Usually, it means an organization that runs a certification program and assesses whether applicants meet its published requirements. In the formal language of ISO/IEC 17024:2026, an organization that certifies people is a certification body.
What does an institute for certification do?
A personnel certification body evaluates a person against requirements set out in a certification scheme. Depending on that scheme, assessment may involve demonstrating specified knowledge or skills; the body decides whether the candidate meets the criteria and can receive the credential.

The scheme defines the criteria and related requirements for a particular category of skills or occupation, as well as the method used to certify people. The scheme owner is responsible for developing and maintaining it. The owner may be the certification body itself, a government authority, or another organization.
In this context, competence means being able to apply knowledge and skills to achieve intended results. These terms describe certification of people; the phrase “institute for certification” alone does not establish that an organization certifies people, follows a particular standard, or is accredited.

What does ISO/IEC 17024 cover?
ISO/IEC 17024 is titled Conformity assessment — General requirements for bodies operating certification of persons. It sets principles and requirements for organizations that certify people, including requirements related to developing and maintaining certification schemes. The current edition is ISO/IEC 17024:2026. SIS lists it as valid, edition 3, approved on April 24, 2026, and available in PDF and paper formats. It replaces the 2012 edition in SIS’s Swedish adoption listing. See SIS’s listing for ISO/IEC 17024:2026.
The standard provides a framework for personnel certification bodies; its existence does not prove that any particular institute uses it or holds accreditation. The formal wording and scope should be checked in the standard itself.

Certification and accreditation are different
Certification is the process in which a body assesses a person against a scheme and decides whether the person meets its requirements. Accreditation is an external review of a certification body or program against accreditation criteria. It can provide additional assurance or recognition, but the available sources do not establish that every certification must be accredited.

How to assess a certification program
If you are deciding whether a particular credential is relevant, look beyond the organization’s name. Check the details that show what the credential means and how it is maintained:
- Credential and scope: Identify the skills, occupation, or subject the certification covers.
- Published scheme: Look for the eligibility rules, competence criteria, and assessment method.
- Accreditation: If the body says it is accredited, verify the accreditor and the specific scope covered.
- Renewal: Check whether the credential expires and what renewal or recertification requires.
- Verification: Find out whether employers or the public can confirm a person’s credential.
These checks help distinguish a defined personnel certification from a course-completion certificate or a vague claim of institutional recognition. They do not, by themselves, establish that a credential is legally required or accepted by a particular employer or regulator.
