What is a backup?
NIST defines a backup as “a copy of files and programs made to facilitate recovery if necessary.” In practical terms, a backup preserves a copy of data or systems so it can be retrieved after accidental deletion, hardware failure, an attack, or another disruption. NIST’s glossary definition is based on NIST SP 800-34 Rev. 1 and related publications.

A backup is useful only if the copy remains available and intact, and can be restored in a form the user or organization can use. A successful copy operation alone does not establish that.

Recovery is the operational process of restoring data or services after an outage, error, attack, or physical disruption. It may involve retrieving backup copies, preparing replacement equipment or systems, following documented instructions, and coordinating the people responsible for restoring operations. NIST treats system and data recovery as part of contingency planning and places recovery methods within broader business continuity planning. NIST SP 800-34 Rev. 1

What is the difference between backup and recovery?
| Backup | Recovery |
|---|---|
| Creates or preserves a copy of data or programs. | Uses available copies and procedures to restore data or services. |
| Provides a point-in-time version to use if the original is lost or damaged. | Returns information or operations to a usable state after disruption. |
| Is one part of preparing for data loss or outages. | Depends on usable copies, compatible systems, documented methods, and the ability to complete restoration in time. |
Synchronization and replication are not automatically backups. They may copy changes quickly, but deletion, corruption, or malicious encryption can also propagate. A separate backup—especially one protected from changes to production data—serves a different purpose.
What are RPO and RTO?
Recovery Point Objective (RPO) and Recovery Time Objective (RTO) help define what successful recovery needs to achieve. They are planning objectives, not published performance statistics.

- RPO: The point in time to which data must be recovered after an outage. It expresses how much recent data an organization can tolerate losing and helps determine how frequently copies need to be made. NIST’s RPO definition
- RTO: The maximum time a system resource can remain unavailable before the impact becomes unacceptable. It helps determine the recovery method, resources, and restore-test target. NIST’s RTO definition
For example, if an organization cannot accept much recent data loss, it needs a recovery point close to the time of disruption, which generally calls for more frequent copying. If a service cannot remain unavailable for long, its recovery plan must be capable of restoring it within that RTO.

There is no universal schedule or retention period. Set copy frequency and retention according to the data’s importance, how much change can be lost, recovery objectives, applicable obligations, risk, and budget. NIST recommends defining an RPO, copy frequency, and retention requirements for each data asset, rather than treating every system the same. NIST SP 800-209

For personal devices, CISA advises backing up frequently. If important data is stored only on a device, a separate copy can be kept on an external hard drive for backups or in a properly vetted cloud service. Keep an external drive safely stored when it is not in use and disconnect it outside active backup sessions; a permanently connected drive may also be exposed to ransomware. Protect copies from the same incident that could affect the original data. For critical information, CISA recommends offline, encrypted backups and regular tests of backup availability and integrity in a disaster recovery scenario. CISA’s ransomware guidance

NIST recommends checking that copies are healthy and periodically testing restores to confirm they meet the required RTO. A practical review should check:
- Whether backup copies are available and can be read.
- Whether the data is intact and suitable for restoration.
- Whether the copy can be restored to compatible systems.
- How long the restore takes compared with the required RTO.
- Whether copies are protected from unauthorized deletion or ransomware.
For operational technology (OT), NIST’s June 2026 SP 1339 says effective backup management integrates backups with change management, creates them regularly, tests them, and reviews them during recovery exercises. That guidance is specific to OT environments; it should not be assumed to apply unchanged to home devices. NIST SP 1339
What should an organization plan for recovery?
Organizations should begin by identifying critical operations and the data and systems that support them. They can then set recovery objectives, choose suitable methods, assign responsibilities, and document procedures as part of the wider business continuity plan. Comparing options means looking beyond whether a backup exists: consider achievable RPO, tested restoration time against RTO, retention, copy health, protection from deletion or ransomware, compatibility, and total cost.
