An acceptable use policy (AUP) explains how people may use an organization’s specified computers, networks, accounts, data, services, and other technology resources. It sets expectations, identifies prohibited or restricted activities, and states any conditions or exceptions. The policy should match the organization’s systems and users rather than rely on a generic set of rules.
What an acceptable use policy does
An AUP is an issue-specific organizational policy that makes management’s expectations and user responsibilities clear for defined technology resources. NIST’s computer-security policy guidance describes this kind of policy as a way to define an issue and its terms or conditions, state the organization’s position, and establish expectations and accountability. An AUP applies that approach to technology use; its exact rules depend on the organization and its environment. NIST computer-security policy guidance

For example, the University of Bristol describes its AUP as setting responsibilities and required behavior for users of university information systems, networks, and computers. The University of Oregon describes its policy as establishing acceptable and unacceptable use of university computing resources. These institutional policies illustrate the purpose of an AUP, not a universal template. University of Bristol acceptable use policy · University of Oregon acceptable use policy
What an AUP should define
Resources and people in scope
Identify the systems and resources the policy governs, such as networks, devices, accounts, data, and services. State who must follow it and the circumstances in which it applies. A policy for a university, for instance, may cover users of its information systems and computers; another organization’s scope may differ.

Expected behavior and responsibilities
Describe how users are expected to use the covered resources and what responsibilities they have. Use direct, practical language so users can understand what they are expected to do.
Restrictions, conditions, and exceptions
Specify prohibited or restricted activities and explain any conditions or exceptions. Do not assume that every AUP bans personal use: the University of Oregon’s policy, enacted June 29, 2026, permits incidental personal use subject to university policy, legal requirements, and the condition that it not disrupt university operations. That is an example of one institution’s rule, not a general standard. University of Oregon acceptable use policy
External systems and shared responsibilities
If users access systems outside the organization’s ownership or control, explain the applicable limits and responsibilities. NIST SP 800-171 discusses options for limiting external-system use and aligning terms with trust relationships and shared responsibilities. An organization should account for its own arrangements rather than assume it controls every system a user may access. NIST SP 800-171
Related policies and where to get help
Keep the AUP consistent with related organizational policies and tell users where to ask questions or get guidance. NIST’s policy guidance emphasizes defining terms and conditions and clarifying expectations; in practice, users also need a route to resolve uncertainty about how a rule applies.

Organizations have different systems, users, operating needs, and relationships with external services. As a result, an AUP’s scope, permitted uses, restrictions, and exceptions can vary. Bristol’s policy page reports changes following an annual review in May–July 2026, illustrating that institutional policies can change over time; consult the institution’s live policy for its current requirements. An AUP is not, by itself, a universal statement of legal requirements or a guarantee that a particular rule is enforceable. Legal questions involving employment, privacy, monitoring, education, or sector-specific regulation depend on the jurisdiction and circumstances, so they require advice tailored to that situation.
