Direct broadcast satellite (DBS) is a satellite radiocommunication service designed to deliver signals directly to subscribers or the general public. In the U.S. regulatory definition, the service uses signals transmitted or retransmitted by Broadcasting-Satellite Service (BSS) space stations in the 12.2–12.7 GHz band, and direct reception includes both individual and community reception.
What “direct broadcast satellite” means
Under 47 CFR § 25.103, the U.S. definition of Direct Broadcast Satellite Service is a radiocommunication service in which signals transmitted or retransmitted by BSS space stations in the 12.2–12.7 GHz band are intended for direct reception by subscribers or the general public. The rule specifies that direct reception includes individual and community reception.

In practical terms, DBS television reaches a viewer through a receiving dish at a home or another structure, rather than through a terrestrial broadcast transmitter or a cable network. The FCC describes satellite video as being received by the public using dish antennas affixed to dwellings or other structures in its 2018 notice.
DBS and BSS: what is the difference?
Broadcasting-Satellite Service (BSS) is the broader term in the FCC rules: it describes a radiocommunication service whose space-station signals are intended for direct reception by the general public. DBS is the U.S. service term in the cited rule, with its definition tied to the 12.2–12.7 GHz band. The rule also allows the signals to be transmitted or retransmitted by BSS space stations.

What the frequency range does—and does not—tell you
The 12.2–12.7 GHz range belongs to the U.S. regulatory definition cited above. It should not be treated as a universal DBS frequency range: national frequency allocations and regulatory terminology may differ, and the cited sources do not establish those arrangements for other countries.
An FCC historical account describes the original U.S. authorization context as including downlinks in 12.2–12.7 GHz and uplinks in 17.3–17.8 GHz, along with interference-protection rules. Those uplink figures are historical context, not a complete statement of current licensing requirements.

What a viewer needs to know
The defining idea is direct reception of satellite signals intended for subscribers or the public. For household television, the FCC’s description points to a dish antenna attached to a dwelling or another structure. Equipment compatibility depends on the provider; the definition alone does not mean that every dish or receiver works with every DBS service.
