency in Earth System Governance draws on a systematic analysis of 322 journal articles published during 2008–2016. That figure describes the article set used for the book’s synthesis; it is not a current count of the field.

How to use the concept

When someone refers to earth system governance, first identify the specific environmental issue, place, and level of decision-making under discussion. Then map the rules and institutions involved, the actors able to influence them, and the people affected by the outcomes. Finally, consider how authority and resources are distributed and whether the arrangement can learn and adapt. This makes the term useful as a lens for understanding a complex system rather than as the name of one institution or policy.
