Automatic number identification (ANI) is a telephone-network system that identifies the billing account associated with a call. In 911 systems, ANI identifies the calling party and may provide a callback number. It is related to caller ID, but the terms are not interchangeable: ANI has a network and billing role, while caller ID is a distinct calling-number display service.
What does ANI mean?
The Federal Communications Commission (FCC) defines automatic number identification as “A system that identifies the billing account for a call.” The identifier is associated with the call’s billing account or telephone number; it is not necessarily a name or a number presented to a consumer on a handset.

No. In the FCC’s historical description of an interstate ANI service, ANI conveyed the billing number for billing or routing purposes, while caller ID was a separate service intended to identify a caller to the recipient. The distinction matters because “ANI” can refer to network signaling and account identification, not simply the number shown on a phone’s screen.

The FCC’s 1991 discussion describes that particular ANI service as not blockable by the caller under the technology and arrangement then in use. That is a historical, service-specific statement—not a general claim about whether callers can hide or alter displayed numbers on all current mobile, landline, or internet-based calls. The same discussion says ANI could be sent in-band or out-of-band with SS7 trunking and, in the arrangement described, could arrive before or with the first ring. What is ANI used for?
Billing and call routing
ANI can help a telephone network associate a call with the account responsible for it and support routing decisions. In business telephony, incoming-number information can also be used to direct calls based on geographic area or to connect a caller with an existing customer record.

Business systems and customer service
The FCC has described uses that include geographic call routing, alarm signaling, secondary checks for data access, and customer-service or order-taking systems that look up account or transaction information associated with an incoming number. These are examples of number-based workflows; they do not mean that ANI alone proves a caller’s identity or authorizes an account action. FCC discussion of ANI applications

For 911, ANI can identify the calling party and may serve as a callback number. Some emergency-service situations use pseudo-ANI (p-ANI), a substitute identifier with special signaling meaning, rather than an ordinary dialable telephone number. ATIS guidance on p-ANI resources

What is p-ANI?
Pseudo-ANI, or p-ANI, is a same-length number that is not a North American Numbering Plan (NANP) directory number and can represent special information by agreement. ATIS describes p-ANI resources as non-dialable and notes their use in certain E9-1-1 circumstances, including some calls from mobile or nomadic users, for routing and location display. In other words, a p-ANI may function as a signaling or routing identifier rather than a number a person can call back directly.
How ANI differs from CNAM and SHAKEN
- ANI identifies a call’s billing account or associated billing number; in 911 systems, it may also identify the caller and support a callback.
- Caller ID is a distinct calling-number identification and display service. Its relationship to ANI depends on the service and network context.
- CNAM refers to caller-name information obtained through a database lookup. A name lookup is different from ANI’s billing-account identification. Twilio explanation of CNAM
- SHAKEN is a framework for cryptographically authenticating telephone identity information in IP voice networks. It addresses authentication of identity information, not the basic meaning of ANI. FCC overview of call authentication
Can you block ANI?
There is no single answer for every telephone service. The FCC’s statement that ANI could not be blocked applies to a specific interstate service arrangement described historically, not to every modern call or caller-ID setting. ANI, caller ID, and number authentication are different functions, so a setting that hides a number from a recipient’s display does not, by itself, establish what information a network or emergency service receives.
