Adaptive bitrate streaming (ABR) is the behind-the-scenes process that lets a video player switch among prepared versions of the same video as playback conditions change. When delivery slows, the player can request a lower-bitrate version to reduce the risk of buffering; when there is more headroom, it may request a higher-quality one. ABR can make better use of the connection available, but it cannot make an unstable or constrained network deliver more than it can support.
How adaptive bitrate streaming works
ABR is a playback selection technique, not a codec and not a promise of uninterrupted video. The provider prepares multiple encoded versions, and the player chooses which version to request as playback continues. The IETF’s October 2022 RFC 9317 describes the available versions as a bitrate ladder.

- Encode a bitrate ladder. The same media is encoded into alternative renditions, usually with different bitrates and often different resolutions. These are discrete options rather than an infinite range of quality.
- Describe the available media. A manifest or playlist tells the player which renditions and media segments are available. The precise format depends on the streaming protocol.
- Deliver segments during playback. Rather than waiting for an entire file to download before playing it, segmented streaming sends pieces of media while the viewer watches.
- Estimate current conditions. The player can observe successful download speed at the application level. It may also take account of buffer fill and device factors such as available memory, CPU capability, or display size.
- Choose a rendition for the next segment. The player requests an available option it judges suitable for current conditions and its playback objective. It may favor higher audiovisual quality or a lower chance of rebuffering.
- Reassess as playback continues. Later segments can use a different rendition if delivery conditions or device capabilities change.
Think of the player as changing gears: it may shift down when delivery slows and shift up when there is headroom. In practice, the change is not necessarily smooth or frequent; the player can only choose from renditions the service prepared, and its decisions depend on its own algorithm.

Why video quality changes while you watch
A quality change is often the player responding to changing delivery conditions. A lower-bitrate rendition needs less data to arrive for a given amount of video, which can help playback keep moving when the connection is struggling. If conditions improve, the player may request a higher-bitrate option. The picture can therefore become softer or sharper without the viewer changing a setting.

The word “bandwidth” is often used loosely in simplified explanations. A player may base its decision on observed download throughput, alongside buffer state and device information; this is not a guarantee that the connection will remain at that rate. Different players use different, sometimes proprietary, adaptation strategies. DASH-IF’s dash.js documentation, for example, describes throughput- and buffer-based rules, reactions to insufficient buffer, abandoning slow segment downloads, and avoiding qualities associated with dropped frames.
What determines a video’s bitrate
Resolution matters, but it does not determine bitrate by itself. RFC 9317 identifies several influences on the bitrate needed to encode media:

- Resolution, frame rate, and color depth.
- The codec and its encoding parameters.
- Scene complexity and the amount of motion.
Higher resolution, frame rate, color depth, complexity, or motion generally call for more encoding bitrate. Newer codecs with more effective compression tools can reduce the bitrate needed for a given result. The ladder’s choices are therefore specific to the content and encoding decisions, not just a list of resolutions.

HLS, MPEG-DASH, and segmented delivery
HTTP-based segmented delivery is a common way to implement ABR. HLS and MPEG-DASH both use manifests and media segments so compatible clients can select among available renditions. MPEG describes DASH (ISO/IEC 23009) as a standards suite for streaming over existing HTTP infrastructure, including servers, content delivery networks, proxies, and caches; it supports both live and on-demand services. A protocol does not dictate one universal adaptation algorithm. The service must prepare and describe compatible media, and the player’s implementation determines how it weighs throughput, buffer, device capability, and playback goals. Platform-specific ingest requirements also differ: Google’s YouTube Live DASH guide, for example, recommends target ingest segment durations between 1 and 5 seconds for that service. That is YouTube guidance, not a general rule for all HLS or DASH streams.
Does adaptive bitrate streaming prevent buffering?
No. ABR can lower the chance of a stall by selecting a rendition that better fits current delivery conditions, but it cannot repair the network path or exceed what that path can sustain. If even the lowest available rendition cannot arrive quickly enough—or the connection repeatedly drops—buffering can still occur.

Every switch also involves a trade-off: the player may reduce picture quality to protect playback continuity. How it balances quality against stall risk depends on the player, the available renditions, and the service’s playback priorities.

Why live streaming can be harder to adapt
Live video adds a latency constraint: viewers may need to stay close to the live edge rather than build a large buffer. Lower-latency approaches can use smaller delivery units, but they may leave less flexibility in bitrate and resolution choices. Transient network changes can consequently be more visible, and low-latency operation can involve trade-offs such as lower quality or fewer available resolutions.

RFC 9317 describes LL-HLS and LL-DASH approaches using CMAF chunks smaller than full media segments. Smaller units can help decouple latency from segment duration. Simply making segments very short without such packaging can require more frequent intra-coded frames and harm encoding quality. There is no universal best setting: the appropriate approach depends on the service’s latency target, packaging, player, and delivery conditions.
