What Is CMAF? A Guide to Low-Latency Streaming

CMAF packages segmented media for adaptive streaming. Learn how it fits with HLS and DASH, what enables low latency, and what an implementation must support.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

CMAF (Common Media Application Format) is a standard for packaging segmented audio, video and subtitle tracks for adaptive streaming. It can support low-latency delivery, but CMAF is not itself a streaming protocol—and using it does not automatically make a stream low latency. The result depends on the encoder and packager, delivery service, playlist or manifest, player and network working together.

What CMAF means—and what it does

CMAF is a media packaging format for adaptive presentations. It organizes encoded media into tracks, headers and fragments. A track may carry audio, video or subtitles; a switching set groups alternative tracks that can be switched or spliced at fragment boundaries, supporting adaptation such as changing bitrate or resolution. The container is derived from the ISO Base Media File Format. Apple’s CMAF documentation describes the format as an extensible standard for encoding and packaging segmented media objects for delivery and decoding on end-user devices.

As an Amazon Associate I earn from qualifying purchases.

The key distinction is that CMAF describes the media objects, while HLS or MPEG-DASH describes how a presentation is advertised and delivered to clients. HLS uses a Multivariant Playlist and referenced Media Playlists; DASH is the standard defined by ISO/IEC 23009, which includes a part for delivering CMAF content with DASH. MPEG’s DASH overview identifies the standard and its parts.

How CMAF works with HLS and DASH

A streaming service can package compatible media for use in both HLS and DASH workflows. That can reduce the need to keep separate copies of the same encoded audio and video in different segment containers. Akamai describes CMAF as a way to reuse the same segments across HLS and DASH. It does not mean every system can use one encode, one manifest or an identical playback path: manifests, delivery behavior, codecs, DRM and device support can still differ. Akamai’s explanation of CMAF describes that operational motivation.

Think of the layers this way:

  • CMAF: the structure and packaging of segmented media objects.
  • HLS or DASH: the presentation information and client request behavior used to find and fetch media.
  • Encoder, packager, origin/CDN and player: the components that must cooperate to make a particular delivery workflow work.

Does CMAF make streaming low latency?

No—not by itself. Conventional segmented streaming can make a player wait for a full segment before playback advances. CMAF workflows can use smaller chunks that become available while the larger parent segment is still being produced. This can decouple delivery delay from the full segment duration, but only if the encoder or packager, origin or CDN, playlist or manifest, player and network support timely chunk delivery. The IETF’s RFC 9317 discusses this low-latency delivery model and its limits.

Apple’s LL-HLS documentation illustrates the idea with a six-second media segment and a 200-millisecond partial segment. These are examples, not universal required durations. LL-HLS also uses features such as partial segments, playlist delta updates, blocking playlist reload, preload hints and rendition reports. Apple cautions that timely delivery needs transport features beyond ordinary HLS; if the server does not support a required part of the configuration, clients may fall back to regular-latency playback. Apple’s LL-HLS guide describes these functions.

How LL-HLS and LL-DASH differ

Both approaches can deliver chunks before a complete segment is available, but their request patterns can differ. RFC 9317 describes LL-HLS clients retrieving each chunk with a separate HTTP GET. For LL-DASH, a client can use HTTP chunked transfer encoding to fetch the chunks belonging to a segment with one GET, receiving them as they arrive from the encoder or packager.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That distinction is not a guarantee that one approach will be faster in every deployment. Server, intermediary, CDN and player support varies, and network conditions affect the end-to-end result. When assessing an implementation, check the actual request behavior and measured glass-to-glass delay rather than inferring performance from the format name.

What counts as low latency?

RFC 9317, published by the IETF in October 2022, gives rough categories for streaming applications. These are useful reference points, not universal definitions adopted by every provider or use case.

Glass-to-glass delay category RFC 9317 classification
Under 1 second Ultra-low-latency target
Under 10 seconds Low-latency live target
10 seconds to a few minutes Non-low-latency live
Hours or more On-demand category

The RFC describes low-latency live delivery as having a glass-to-glass delay target under 10 seconds. Sub-one-second delivery is a harder problem: public-network delay variation can approach that timescale, and buffering, Wi-Fi error correction and packet reordering can make it difficult to achieve without visible artifacts. For interactive applications that need ultra-low latency, the RFC identifies RTP/WebRTC as common choices; CMAF-based workflows address a different balance of scale and delay.

Trade-offs to weigh before choosing a workflow

Lower delay can come with engineering and service costs. RFC 9317 identifies possible higher cost, lower quality, reduced bitrate or resolution flexibility, narrower device coverage and greater sensitivity to network disruptions. These are risks to evaluate, not outcomes that every CMAF deployment will experience.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Target delay: Ask for the glass-to-glass goal and the conditions under which it is measured. RFC categories are rough reference points, not provider guarantees.
  • Chunk and playlist or manifest behavior: Verify how media becomes available before a full segment and how clients refresh the presentation.
  • End-to-end compatibility: Check the encoder or packager, origin/CDN, player, device, codec and DRM combination—not just whether a platform mentions CMAF.
  • Network and scale: Understand CDN/cache behavior, resilience to temporary disruption and whether the player can fall back to regular latency.
  • Quality and cost: Determine what the delay target means for encoding choices, adaptive bitrate options, device support and service fees.
  • Operational fit: Confirm manifest alignment, ingest requirements and failover behavior, and whether the chosen workflow truly shares media segments across protocols.

Apple LL-HLS authoring values are not CMAF-wide rules

Apple’s HLS authoring specification sets guidance for LL-HLS Part Target Duration: it must be at least the P95 round-trip time to the server expected for 95% of clients, should be at least three times that P95 RTT, and has a one-second recommendation. Apple also says PART-HOLD-BACK must be at least three times the Part Target Duration. These are Apple LL-HLS authoring requirements, not universal CMAF requirements. Apple’s HLS authoring specification provides the details.

Compatibility and implementation checks

Check the whole playback chain

Apple says Apple hardware running iOS 10.0, macOS 10.12 or tvOS 10.0 and later should support CMAF content. That platform-specific statement does not certify every player, codec, encryption mode or service configuration, and Apple notes that clients based on earlier HLS revisions may not support it. Confirm compatibility with the exact devices and playback stack your audience uses. Apple’s CMAF documentation sets out its compatibility statement.

Treat ingest instructions as provider-specific

Akamai’s Media Services Live documentation is one vendor-specific example: it calls for distinct .mpd and .m3u8 manifests, advises encoder support for PUT and POST uploads, and describes checks for manifest validity, playlist alignment, segment numbering and failover. Akamai warns that following those guidelines does not guarantee an encoder’s performance on its network. Do not treat these requirements or URL layouts as universal CMAF rules. Akamai’s CMAF ingest documentation describes its workflow.

Or let it run in the cloud

For a YouTube channel that needs uploaded videos to loop as a 24/7 live stream, StreamNeo is a different kind of solution from CMAF delivery infrastructure: upload a recording or build a playlist, add your YouTube stream key, and go live.
