The analog device plugs into the ATA’s phone port; the ATA connects to the network over Ethernet. You also need a compatible VoIP service or phone system: the adapter does not provide phone service or an internet connection by itself.
How an analog phone adapter works
An ATA acts as the link between analog telephone equipment and an IP telephony network. Cisco describes its ATA 191 as a way to connect an analog phone or fax machine to a network. In that model, analog equipment connects through RJ-11 ports, while an RJ-45 Ethernet port connects the adapter to the network. Cisco ATA 191 user guide

In a typical setup, the phone plugs into an FXS port on the ATA, and an Ethernet cable links the ATA to the IP network. The VoIP provider or phone system must support and configure the adapter so calls can be handled. An ATA is not, by itself, a way to turn a copper landline into internet service.
What you can connect—and what to verify

Compatibility is not automatic. Before using an ATA, confirm that the provider or phone system supports the exact model and its provisioning method. Also check whether the intended phone or fax machine and its required features are supported. For example, Verizon Business Digital Voice instructs customers to connect an analog device to its ATA by RJ-11 and connect the adapter to the internet by Ethernet; that guidance applies to its service, not every provider. Do not assume that an ATA supports every alarm system, modem, or other equipment that uses an analog telephone connection. Support for those devices and their signaling requirements must be confirmed with the phone-system provider and the ATA documentation.

What to check when choosing an ATA
- Service and system compatibility: Ask the provider or phone-system administrator whether the exact adapter model, firmware, and provisioning method are supported. Cisco’s documentation identifies particular call-control environments for its multiplatform models; it does not imply that those adapters work with every service. - Number of ports and lines: Count the analog devices you need to connect, then check how each port can be provisioned. Cisco’s ATA 191/192 documentation describes two FXS ports; port count alone does not guarantee that a provider will enable two separate lines or numbers.
- Device type: Verify support for your particular phone or fax use, including any service features it depends on.
