An agent runtime is the execution and orchestration layer that carries an agent through repeated model calls and tool actions. It manages the loop, handoffs, and run state, and may provide points for validation and human approval. You may not need one: a direct model call, a small application-owned loop, or deterministic automation can be a better fit for simpler work.
1. Does the task span multiple steps, tools, or decisions?
A model response is not automatically an agent. An agent is useful when the model manages workflow execution—for example, deciding what information to gather, choosing a tool, interpreting its result, and determining what to do next. OpenAI’s guide describes agents as systems that independently accomplish tasks on a user’s behalf and distinguishes them from applications that use a language model without giving it control over the workflow (OpenAI’s practical guide to building agents).

If your feature needs only one answer to one prompt, without tool coordination or a continuing decision loop, a direct model call may be enough. If the task must make successive choices or interact with external systems, an agent loop may be useful—but that does not by itself determine whether you need a separate runtime product.

2. Do you want a reusable runner to manage the loop?
The runtime’s core job is to turn model output into ongoing execution. In the OpenAI Agents SDK, the runner prepares input, calls the current agent, inspects the result, executes tool calls or hands work to another agent, and repeats until it receives a final answer with no further tool work (Running agents).

- Complete Accessories: We provide the accessories you need, including 2 x Pallets, 145 x M5*10 Cross Head Screws, 4 x Casters, 4 x M10*50 Expansion Screws,10 x M6*12 Cage Nuts, 1 x Grounding Wire, 1 x User Manual.
- Wide Application: The server rack wall mount maximizes the use of available space, suitable for retail venues, classrooms, offices, and other places where space is limited.
You can implement that loop in your application, use an SDK runner, or choose a managed service. The choice is about responsibility: how much execution logic you want to build and operate yourself. A loop that is small, stable, and specific to one workflow may not need an additional layer; repeated workflows with tool calls, handoffs, pauses, and recovery are stronger candidates for a reusable runner.
3. Who should own state between turns?
State determines what the next model call knows about earlier work and how a paused run can continue. The running-agents guide describes several continuation strategies: keep and replay history in the application, use an SDK session, continue a server-managed conversation, or pass a previous response ID. These options place state in different parts of the system; they are not interchangeable conveniences.

Choose the owner deliberately. Application-held history gives the application control over what it stores and sends. An SDK session can provide durable memory and support resumable approvals, with storage controlled by the application. Server-managed conversations and response-ID continuation shift some continuity to the API.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsIn most cases, use one conversation strategy. Combining local replay history with server-managed state can duplicate context unless the application deliberately reconciles the two. Define what should persist, who can access it, and how a run resumes before choosing the continuation mechanism (OpenAI Agents SDK: running agents).

4. Who owns deployment, tools, and approvals?
Runtime options differ in where the loop runs and who operates the surrounding infrastructure. OpenAI’s comparison is a concrete example of these responsibility choices; it is not a universal definition of agent runtimes. Product capabilities and names can change, so check the current OpenAI agents documentation before making an implementation decision.
| Approach | Where the loop runs and who operates it | Integration and control | State, tools, and execution environment |
|---|---|---|---|
| Managed Agents API | Provider-managed agent harness and execution infrastructure; described for long-running tasks. | Lower integration effort; less infrastructure to operate directly. | The guide says progress is saved. The application should verify the current state, tool, execution-environment, and approval behavior for its intended workflow in the official documentation. |
| Agents SDK | In the application; the SDK runs the loop. | The application server owns deployment, tool implementations, storage, and approval decisions, providing direct control and a closer fit with application logic but requiring more integration work. | State and tools are integrated through the application. The application chooses storage and handles approval decisions. |
| Responses API | The application can make direct calls or build its own agent loop; the comparison also describes hosted orchestration and server-managed state options. | Building the loop from scratch means more integration effort and application-managed execution environment. | The application can retain control of orchestration, or use the documented hosted options; confirm the exact current capabilities in the official comparison. |
These are not necessarily permanent, mutually exclusive platform choices. Compare them for the workflow at hand: where the loop runs, who integrates and operates tools, who owns continuation state, what execution environment is used, and who decides how approvals and failures are handled (OpenAI agents documentation; Agents SDK running-agents guide).

5. Do actions need checks or human approval?
For an action with side effects, validate the proposed action at the boundary where it is about to execute. An agent-level check is not necessarily a check on every tool call. In the documented Agents SDK, input guardrails run only for the first agent in a chain, output guardrails only for the final-output agent, and tool guardrails only for the function tools to which they are attached. If every custom tool call needs validation, attach checks to those tool boundaries rather than relying only on agent-level guardrails (OpenAI Agents SDK guardrails).
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Approval also changes the shape of execution. In the SDK’s documented human-review flow, the run records an interruption instead of executing the pending tool, returns the interruption and state to the application, then resumes the same run after the application approves or rejects it. That is different from treating approval as a new user turn or restarting the task from scratch (OpenAI Agents SDK human-in-the-loop guide).

Plan for non-happy paths as well as approvals. The SDK guide distinguishes expected approval pauses from runtime or validation failures, including turn limits, guardrail exceptions, and tool errors. Decide which failures should stop the run, which can be retried, and what state is available for recovery before exposing the workflow to users (OpenAI Agents SDK running-agents guide).
6. Is an agent justified by the workflow?
OpenAI’s practical guide identifies complex or context-sensitive decisions, hard-to-maintain rules, and heavy reliance on unstructured data as situations where agents may be worth considering. These are selection criteria, not a threshold proving that an agent will outperform conventional software. Test whether the model-controlled workflow solves a real problem that simpler logic does not (OpenAI’s practical guide to building agents).
- Consider an agent runtime when work must proceed through repeatable model decisions, tool actions, handoffs, or resumable approvals—and you want a layer to coordinate those steps.
- Consider an SDK or application-owned loop when you want the workflow to run within your application and need direct ownership of deployment, tools, state, or approval policy.
- Consider a managed option when provider-managed orchestration and execution infrastructure fit your operational requirements.
- Prefer a direct call or deterministic automation when one response suffices or explicit rules already handle the decisions reliably.
There is no evidence-backed numerical cutoff for when a runtime becomes worthwhile. Decide from the workflow’s steps and the control boundaries your application needs, then validate the choice against its actual requirements.
