A virtual operating system can mean different things in casual use. In NIST’s precise terminology, operating-system virtualization is “a virtual implementation of the operating system interface that can be used to run applications written for the same operating system.” In other words, software provides an OS-compatible interface for applications in a virtualized environment. The phrase is not automatically synonymous with a virtual machine or the operating system installed inside one.
What does “virtual operating system” mean?
The most precise definition comes from the National Institute of Standards and Technology (NIST): operating-system virtualization provides a virtual implementation of an operating system’s interface, allowing applications written for that same operating system to run. NIST’s Computer Security Resource Center glossary attributes this definition to NIST Special Publications 800-190 and 800-125: NIST CSRC glossary: operating-system virtualization.

The key idea is the interface applications use to interact with an operating system. The term, used this way, describes virtualizing that OS-facing layer; it does not by itself mean that a complete computer with virtual hardware and a separate guest operating system is being simulated.

No—not as a precise technical distinction. A virtual machine (VM) is a simulated computing environment. Depending on the definition, it can refer to a complete software-defined execution stack that includes virtualized hardware, a guest operating system, and applications. NIST’s glossary includes VM definitions describing both a simulated environment and this fuller stack: NIST CSRC glossary: virtual machine.

A guest operating system is the OS running inside a VM. For example, Apple describes its Virtualization framework as a way to create VMs and run macOS and Linux-based operating systems in environments developers configure. That is VM-based OS execution, not the narrower NIST definition of operating-system virtualization: Apple Virtualization documentation.
| Term | What is virtualized or running? | How to use the term precisely |
|---|---|---|
| Operating-system virtualization | A virtual implementation of an OS interface; applications written for that OS can use it. | Use when the discussion is about virtualizing the OS interface or application environment. Definition: NIST CSRC glossary. |
| Virtual machine | A simulated computing environment; it may include virtualized hardware, a guest OS, and applications. | Use when referring to the virtual computer or execution environment. Definition: NIST CSRC glossary. |
| Guest operating system | An operating system running inside a virtual machine. | Use when naming the OS installed or run within the VM. Apple’s documentation gives an example of running macOS and Linux-based operating systems in VMs: Apple Virtualization documentation. |
| Container | A separate neighboring area in virtualization documentation; it should not be used as a synonym for a VM or virtual OS without specifying the intended technology. | Use “container” when that is the technology being discussed. Microsoft’s documentation treats containers and VMs as distinct topics: Microsoft Learn: virtualization. |
How to tell which meaning is intended
Because “virtual operating system” is sometimes used loosely, look at what the surrounding discussion says is being virtualized and what runs in the environment.

- If it describes a virtualized OS interface used by applications written for that OS, it is referring to operating-system virtualization.
- If it describes a simulated computer, virtual hardware, or an OS booting inside a virtual environment, it is referring to a virtual machine; the OS inside it is the guest OS.
- If it describes containers, name containers directly rather than treating them as interchangeable with VMs or operating-system virtualization. Microsoft Learn covers containers and VMs as separate subjects in its broader virtualization guidance: Microsoft Learn: virtualization.
When accuracy matters, replace the ambiguous phrase with the specific term: operating-system virtualization, virtual machine, guest operating system, or container.
