An AI coding harness is the software layer that lets a language model work through a coding task using context and tools. It prepares model requests, routes tool calls such as file access or command execution, returns results to the model, and manages the session and workflow rules. The model supplies reasoning and requests actions; the harness coordinates what happens around it.
How an AI coding harness works
A coding harness typically runs a repeated loop: it gives the model relevant instructions and context, receives either a response or a tool request, runs or routes that request, then feeds the result back into the session. The loop continues until the model responds or the run ends for another reason. Microsoft describes an agent harness as “the software layer that runs an agent session”; OpenAI calls the repeated process the agent loop.
- Prepare the request. The harness combines the user’s task with applicable instructions and available context. For long tasks, it must also manage what information remains available to the model; OpenAI notes that an agent task can involve hundreds of tool calls, making context-window management part of the engineering problem.
- Call the model. The model interprets the request and context. It may return text, such as a proposed explanation, or ask to use a tool.
- Route and execute tool requests. The harness processes the request and sends it to the appropriate tool. Depending on the design, commands and file operations may run locally, in a container, remotely, or through a provider-managed tool.
- Return results to the model. Tool output becomes part of the ongoing session. The model can interpret it, request another action, or produce a final response.
- Apply workflow controls and end the run. The harness tracks session state and may apply permissions, approvals, tracing, handoffs, or recovery behavior. The run ends when the agent completes the task or another stopping condition is reached.
This is a useful general model, not a claim that every product uses identical components or boundaries. For example, an API-hosted harness, an application server, and a sandbox may be separate; an integrated coding-agent product may present them as one experience.
What the model, harness, and environment each do
“AI coding agent” can refer to the behavior produced by a model and harness working together, or to the packaged product a developer uses. It helps to identify which meaning is intended before comparing tools.

OpenAI’s Agents API architecture distinguishes the hosted Codex harness from the environment where commands, code, and files are handled, and from the application server that connects the runtime to a product. Its sandbox documentation describes an isolated Unix-like environment with a filesystem, shell, packages, mounted data, snapshots, ports, and controlled external access. Those are architectural examples, not requirements every harness must share.
Why tool ownership varies
A tool request does not by itself tell you who performs the action. Some integrations let the application or developer execute a tool and return its result; others provide tools executed by the model provider. Anthropic’s tool-use documentation distinguishes client tools, where the developer handles execution and the agent loop, from server tools executed by Anthropic. That difference affects where code runs, who controls access, and which part of the system is responsible for continuing the loop.

How to evaluate a coding harness
Compare the workflow and boundaries that matter for your task rather than assuming the word “harness” means the same product architecture everywhere.
- Tool access and execution ownership: Which tools can the agent use, and does the harness, provider, or application execute them?
- Context and session handling: How does it retain task context during long runs and cope with context limits?
- Environment boundaries: Where do commands run, which files are accessible, and what network or external-system access is allowed?
- Permissions and approvals: Which actions are permitted automatically, denied, or held for review?
- Recovery and observability: Can a run be traced, resumed, or recovered after a tool or execution failure?
- Integration surface: Does it run through an IDE, CLI, hosted API, or application server, and how easily can the workflow move between them?
These are architecture and workflow criteria, not evidence of a performance ranking. The cited documentation does not establish a controlled comparison of coding quality, speed, or accuracy among Codex, Claude, Copilot, or other harnesses.

Microsoft VS Code
VS Code’s documentation separates model reasoning from harness-managed tools, approvals, state, and code changes. Its agent-harness choices include GitHub Copilot, Anthropic Claude, and OpenAI Codex. The editor is therefore a useful example of an interface that can support different harness choices rather than equating “agent” with one model or runtime. Microsoft’s explanation of agent harnesses and its guide to choosing and using one describe those distinctions.
OpenAI Codex
OpenAI describes the Codex harness as providing core agent-loop and execution logic across Codex experiences. Its App Server article discusses sharing that loop across product surfaces and connecting shell and file tools and integrations under a policy model. In the Agents API architecture, OpenAI identifies the hosted Codex instance as the harness, with the execution environment and application server described separately. The architecture guide explains the component boundaries; the sandbox guide describes the execution environment.
Anthropic tool use
Anthropic’s account of how tool use works illustrates that tool execution and agent-loop ownership can vary: client tools are handled by the developer, while server tools are executed by Anthropic.
