DHS’s Network, Cloud, and Cybersecurity Services 2.0 (NCCS 2.0) is a planned department-wide services procurement intended to bring network, cloud and cybersecurity operations under a single-award contract. Federal News Network reported a $626 million ceiling in the draft request for proposals; that is a proposed ceiling, not an awarded contract value. The schedule published by DHS on September 17, 2026, set out planned solicitation and award dates, but does not by itself confirm that those milestones occurred.
What is DHS NCCS 2.0?
NCCS 2.0 is a procurement run by the Department of Homeland Security’s Office of Procurement Operations, Office of Information Technology Acquisition Center, for the DHS Office of the Chief Information Officer. The DHS notice on SAM.gov describes the intended result as a department-wide, single-award indefinite-delivery/indefinite-quantity (IDIQ) contract. In an IDIQ arrangement, the government places orders for services under the contract as needs arise; the department-wide designation signals that the planned vehicle is intended to serve DHS broadly.
The notice identifies the requirement as IT management support services (labor), with Product Service Code DF01 and NAICS 541519, Other Computer Related Services. It is not a procurement for a named cybersecurity appliance or other specified physical product.
What will the DHS cyber contract cover?
The draft statement of work describes the “full range of cybersecurity, network operations, management, and other professional support services,” as reported by Federal News Network. Its listed functions span network and cloud-platform operations, system and application monitoring, cybersecurity analysis, incident management and coordination, and alerts and notifications.

The draft describes the services this way: “These services will enable DHS to provide network, cloud platform, system, application, and cybersecurity monitoring and analysis, incident management and coordination, and alert and notification functions in support of the broader DHS information enterprise and to provide other related cybersecurity services,” according to the draft statement of work as reported by Federal News Network.
Planned operations center and OneNet role
The draft calls for evolving DHS headquarters’ Network Operations and Service Center (NOSC) into a more mature service entity and redefining it as the central hub for managing DHS OneNet networks, infrastructure, platforms and cybersecurity across classification levels. These are objectives in draft materials, not evidence that DHS has already completed the transformation or centralized those operations.

How it relates to Cumulus
DHS has also been negotiating department-wide contracts with major cloud providers through its separate Cumulus procurement. That effort has a stated goal of centralizing oversight and improving efficiency for cloud services. Cumulus provides procurement context, but it is not NCCS 2.0: the two are distinct efforts.
How much is NCCS 2.0 worth?
Federal News Network reported a $626 million ceiling for NCCS 2.0, citing the draft request for proposals. Treat that figure as the reported ceiling in a draft procurement—not as money already spent, a guaranteed contract value, or an award to a contractor. The September 17 SAM.gov notice lists draft procurement materials; the available reporting does not establish a final ceiling or award value.

What is the planned NCCS 2.0 timeline?
DHS’s SAM.gov notice, published September 17, 2026, gave the following notional schedule. These were planned dates in the notice, not confirmation that each step was completed:

Has DHS selected a winner or finalized the terms?
The sources available for this account do not confirm a winning contractor, a completed award, or definitive final solicitation terms. SAM.gov lists draft materials—including a statement of work, pricing template, labor-category descriptions, reading-room instructions, vendor questions and draft RFP attachments—updated September 17, 2026. Their presence on the notice does not establish what the final solicitation or eventual contract will say.
