AI model routing is the process of selecting an eligible AI model for each request. An assistant may send a straightforward question to a faster, lower-cost model and a tool-heavy or demanding task to a more capable one—but only if the selected model is available, meets the request’s requirements, and fits the routing policy. The exact method depends on the product; there is no single routing algorithm used by every assistant.
How does AI model routing work?
A useful way to understand routing is as a request-by-request decision: the system defines which models are eligible, examines the request and relevant context, applies a policy, forwards the request, and returns the response. Some services also expose which model handled it.

- Define the eligible pool. The router can select only from models configured for the service and deployment. Tool support, availability, quota, policy, and safety requirements may narrow the pool.
- Assess the request. A router may consider the user’s message, conversation history, system instructions, and available tool definitions. Microsoft documents this full-context approach for Foundry Agent Service.
- Apply a routing policy. Depending on the service, the objective may prioritize cost, response quality, a balance of both, or configured rules and fallback behavior.
- Send the request and return the answer. The response may include effective-model information, but observability varies by product and feature status.
These are documented patterns, not a universal specification. Providers do not necessarily disclose every internal scoring factor or use interchangeable decision methods.

Task complexity
Microsoft’s Foundry documentation gives examples of routing factual recall and simple follow-ups to fast, lower-cost models, while assigning research synthesis and multi-step reasoning to more capable models. It also identifies summarization as a distinct task category. These are examples of Microsoft’s product approach, not a guarantee that every assistant classifies tasks the same way.

Tool and output requirements
Tool use can be a hard eligibility condition, not just a preference. A request needing function calls, web search, code execution, or structured outputs can only go to a model and deployment that support the required capability. If no eligible model is available, the system’s fallback or error behavior matters.
Cost and quality policy
Managed routers can expose explicit trade-offs. Microsoft documents Balanced, Cost, and Quality modes. Amazon Bedrock describes predicting response quality among selected models and applying a configured quality-difference threshold relative to a fallback model. A custom router may instead rely on task labels, deterministic rules, evaluation results, confidence signals, or application-specific fallback logic.
These options should not be treated as equivalent. A provider’s mode name or routing description does not establish a universal formula or guarantee identical quality across workloads.

Can an assistant switch models between tasks?
Yes. Request-level routing means separate turns in one conversation may be handled by different models. Microsoft says Foundry Agent Service routes requests independently and that the response exposes the model used. Some agent frameworks can also select models for different steps within a larger workflow, though that is distinct from a service that routes only each incoming request.
If an application requires every request to use one specific model, a direct model deployment or pinned configuration is more suitable than automatic selection. Check whether the product pins a whole session, each request, or neither.
How do documented provider approaches differ?
| Service | Documented approach | Constraints and caveats |
|---|---|---|
| Microsoft Foundry Model Router | Analyzes request context and routes per request. Foundry Agent Service documentation describes complexity-based examples and tool-aware eligibility; a companion page lists Balanced, Cost, and Quality modes. | Eligible models and tools depend on the configured pool and deployment. Selections can evolve; use a direct deployment when every request must use the same model. Microsoft Foundry agent routing; Microsoft routing modes. |
| Amazon Bedrock intelligent prompt routing | Predicts response quality among selected models and routes according to configured criteria, with a fallback model. | AWS documentation says it is optimized for English, cannot adapt decisions to application-specific performance data, and may not suit unique or specialized use cases. Some capabilities are described as preview. Amazon Bedrock prompt routing. |
| Google Cloud API Gateway model routing | Uses configured model-name rules and a default backend for unmatched model names. | During Public Preview, the documentation says per-request attribution of the actual target model is unavailable. Model hosting and shared-host constraints also apply. Google Cloud API Gateway model routing. |

Does automatic routing save money without reducing answer quality?
It can reduce the use of expensive models for requests that do not need them, but savings without a quality loss are not automatic. A router can misclassify a difficult prompt, choose a model that handles a tool poorly, or fail to suit a specialized or non-English workload. Cost and quality also depend on the model pool, prompt mix, fallback rules, and the application’s definition of a satisfactory answer.

Build a representative evaluation set
Use real or carefully constructed examples from the workload, including ordinary requests, complex reasoning, tool calls, structured-output tasks, and specialized or multilingual prompts where relevant. Compare routed results with the current baseline for answer quality, latency, token use, and cost.

Define escalation and fallback behavior
Specify what should trigger escalation to a more capable model: for example, a failed tool call, a validation error, low confidence where the system provides a meaningful signal, or an evaluation rule. Keep these conditions configurable so they can be adjusted as models and traffic change.
Track decisions where the service permits
Useful telemetry includes the requested model or routing mode, effective model when available, task class, latency, token or cost data, quality outcome, and fallback or escalation. Google Cloud’s documented preview limitation on target-model attribution illustrates why observability should be checked before relying on a router for auditing or cost analysis.

Start with a limited workload or traffic slice, inspect misroutes and fallback rates, and compare results with the baseline before expanding. Revisit the evaluation set and routing rules as model availability, capabilities, and production performance change.
When is model routing a poor fit?
- You need strict model consistency. Automatic request-level selection may vary from turn to turn; use a pinned deployment if that behavior is unacceptable.
- Your task is specialized or outside the router’s optimization scope. AWS specifically cautions that its Bedrock intelligent router is optimized for English and may not perform optimally for unique or specialized use cases.
- You need auditable per-request attribution. Confirm the service returns effective-model information and retains the telemetry your governance process needs.
- Your required tools or models are not in the eligible pool. A router cannot select a capability or deployment it does not have.
- You cannot evaluate outcomes. Without representative prompts and quality, latency, and cost measurements, it is difficult to establish whether routing is improving the workload.
