If one safeguard fails or is bypassed, others can still help prevent an intrusion, detect it, support a response, or limit damage. It is a strategy tailored to an organization—not a fixed bundle of products or a guarantee against compromise.
What does defense in depth mean?
NIST’s CSRC glossary defines one formulation of defense in depth as an information-security strategy that integrates people, technology, and operations to establish variable barriers across multiple organizational layers and missions. NIST lists related definitions drawn from different source documents, so the wording and context can vary. See the NIST CSRC glossary entry and its glossary context.

The central idea is that security should not depend on a single control. Different safeguards can provide overlapping protection, catch activity another measure misses, or help an organization recover when prevention does not work.
What can the layers do?
Layers do not all perform the same job. Some make unauthorized access harder; others reveal suspicious activity or help contain its effects. NIST’s discussion of cyber defense in depth describes penetration-resistant architectures, damage-limiting operations, and resilient system designs as complementary elements.

- Protect or impede: Make access or misuse more difficult.
- Detect: Identify suspicious activity that has passed an earlier safeguard.
- Respond: Give people and processes a way to investigate and act.
- Contain and recover: Limit the impact and restore operations after an incident.
These functions may overlap. A control’s value depends on the assets, threats, and operating environment it is meant to address.
What might a defense-in-depth approach include?
A tailored program might combine staff awareness and reporting practices, physical access rules, identity and access controls, network or system protections, monitoring, incident response, and recovery procedures. This is an illustration, not a prescribed checklist or universal order. CISA’s guidance for industrial control systems emphasizes assessing critical assets, interconnections, dependencies, threats, vulnerabilities, business exposure, and available resources when selecting protections. It also says countermeasures should be adjusted as threats change. Read CISA’s Recommended Practice on ICS defense-in-depth strategies.

Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Is defense in depth just buying several security products?
No. Buying multiple tools does not by itself create an effective strategy. The measures need to address relevant risks, work together, and leave the organization able to notice and manage a failure. Several tools can also share dependencies or fail in similar ways, so counting products is not a meaningful measure of protection.

CISA’s ICS guidance cautions against looking for a shortcut or single solution to cybersecurity vulnerabilities in critical infrastructure. Its focus is on a holistic approach that fits the organization’s assets and circumstances, rather than assigning one product to each risk.
Is defense in depth the same as zero trust?
No. Defense in depth is the broader strategy of combining varied safeguards across an organization. Zero trust is an approach that shifts attention away from relying on static network boundaries and toward trust relationships among users, assets, and resources. In the NIST presentation When Perimeter Defenses Are Not Enough, presented April 21, 2020, NIST describes authentication and authorization before a session with an enterprise resource is established. Zero-trust measures can contribute to a defense-in-depth strategy, but the terms are not interchangeable.

- MULTIPLE WAYS TO WIN: The Conspiracy wins by pulling off the murder Plot at a specific location or secretly sabotaging and setting off traps. The Friends win by disarming all the traps, or if that fails, solving the WHO, WHERE, and WHAT of the secret Plot
Is there a standard set or order of layers?
No single set or sequence applies to every organization. CISA’s ICS guidance calls for choosing and revisiting safeguards in light of the systems being protected, their dependencies, the threats and vulnerabilities they face, business exposure, and available resources. A useful evaluation asks whether the approach:
- covers the organization’s important assets and relevant threats;
- uses safeguards that are sufficiently varied rather than relying on one kind of control;
- can detect and respond when prevention fails;
- accounts for dependencies between controls; and
- can be operated and maintained with available resources.
These are practical questions for assessing fit, not a formal scorecard prescribed by CISA.

How is it different from defense in breadth?
NIST distinguishes defense in depth from defense in breadth. Defense in breadth refers to systematic activities that reduce exploitable vulnerabilities throughout a system, network, or product lifecycle. Defense in depth instead emphasizes multiple, varied safeguards. The concepts can complement each other, but they describe different aspects of security.
