The closest documented model is direct carrier billing (DCB), also called direct operator billing: an eligible customer pays for a purchase through a mobile operator account, with the charge added to a postpaid phone bill or deducted from prepaid credit. The documented examples concern mobile operators—not payment through a fixed broadband internet provider.
What does ISP-based payment mean?
If someone uses “ISP-based payment” to describe paying through a telecom account, they may mean direct carrier billing. But the phrase does not identify a single standard service, and “ISP” can refer to different things. Confirm what provider and payment method are meant before relying on the label.

Official descriptions from BT, Egypt’s National Telecom Regulatory Authority, and mobile operators describe billing purchases to a mobile account. They do not establish that ordinary fixed-broadband ISP billing is the same service.

How does direct carrier billing work?
- The merchant offers it: The payment option is available only for eligible purchases and customers.
- The customer chooses carrier billing: The operator or an approved intermediary may check whether the account can be charged. BT says its trusted payment intermediaries encrypt the user’s mobile number and check eligibility.
- The charge is collected through the mobile account: It is added to a postpaid bill or deducted from prepaid credit, according to the provider’s terms. Maxis, for example, describes itself as the billing and paying agent for a purchase.
These are provider-specific examples, not a universal technical specification. The merchant, operator, and sometimes an intermediary can all have roles in processing a payment.

What can you pay for?
Eligible purchases depend on the operator and merchant. Examples in provider and regulator information include apps, music, games, films, books, magazines, digital goods, services, and charitable donations. Maxis’s terms also mention that direct carrier billing may cover a physical product. These examples do not mean every operator supports every purchase type.
What should you check before agreeing?
- What you are buying: Read the service or product description, including whether it is a one-time purchase or a recurring subscription.
- Price and billing frequency: Confirm the amount, any recurring charge, and whether it will appear on a mobile bill or be taken from prepaid credit.
- How to identify and manage the charge: Check how the merchant or service will appear on the bill, and find the provider’s instructions for cancellation, refunds, and disputes.
- Who handles a problem: Note whether the merchant, mobile operator, or payment intermediary is the contact for billing questions.
- Local rules: Consumer protections depend on jurisdiction. Egypt’s telecom regulator advises customers to obtain full service information and clear payment and fee details before subscribing. California’s General Order 168 is a separate example of U.S. state telephone-billing protections, including bill-information requirements and treatment of unauthorized charges; neither source establishes universal rights or procedures.
There is no single set of fees, spending limits, refund terms, or dispute steps that can be inferred for all carrier-billing services. Check the actual provider’s terms.

Is this a settled technical standard?
Not on the evidence available here. ITU-T lists a Direct Carrier Billing technical paper as under study for its 2026 work programme, with intended coverage including economic impact and regulatory models. A work item under study indicates ongoing consideration, not an adopted global standard or a definitive meaning for “ISP-based payments service.”
