An intermediate-range ballistic missile (IRBM) is classified by range, but there is no single lower cutoff used in every definition. The INF Treaty placed covered ground-launched ballistic missiles above 1,000 km and up to 5,500 km; a 2000 U.S.–Russian memorandum defined a land-based IRBM as above 3,000 km and up to 5,500 km. Both definitions share the 5,500 km upper limit, but the applicable lower limit depends on the document and its scope.
What makes a missile ballistic?
The INF Treaty defines a ballistic missile as “a missile that has a ballistic trajectory over most of its flight path.” That describes its flight path, not simply the fact that it travels a long distance. The treaty defines a cruise missile separately as an unmanned, self-propelled vehicle that sustains flight through aerodynamic lift over most of its flight path. The categories are distinct.

How far can an IRBM travel?
The answer depends on the definition being used. The two cited documents agree on an upper boundary of 5,500 km (about 3,418 miles), but set different lower boundaries:
| Definition | Lower boundary | Upper boundary | Scope |
|---|---|---|---|
| INF Treaty, concluded by the United States and Soviet Union in 1987 (treaty text) | Greater than 1,000 km (about 621 miles) | Not greater than 5,500 km (about 3,418 miles) | Covered ground-launched ballistic and cruise missiles |
| U.S.–Russian memorandum dated June 4, 2000 (memorandum) | Greater than 3,000 km (about 1,864 miles) | Not greater than 5,500 km (about 3,418 miles) | Land-based IRBMs |
These are legal or administrative range definitions, not measurements establishing how far a particular missile has flown or can reliably travel. For an individual missile, use a source that identifies the system and the basis for its range figure.

Why do sources give different IRBM ranges?
The documents define terms for different purposes and scopes. The INF Treaty was an arms-control agreement covering specified ground-launched systems. NATO’s explanation of the treaty also uses the 1,000–5,500 km band for intermediate-range missiles (NATO’s INF Treaty explainer). The 2000 memorandum instead sets a definition for land-based IRBMs that begins above 3,000 km. Neither lower boundary should be silently treated as universal.
The memorandum places land-based intercontinental ballistic missiles (ICBMs) above 5,500 km. That makes the shared 5,500 km cutoff useful for distinguishing the categories under that definition, but it does not mean every source or classification system uses identical terminology.

How did the INF Treaty determine range capability?
Within the treaty’s framework, the range capability of a ground-launched ballistic missile not listed in the treaty was considered to be the maximum range to which it had been tested. This is a treaty-specific rule. It is not a universal method for classifying missiles, and by itself it does not independently verify a missile’s operational range.
What was the INF Treaty’s scope?
The United States and Soviet Union concluded the INF Treaty in 1987, and it entered into force in 1988. It addressed ground-launched ballistic and cruise missiles and related obligations. A U.S. Department of State fact sheet published December 8, 2017 describes the treaty’s covered range band as 500–5,500 km and says the treaty did not distinguish between conventional and nuclear-capable missiles within that scope (State Department fact sheet). That is historical treaty context, not a statement about the treaty’s present legal status.
