Data Link Escape (DLE) is an ASCII communication-control character that lets a data-communication protocol change how a limited number of following characters are interpreted. Its ASCII value is 16 decimal, or 0x10 hexadecimal. What it does in a particular message depends on the protocol using it.
What does Data Link Escape mean?
RFC 20 defines DLE as a character that “will change the meaning of a limited number of contiguously following characters.” It is used to provide supplementary controls in data-communication networks. In short, DLE is a control character whose significance comes from the protocol context, rather than a universal instruction with the same effect in every system. What is the ASCII value of DLE?
In RFC 20’s ASCII table, DLE is at column 1, row 0: decimal 16, hexadecimal 0x10. Those are two ways of expressing the same character code. RFC 20

RFC 20 gives DLE’s general purpose, but a protocol defines the specific sequences and actions associated with it. For example, Atlas Copco’s Open Protocol specification, version 2.16.0, describes DLE in its serial procedure using a 3964R handshake. In that implementation, it is involved in acknowledgements and in handling the message end and block check. Those details apply to that specification and version; they are not universal rules for all uses of DLE. Atlas Copco Open Protocol Specification, version 2.16.0

How is DLE different from ESC?
DLE and ESC are separate ASCII control characters with different stated purposes in RFC 20. DLE is for supplementary communication controls in data networks; ESC (Escape) is intended to provide code extension in general information interchange. Their names sound similar, but the definitions do not make them interchangeable or establish ESC as a replacement for DLE. RFC 20
