What Is Bitcoin Layer 1? A Clear Definition

Bitcoin Layer 1 is the base protocol and blockchain network that validates transactions and maintains Bitcoin’s accepted history. Lightning operates above it; SegWit changes the base protocol.

Bitcoin Layer 1 is Bitcoin’s base protocol and blockchain network: the system whose rules determine which transactions and blocks are valid and whose accepted history provides the settlement foundation for services built above it.

What “base layer” means

Bitcoin is a decentralized peer-to-peer payment network and a consensus network, in Bitcoin.org’s description (Bitcoin.org FAQ). Here, “base” means that participating nodes apply Bitcoin’s consensus rules to evaluate transactions and blocks and maintain the network’s accepted transaction history. BIP 123 describes the consensus layer as supporting local validity checks, settlement guarantees, and eventual convergence (BIP 123, mirrored on Bitcoin.org).

Consensus is not the same as every activity that makes the network work. Nodes also discover peers and relay messages. BIP 123 classifies those peer services separately from consensus, and its categories are a taxonomy of Bitcoin technical standards—not a universal definition of every component people may call a “layer.”

What belongs to Bitcoin’s protocol—and what does not

The protocol’s consensus rules determine which transactions and blocks are valid. Peer-to-peer services help nodes connect and propagate information, but that networking function is distinct from deciding which history is valid. Disagreement over consensus rules can lead to incompatible histories or network forks, which is why base-protocol changes can have significant interoperability consequences.

Bitcoin’s developer documentation also discusses related topics such as transactions, wallets, mining, contracts, payment processing, and operating modes (Bitcoin Developer Documentation). These are parts of the broader Bitcoin system; their inclusion in protocol documentation does not make every application or service a Layer 1 component.

Bitcoin Layer 1 versus Lightning

Lightning is a payment layer built on top of Bitcoin, not the Bitcoin base chain itself. Bitcoin Core described Bitcoin as a foundation for additional layers and interfaces with other systems in a 2016 statement (Bitcoin Core statement, January 7, 2016). Bitcoin.org likewise describes payment layers such as Lightning as enabling near-instant, low-cost transactions (Bitcoin.org FAQ).

The distinction is about architecture, not just transaction speed or fees: Bitcoin is the underlying network; Lightning is an additional payment system that operates above it. Individual higher-layer systems can differ in how they validate activity, settle to Bitcoin, and rely on Bitcoin’s consensus and security assumptions, so they should not all be assumed to inherit identical properties.

Why SegWit is not a separate payment layer

Segregated Witness (SegWit) is a Bitcoin protocol optimization described by Bitcoin.org as increasing transaction capacity (Bitcoin.org FAQ). It changes the base protocol; it is not a separate payment layer like Lightning. So SegWit and Lightning are not both Bitcoin Layer 2: SegWit is a base-protocol change, while Lightning is a system built above Bitcoin.

A practical way to classify a Bitcoin system

When a project is described as a Bitcoin “layer,” ask three questions:

  • Where does validation happen? Identify which participants check the relevant activity and against which rules.
  • Where is settlement recorded? Determine whether the authoritative transaction history is recorded directly on Bitcoin or handled elsewhere before any settlement.
  • Whose consensus and security assumptions matter? Establish whether the system relies on Bitcoin’s consensus, another network’s rules, or additional trust arrangements.

Then ask whether the change modifies Bitcoin’s base-protocol rules or provides a service above them. This separates an upgrade such as SegWit from a higher-level payment system such as Lightning without assuming that every project called a “layer” works the same way.
