Bit error rate (BER), also called bit error ratio, is the number of incorrectly received bits divided by the total number of bits tested. It is a dimensionless ratio used to describe errors in a communications link or storage system.
How to calculate bit error rate
BER = erroneous bits ÷ total bits tested. For example, 5 erroneous bits in a test of 100,000 bits gives a BER of 5 × 10-5. That is an arithmetic illustration from the ATIS Telecom Glossary, not a claim about typical network performance.

A BER of 10-6 means one erroneous bit per million tested bits on average within the measured sample. The ratio does not identify when errors occurred or whether they were clustered; those details require additional information about the test results.
What a BER reading tells you—and what it does not
A measured BER is an observed fraction from a finite test. It is not automatically the same as bit error probability, which describes a probability or expected long-run behavior under stated assumptions. Technical reports sometimes use “rate” and “ratio” interchangeably, so a result should say whether it is measured, theoretical, simulated, pre-correction, or post-correction.

- MULTIPLE TONE GENERATOR STYLES: Tone on a single wire, wire pair, or all 8 conductor wires using the multiple style tone generator (solid/warble); requires probe Cat. No. VDV500-123 (sold separately)
A lower measured BER means fewer observed erroneous bits per tested bit in that particular test. It is not a complete verdict on user experience or link quality. The relevant acceptance limit depends on the technology and specification, and a comparison is meaningful only when the measurement points and conditions align.
How BER is measured
A direct laboratory measurement sends a known bit pattern through the system under test, then compares the received sequence with the reference to count mismatches. A bit error rate tester (BERT) can perform this comparison; the appropriate instrument depends on the interface and test conditions. Anritsu documentation, for example, describes BER calculation in measurement equipment.

A useful BER report identifies the test setup rather than giving a bare number. Include:
- Bit rate and test pattern.
- Measurement point in the system, including whether the result is before or after error correction.
- Total bits checked or observation duration, plus the number of detected errors.
- Relevant signal and test conditions, and the applicable standard or method.
There is no universal test duration that establishes every BER target. Standards-based acceptance methods set sample sizes and error-event limits according to the BER limit under assessment and the desired balance between test time and the risks of accepting a bad unit or rejecting a good one.

What a zero-error result means
If a finite test detects no errors, its measured BER is zero for that sample; this does not prove that the system’s underlying error probability is zero. The confidence supported by a zero-error sample depends on how many bits were checked and the limit being evaluated. UNISIG’s Euroloop specification describes a sample-count approach that takes the upper BER limit, confidence level, and number of errors into account.
Pre-FEC and post-FEC BER
Forward error correction (FEC) adds redundancy that lets a receiver correct some errors. A pre-FEC reading is taken before that correction stage; a post-FEC reading is taken after it. The exact points vary by equipment and standard, so the report should name where each value was measured.

In downstream QAM testing, SCTE 121 advises using both readings. Its method describes a “cliff effect”: post-FEC BER may remain error-free until conditions worsen past a point, after which it can deteriorate rapidly. Consequently, a post-FEC result alone may not show how close a link is to losing effective error correction. Interpretation also depends on the decoder stage and the annex or test method used; decoding choices can affect the reported pre-FEC value.
How to compare BER results
Before treating two BER figures as evidence that one link or device performs better, check that they refer to equivalent tests:

- Same measurement point and FEC stage.
- Comparable signal conditions, bit rate, and test pattern.
- Comparable number of bits observed or test duration.
- Same relevant standard, test method, and—in methods that distinguish them—the same annex or decoder choices.
Then compare each result with the applicable system specification. NIST’s glossary definition covers bits received over a communications channel and cites CNSSI 4009-2022; ATIS also distinguishes transmission BER from information BER calculated after decoding. Neither source establishes a single BER threshold for every technology.
