A “whale communication device” usually means a tool researchers use to listen to whale sounds—not a gadget whales use to talk to people. Underwater microphones called hydrophones and whale-borne acoustic tags help scientists record calls, track sound exposure, and study behavior. They do not quiet the ocean themselves. Reducing noise requires changing or limiting the noisy activity.
What does a whale communication device do?
Whales use sound to communicate and navigate; sound also helps them find food and respond to their surroundings. Research equipment lets people observe that acoustic world. It is designed to listen, record, and measure—not to translate whale calls or send messages to whales.

Hydrophones listen underwater
A hydrophone is an underwater microphone. Researchers use hydrophones for passive acoustic monitoring: recording sounds without transmitting a signal. NOAA says recorders may be deployed for periods ranging from hours to years, from local areas to ocean-wide studies. Bottom-mounted recorders can collect long-term data; drifting devices and systems such as autonomous gliders or moored surface buoys can provide information sooner for research and management. NOAA’s overview of passive acoustic research technologies describes these approaches.

Acoustic tags add an individual whale’s perspective
A digital acoustic recording tag, or DTAG, is attached to an individual whale with suction cups by researchers working under research permits. NOAA describes tags that combine hydrophones with movement sensors, allowing researchers to study sound exposure, vocalizations, movement, and behavior during dives. They generally remain attached for several hours to about a day before releasing or falling off. This provides a close-up record of one animal’s experience, unlike a fixed recorder that monitors a location. NOAA’s Southern Resident killer whale tag research page explains this work.

How can ocean noise interfere with whales?
Human-made sound from sources such as shipping, recreational boats, and energy exploration can travel underwater over long distances. When background noise overlaps or obscures biologically important sounds, it is called masking. Masking can make it harder for marine animals to communicate, navigate, or detect sounds from predators and prey. NOAA notes that the effect is especially relevant in busy ports and shipping lanes. NOAA’s explanation of ocean noise describes how human sounds can interfere with or obscure natural sounds.
Low-frequency sound can travel far through the ocean’s natural SOFAR sound channel. NOAA describes whales using the channel to communicate over long distances during migration, while human activity adds noise that can interfere with communication. The channel does not give every call a fixed range: propagation depends on conditions and the sound involved. NOAA’s SOFAR overview explains the channel.

What do studies say about lost communication space?
Published estimates show that noise can affect communication, but their numbers describe particular studies and places—not a uniform loss across the world’s oceans.

| 63–67% estimated loss of North Atlantic right whale communication space | A NOAA 2012 regional comparison around Stellwagen Bank National Marine Sanctuary. Researchers compared contemporary ship-noise conditions with historically lower noise from roughly 40–50 years earlier, using acoustic recorders and vessel-tracking information. | A modeled estimate for that region and comparison, not a current global measurement. |
| 80% or more masking for signals from fin, humpback, and minke whales | A 2018 study of four baleen whale species in Stellwagen Bank, cataloged in NOAA’s repository, modeled ambient and vessel noise using bottom-mounted autonomous recordings. | The repository notes simplifying assumptions; the percentage should not be applied to all waters or populations. NOAA repository record for the 2018 study. |
| More than 22,000 right whale contact calls documented in one month | A count from the Stellwagen Bank research described in NOAA’s 2012 account. | A study-period call count—not an annual total or a population estimate. |
For the 2012 study, NOAA marine ecologist Leila Hatch said: “Chronic noise is likely reducing their opportunities to gather and share vital information that helps them find food and mates, navigate, avoid predators and take care of their young.” NOAA’s account of the Stellwagen Bank communication-space study provides the context for the estimate and statement.

Can listening devices make noisy oceans quieter?
Not by themselves. Hydrophones and acoustic tags measure sound and animal responses; the evidence they provide can help inform decisions. Reducing exposure means acting on the sound source or limiting when and where it affects animals. NOAA identifies measures such as powering down or shutting off a sound source when animals approach, preventing exposure in a critical place or time, and monitoring impacts. Its Ocean Noise Strategy also calls for research, management that encourages ocean quieting, decision-support tools, and outreach. NOAA identifies commercial shipping as the main source of continuous underwater sound in its discussion of international work. NOAA’s Ocean Noise Strategy outlines its approach.
In practical terms, monitoring helps people locate and understand a problem; quieter operations and management can reduce the noise animals experience. The cited NOAA material supports monitoring and source-management approaches, not a consumer “whale translator” or a device that cancels vessel noise across the sea.

How to tell monitoring from mitigation
- What is measured? A hydrophone records ambient sound; a tag can record sound and an individual animal’s movement and behavior.
- Where and for how long? A fixed recorder can monitor a location for a long period; drifting or near-real-time systems can offer faster information; a tag records an individual whale for hours to about a day.
- Does it reduce noise? Recording and tracking are monitoring. Powering down, shutting off, or restricting a noisy activity is mitigation.
