Batch file transfer is the automated or non-interactive movement of one or more files between systems. It can mean either a client running a stored sequence of transfer commands without a person prompting each step, or a set of files treated as one batch and moved when they are ready. The intended meaning depends on the workflow.
What “batch file transfer” means
The term has two related uses. In the first, batch describes how a transfer runs: commands are stored in a text file, script, scheduler, or workflow and executed without an operator initiating each command interactively. In the second, it describes what is transferred: a group of files held or handled together, sometimes after a signal confirms that the group is complete.
A one-off scripted SFTP upload can therefore be a batch transfer even if it moves only one file. Conversely, a collection of files can be a batch when a receiving process waits until the whole set is ready. Some workflows combine both meanings: a non-interactive job transfers a group of files after a readiness signal.
Managed file transfer (MFT) is a software category for facilitating and managing transfers. An MFT platform can centrally configure scheduled or event-triggered jobs and their operational controls. A command-line client and script may automate transfers too, but that alone does not make the setup an MFT deployment. The Oklahoma Office of Management & Enterprise Services defines these terms in its Batch File Transfer Standard, effective May 24, 2022, and last reviewed September 22, 2025.

How an unattended transfer works
A typical job identifies the files to move, authenticates to the remote system, runs upload or download commands, records the result, and reports failures so an operator or downstream process can respond. The transfer can start on a schedule or in response to an event. SFTPPlus documents a plain-text command file and client invocation in its 6.0.0 client-shell documentation; SSH Communications Security describes SFTP batch execution for unattended transfers in its unattended file transfers example.
Unattended does not mean unauthenticated. A job needs a non-interactive authentication method, such as configured public-key authentication, and the server identity should be validated. The SSH Communications Security example describes these prerequisites for its SFTP batch workflow. Automation must also protect credentials and keys; storing commands in a file does not secure the account or connection by itself.

How can a system tell when a batch is ready?
A fixed schedule is one option, but it can run before all expected files have arrived or wait unnecessarily after they have. Another convention is a marker file—often called a “done” file—created only after the producer has finished writing the batch. A receiving job watches for that marker and then transfers the associated files.
Marker behavior is implementation-specific. In SFTPPlus Transfers configuration documentation, version 5.26.4, a transfer can wait for a configured marker path or pattern. For recursive sources, the documented rules include files in the marker’s directory and subdirectories; transfer begins 15 seconds after marker detection. Those scope and timing details describe that product version, not a universal rule. Partners should agree on marker naming, location, directory scope, and what constitutes a complete batch.

Choose the implementation that fits the job

The choice of transport protocol is separate from whether the job is scripted or centrally managed. Both endpoints must support the selected protocol, and its security properties must be understood. The Oklahoma standard distinguishes FTP, whose data it describes as unencrypted in transit, from SFTP and SCP, which it describes as encrypted in transit. Do not assume that an unspecified “secure FTP” configuration is secure merely from its label.
The CDC’s NSSP New Facility Onboarding Guide for the BioSense Platform recommends SFTP and rsync in that onboarding context and says its team had not seen a significant security difference between SCP and SFTP. It also describes SFTP’s -b batch option. These context-specific comments do not establish a universal protocol ranking; confirm requirements and supported options with the partner and deployed software.

Operational controls for production jobs
A transfer that finishes without a visible error is not necessarily a reliable production workflow. The Oklahoma state-agency standard calls for retry functionality, failure notification, operator retry after correction, logging of anomalies, errors, and failures, central documentation, and configuration promotion across environments. Use these as practical checks when designing or reviewing a job:
- Know the outcome: record whether the expected files transferred and surface errors rather than relying on an unattended process to fail silently.
- Make recovery possible: provide retries and a way for an operator to retry after correcting the cause, such as an unavailable destination or rejected authentication.
- Notify the right people: alert an operator or responsible system when a transfer fails so the issue can be addressed.
- Keep an operational record: log anomalies and failures, document the configuration centrally, and promote reviewed configuration between environments.
- Protect the connection: use a protocol and configuration that protect data in transit, validate the remote server identity, and safeguard authentication material.
The Oklahoma architecture names MuleSoft and MOVEit as its supported MFT tools. That is a choice for that state architecture, not a general recommendation or requirement for every organization.
